Required Qualifications:
  • Bachelor's degree in Social Work, Public Administration, Non-profit Management, Community Development, or a related field. Master's degree preferred.
  • Minimum of 4-6 years of progressive experience in program management within the non-profit or public sector.
  • Proven track record of successfully developing, implementing, and evaluating community-based programs.
  • Strong leadership and team management skills, with experience supervising staff and volunteers.
  • Exceptional interpersonal, communication (written and verbal), and presentation skills.
  • Demonstrated ability to build and maintain strong community partnerships.
  • Experience with grant writing, fundraising, and budget management.

The Riverside County Sheriff's Office seeks to establish a pool of candidates for Community Service Officer I throughout Riverside County. The incumbent performs a wide variety of law enforcement support duties requiring substantial face-to-face public contact; utilizes knowledge of multiple ordinances, regulations and codes; performs independent field patrol duties (e.g., giving citations or interviewing victims of non-violent crimes where a suspect is unknown); receives custody of an arrestee from a sworn officer for transporting purposes, or acts as an evidence custodian receiving, identifying, storing, tracking, and maintaining the security of crucial evidence within the evidence room; assists as needed with the Fleet Services Division of the Sheriff's Office; performs other related duties as required.

The Community Service Officer I is the entry-level classification in the Community Service Officer series and reports to an appropriate supervisory or manager level position. Incumbents receive on-the-job training in the techniques and procedures essential to the classification's duties as well as complete a Department-approved field-training program to gain the appropriate knowledge, skills and abilities necessary to independently perform the duties assigned to the Community Service Officer II level.

The Community Service Officer series is distinguished from the Deputy Sheriff series in that the former does not independently respond to in-progress crimes, past situations where there is a suspect or volatile situations.

Incumbents are eligible to promote to the Community Service Officer II after obtaining one year of experience as a Community Service Officer I, successfully completing the Department-approved field-training program, receiving a satisfactory performance evaluation, and meeting any additional qualification requirements stated in the recruiting guidelines. Failure to achieve a satisfactory performance evaluation and meet the requirements to promote to the next level prior to the end of the probationary period will result in incumbents being returned to their former County classification or new hires being probationary released.

• Receive, identify, categorize, preserve, and store evidence appropriately without tainting or contaminating; enter, update and track evidence information into Law Enforcement Evidence Tracking System (LEETS); retrieve evidence for law enforcement personnel, and prosecution and defense attorneys; ensure security and chain of custody of evidence at long-term evidence facility; return evidence or property to public, or destroy evidence when appropriate.

• Respond to requests from sworn law enforcement officers to assist in the transport of those arrested or detained, and who have been determined to be non-violent, to a jail, hospital, mental health facility, juvenile hall, or similar identified holding location; perform additional search of, and handcuff arrestee with the assistance of, or in the presence of, a sworn officer.

• Drive marked vehicle to perform home, business and area checks; detect violations of laws, ordinances and regulations; watch for suspicious behaviors, disabled vehicles, hazards, vandalism, or traffic accidents; respond to requests for assistance or information from the public.

• Issue warnings or citations for a wide variety of code, regulation and ordinance violations inclusive of civil and criminal issues; respond to calls concerning runaways, burglaries, thefts, vandalism, and similar crimes where suspects are unknown.

• Interview victims and witnesses; write reports, take photographs, collect and preserve evidence, and dust for and lift fingerprints.

• Assist sworn officers and Community Service Officer II's with traffic accidents by directing traffic, setting up flares and other support functions; coordinate vehicle towing due to disabled or expired registration; provide traffic control at special events or situations.

• Write or assist in writing reports; document a wide variety of information on activities involving the above-noted duties and enter information into a variety of law enforcement systems; ensure vehicles and work sites are maintained.

• Assist patrol officers with maintenance of patrol vehicles and ensure timely completion of work; receive department vehicle deliveries; log and keep track of vehicle records; perform initial service inspections and assist with maintenance schedules; monitor manufacturer recalls and insurance documentation for vehicles. Education: Graduation from high school or attainment of a satisfactory score on a G.E.D test.

Experience: One year in a customer service environment, which included considerable time working with the public either over the phone or in person. (One year of qualifying experience in a law enforcement or corrections environment may substitute for the required education and experience.)

Knowledge of: Rules of evidence including chain of custody; radio communication, MDT, CLETS, LEETS, and other law enforcement computer and communication systems; California Penal and Vehicle Codes, city and county ordinances, regulations, and other law enforcement related rules.

Schedule: Incumbents are expected to work flexible work schedules including rotating shifts, weekends, holidays, being on 24-hour on-call status, and may often be required to work overtime.

Physical Requirements: Incumbents may frequently be required to lift up to 25 lbs. Must be able to walk, sit and/or stand for extended periods of time. Incumbents may be required to wear a bulletproof vest and occasionally wear a respirator and goggles.

**Position Objective:** Provide administrative support for the Army Community Service (ACS) and Family Advocacy Program (FAP).
**Duties and Responsibilities:**
+ FAP Administrative Support. The Contractor shall provide a variety of administrative support for the Family Advocacy Prevention Training Program, Family Advocacy Victim Advocate Program (FAVAP) office, and the New Parent Support Program (NPSP) office. + The Contractor shall write two (2) articles for National Child Abuse Prevention Month in April, two (2) articles for Domestic Violence Prevention Month in October, and one (1) article per month for the remaining months. The Contractor shall submit articles to the FAP Manager and the COR-RA for review and feedback. The Contractor shall submit final, revised articles to the FAP Manager and the COR-RA within two workdays of receipt of feedback. Article topics and due dates shall be established and approved by the FAP Manager and the COR-RA during ACS planning meetings. The Contractor shall document the article topics, due dates for submission, and actual submission dates in the TOSR.
+ Twice a year, March and September, the Contractor shall conduct a needs assessment, analyze results, and provide a recommendation report to the Government. The recommendation report shall at a minimum include the data source or population surveyed, recommendations (class, playgroup, support group, event), and available training for Contractor personnel who would be planning the recommended program to include training location, duration, and cost estimate.
+ Twice a year, March and September, the Contractor shall conduct a needs assessment, analyze results, and provide a recommendation report to the Government. The recommendation report shall at a minimum include the data source or population surveyed, recommendations (class, playgroup, support group, event), and available training for Contractor personnel who would be planning the recommended program to include training location, duration, and cost estimate.
+ The Contractor shall review and provide input for the FAP marketing plan as needed.
+ The Contractor shall develop a training plan in which the PM coordinates with the Contractors of what needs to be accomplished. This plan will be updated monthly and reported in the TOSR.
+ The Contractor shall, prepare, review and coordinate correspondence and documentation required under this TO IAW AR 25-50 to ensure proper format and grammatical content to respond to inquiries. Depending on the type of document, the Contractor may be required to submit the required documentation to the COR-RA, ACS Director, Garrison Commander or Brigade Commander for feedback. The Contractor shall coordinate with various members of the FAP and NPSP offices throughout the development of these documents. The Contractor shall submit final versions within one business day after receipt of Government feedback.
+ The Contractor shall prepare the CTS information paper specifically for FAP Training, NPSP, and Victim Advocacy program areas, which is a workload report in a narrative form, NLT the 7th day of each month.
+ The Contractor shall submit reports and post-service surveys monthly or as required to meet regulations and as required by higher headquarters. The reports shall include annual and weekly activity reports that identify the number of phone calls, number of walk-ins, number of client files created, number of CTS entries, number of fatalities, and any other details requested. Specific details and due dates shall be established during FAP planning meetings.
+ The Contractor shall prepare FAP Training, NPSP, and Victim Advocacy briefing slides on unit-specific statistical information on the topic of Family violence for the Garrison Commander every quarter. The Contractor shall submit the briefing slides to the FAP Manager and COR-RA NLT than 21 calendar days before each quarterly meeting.
+ The Contractor shall inventory office and educational supplies, fill out internal purchase request, and submit the purchase request to FAP Manager for Government procurement.
+ The Contractor shall obtain, compile, and summarize program data and prepare required reports and case records such as monthly management reports, weekly activity summaries, matrix-calendars, extended contacts turned in and daily accountability reports.
+ The Contractor shall create training schedules and materials to support training activities and events.
**Qualifications**
**Basic Qualifications:**
+ Must have an associate's degree
+ Skilled familiar with preparing Army correspondence IAW AR 25-50,. (SCA Secretary III)
+ Minimum of one year of experience working in a Military Family Support Center (FSC); or Civilian social service agency serving Military Families.
+ Working knowledge of Family violence dynamics, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, Family law and the Victim Rights Bill.
+ Working knowledge of Military protocol when addressing Officers, Non-Commissioned Officers (NCOs) and Government personnel.
+ Ability to effectively interface and communicate with Civilian and Military personnel at all levels.
+ Ability to demonstrate an understanding, sensitivity, and empathy for victims.
+ Ability to develop trusting helping relationships.
+ Ability to work effectively with individuals and Families from diverse racial, ethnic, and socioeconomic backgrounds.

+ The Contractor shall monitor the reception areas for the FAP Training office, the NPSP office, and the FAVAP office, which includes the following responsibilities: greeting all visitors, answering and directing telephone calls, and screening and directing visitors. The Contractor shall provide information and referral assistance to clientele as requested.
+ The Contractor shall register clients for classes, support groups, or other programs as requested.
+ The Contractor shall coordinate childcare with CYSS for parents who pre-register for FAP educational programs that offer childcare services.
+ The Contractor shall draft respite care request memorandums for submission to the FAP Manager's and ACS Director's approval. The Contractor shall submit respite care request memorandums to the FAP Manager within one workday of receipt of request for respite care.
+ The Contractor shall draft, submit, and track FAP work orders for maintenance work that needs to be performed.
+ The Contractor shall maintain the FAP Training Resource Room, the FAP NPSP Resource Room, and the FAP Victim Advocacy Resource Room and conduct inventory of resources.
+ The Contractor shall prepare slides, print copies, record meeting minutes, and prepare meeting minutes for FAP Training, NPSP, and Victim Advocacy organizational meetings. Minutes shall be submitted to the FAP Manager and COR-RA within three workdays following each meeting. The Contractor shall report meeting dates and the date minutes were submitted to the COR-RA in the TOSR
+ The Contractor shall establish and maintain office files according to AR 25-400-2, The Army Records Information Management System (ARIMS) for all office files. The files shall be organized accurately and efficiently to improve business workflow and provide easy retrieval.
+ The Contractor shall write two (2) articles for National Child Abuse Prevention Month in April, two (2) articles for Domestic Violence Prevention Month in October, and one (1) article per month for the remaining months. The Contractor shall submit articles to the FAP Manager and the COR-RA for review and feedback. The Contractor shall submit final, revised articles to the FAP Manager and the COR-RA within two workdays of receipt of feedback. Article topics and due dates shall be established and approved by the FAP Manager and the COR-RA during ACS planning meetings. The Contractor shall document the article topics, due dates for submission, and actual submission dates in the TOSR.
+ Twice a year, March and September, the Contractor shall conduct a needs assessment, analyze results, and provide a recommendation report to the Government. Depending on the type of document, the Contractor may be required to submit the required documentation to the COR-RA, ACS Director, Garrison Commander or Brigade Commander for feedback. The Contractor shall coordinate with various members of the FAP and NPSP offices throughout the development of these documents. The Contractor shall submit final versions within one business day after receipt of Government feedback.
+ The Contractor shall prepare the CTS information paper specifically for FAP Training, NPSP, and Victim Advocacy program areas, which is a workload report in a narrative form, NLT the 7th day of each month.
+ The Contractor shall submit reports and post-service surveys monthly or as required to meet regulations and as required by higher headquarters. The reports shall include annual and weekly activity reports that identify the number of phone calls, number of walk-ins, number of client files created, number of CTS entries, number of fatalities, and any other details requested. Specific details and due dates shall be established during FAP planning meetings.
+ The Contractor shall prepare FAP Training, NPSP, and Victim Advocacy briefing slides on unit-specific statistical information on the topic of Family violence for the Garrison Commander every quarter. The Contractor shall submit the briefing slides to the FAP Manager and COR-RA NLT than 21 calendar days before each quarterly meeting.
+ The Contractor shall inventory office and educational supplies, fill out internal purchase request, and submit the purchase request to FAP Manager for Government procurement.
+ The Contractor shall obtain, compile, and summarize program data and prepare required reports and case records such as monthly management reports, weekly activity summaries, matrix-calendars, extended contacts turned in and daily accountability reports.
+ The Contractor shall create training schedules and materials to support training activities and events.
**Qualifications**
**Basic Qualifications:**

DEFINITION

Under supervision, monitors juveniles who have committed minor misdemeanor criminal offenses or are deemed out of control while they perform clean-up details throughout the City.
CLASS CHARACTERISTICS Positions in this class are non-sworn personnel who provide supervision, direction, and observation of juveniles who are assigned to perform clean-up details throughout the City. The incumbent reports to and takes direction from the Lead Community Work Program Supervisor. The work is performed on weekends, weekdays, and some holidays. This schedule may be modified during the summer when juveniles are not in school.
Examples of Duties
Transportation of juveniles to and from work sites; instruct juveniles how to properly and safely use gardening tools; monitor juveniles to make sure they are working safely; hook up trailer to City vehicle; operate City vehicles and trailer; evaluate and assess the attitude, behavior, and work performed by juveniles; work alongside Graffiti Abatement staff to effectively remove graffiti utilizing paint, pressure washers, paint sprayers, and specialized chemicals; use office machines and a police radio; utilize a computer to maintain appropriate records and statistics; perform general clerical duties; communicate with parents about policies, procedures and the program; and provide parents with information about the juvenile's attitude and performance.

The various components of the ACS Family Advocacy Program (FAP) support couples and Families through an intensive and comprehensive combination of services throughout the family cycle. They incorporate interventions which may include role modeling, mentoring, parenting education, support groups, individual and couples' intervention, and information and referral to other military and civilian resources. These services contribute to mission readiness, support family adaptation to military life and are designed to enhance the knowledge and skills Families need to form healthy relationships and provide safe, nurturing environments for children.
**Position Objective:** Provide FAP Education - Army Community Services for Fort Bliss Soldiers and family. Supports the Army Community Service (ACS) and Family Advocacy Program (FAP).
**Duties and Responsibilities:**
+ The Contractor shall provide a variety of FAP interactive training and educational courses delivered in-person and/or virtually to include unit training, civilian workplace training, family life skills, relationship enhancement and outreach.
+ The Government will provide current curriculums for existing FAP courses and workshops. The Contractor shall periodically update curriculums as policies, statistics, and other relevant details change to ensure the most current information is provided.
+ The Contractor shall develop curriculums for new FAP educational courses and submit to the Government COR-RA for review/approval prior to implementation. During ACS planning meetings, new course planning and milestones shall be established. The Contractor shall summarize FAP course planning, milestones, development activities, due dates, and actual submission dates in the TOSR. Some new FAP courses may require FAP Educators to attend training. The Government will reimburse the Contractor for training fees and travel to attend training with prior approval from the COR-RA.
+ The Contractor shall develop a 20-25 minute interactive story-line scripted role-play as part of a 1.5 hour interactive training session to increase awareness of family violence and intervention strategies. Training sessions shall be conducted two (2) times per day and four (4) days per month. The Contractor shall provide all personnel, management, QC, and any other supplies and services (not Government furnished) necessary to develop and execute domestic violence prevention training in the form of interactive role plays. The Contractor shall perform all work identified to professional writer and actor theatrical standards.
+ The Contractor shall schedule FAP training/courses, coordinate location for training/courses, prepare instructional materials, set-up classroom location, and clean-up after training/courses. The Contractor shall distribute customer-satisfaction surveys at the conclusion of FAP training courses and workshops and summarize results (to include total surveys distributed, total surveys returned, and the average rating of the surveys) in the TOSR. The Government will provide the Contractor with current versions of the survey templates.
+ The Contractor shall provide professional training on the reporting and prevention of spouse and child abuse to personnel who are required to report abuse, such as Child Youth and School Service (CYSS), medical, law enforcement, legal, and community agencies.
+ The Contractor shall provide Domestic Violence Awareness training to the Civilian workforce to provide an overview of the dynamics of domestic violence and how it affects the workplace. The Contractor shall provide the training each month and schedule additional training times if requested.

The estimated length of this training is one to two hours.

EFACs are activated when the environment needs to be stabilized following a serious disaster (i.e. major weather catastrophes, shootings, etc.). + Personnel serving as ACS educators shall have a minimum of two (2) years' experience in domestic abuse or family violence
+ Minimum of one year of experience working in a Military Family Support Center (FSC); or Civilian social service agency serving Military Families.
+ Contractor personnel performing Relocation Readiness Program trainings shall be fluent in English and Spanish and able to develop course material in both languages. (FORT BLISS ONLY)
+ Working knowledge of Family violence dynamics, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, Family law and the Victim Rights Bill.
+ Working knowledge of Military protocol when addressing Officers, Non-Commissioned Officers (NCOs) and Government personnel.
+ Ability to effectively interface and communicate with Civilian and Military personnel at all levels.
+ Ability to demonstrate an understanding, sensitivity, and empathy for victims.
+ Ability to develop trusting helping relationships.
+ Ability to work effectively with individuals and Families from diverse racial, ethnic, and socioeconomic backgrounds.
+ Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense; ability to work independently to assess risk, develop, implement, and evaluate safety and intervention plans to meet victims' needs; and the ability to operate within established guidelines of the ACS Programs to include FAP, Relocation Readiness Program (RELO) / Information & Referral (I&R), Employment Readiness Program (ERP), Mobilization and Deployment (MOB/DEP), Financial Readiness Program (FRP) / Army Emergency Relief (AER) and Army Family Team Building (AFTB).
+ Ability to conduct briefings with small and large groups of Civilians, Soldiers and commanders.
+ Ability to work cooperatively with Military and Civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
+ Ability to maintain a valid, unrestricted motor vehicle license.
+ Ability to perform all contractual duties, which may include transporting, lifting and setting up displays; and standing and walking during activities that involve domestic abuse prevention and response.
+ Computer literacy to include the basic computer skills necessary to enable them to prepare briefing slides and program documentation, enter data in required management reports and utilize information systems to prepare required reports and information.

+ Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
+ Clear and obtain a tier 1 background check.
