The Boeing Government Vehicle Health Management system (GVHMS) has an exciting opportunity for a Chief Engineer ( Navy) join our team in Hazelwood, MO. 

The Chief Engineer role is responsible for guiding the team technically in alignment with organizational strategy. This role will require the technical expertise to support all GVHMS navy programs including F/A-18, MQ-25 and future Navy platforms. This role is responsible for ensuring the products and capabilities have exceptional safety, quality, and integrity. This role is crucial in ensuring technical conduct, progress, performance, and results are executed in compliance with established requirements, plans, organizational charter and RAA, and that the required technical leadership is in place at lower levels for technical excellence and integrity of product design, development, production, support, supportability, and mission success. 

Position Responsibilities:
•    Leads Health Management Design Practices and their implementation across the organization
•    Advises and supports engineers in their pursuit of Boeing Designated Expert (BDE) and/or the Technical Fellowship
•    Establishes a culture of proactive technical oversight, risk management and rapid issue resolution, providing alternative paths for issue resolution and an open dialogue on technical issues
•    Regularly assesses the baseline technical execution plan against technology, complexity, and risk adjusted benchmarks of similar engineering efforts
•    Prevents traveled technical risk and ensure that technical risks and issues are driven rapidly to closure
•    Establishes a culture of technical expertise, service, and availability within the organization
•    Advocate for Mission Assurance, Technical Independent Reviews (TIRs), and Non Advocate Reviews as required
•    Implement a comprehensive Boeing Problem Solving Model (BPSM) to address all significant technical issues in the organization
•    Implements and enforces engineering functional excellence in processes, tools, and practices; and share best practices and lessons learned
•    Monitors Enterprise technology strategy activities and provide inputs to Enterprise Technology Strategy to ensure technology insertion and application is relevant to the organization
•    To support cost and schedule baselines, design to cost targets and cost reduction initiatives, while ensuring the safety, quality, and technical excellence and integrity of the product. NOTE: Key processes include gated reviews, executability reviews

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options. 


Basic Qualifications (Required Skills/Experience): 

•    Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science
•    10+ years of experience in leading engineers performing activities within two or more engineering disciplines
•    10+ years of experience of technical leadership experience in a combination of designing, developing or integrating aircraft systems and/or aircraft sub-systems
•    10+ years of experience communicating with technical experts and explaining difficult technical concepts to non-technical business
•    Experience in all stages of development including generating technical documentation, system design and development, integration of systems development, structured analysis and design methodologies, integration and test/verification

Preferred Qualifications (Desired Skills/Experience): 

•    A subject matter expert (SME) of maintenance products such as F/A-18 Automated Maintenance Environment (FAME) and/or Automated Logistics Environment (ALE) or similar 
•    10+ years of experience with decomposing customer, strategy, system/subsystem requirements into software requirements
•    Experience in a leadership role leading diverse teams, initiatives, or projects to meet business objectives and influence change
•    Multi-disciplinary engineering technical expertise

•    Leadership skills to lead and influence positive outcomes  

Travel:  10%. Must have the ability to travel domestically or internationally.

We own a few of our facilities, too, which means you'll never be bored! For the historybuffs, our Varina transmitter site holds WRVA-AM and WRVQ-FM and was built in 1938 on an old battlefield.

Richmond is Market #51 and located less than two hours from the mountains, two hours from the beach and two hours from our nation's capital. We have a mixture of city-living and country-living; your choice! With the James River running right through our city, there is easy access for kayaking, rock climbing and hiking. Richmond is the only urban city in Americawith Class III and Class IV rapids running through our downtown area! We have a thriving restaurant culture in Richmond, including craft breweries and award-winning cuisine. Tired of it being hot all the time or cold for too many months out of the year, Richmond has all four seasons to enjoy.

A taste of some of the projects we have comping up; were converting our studios to the Axia network with brand new boards; we are installing a new antenna for WTVR-FM and rearranging that transmitter site space.

Responsibilities

What You'll Do:

  • Plan & develop all aspects of radio technical facilities, including telephone, satellite, STL, computers, and networks.
  • Select, install and maintain high-power transmitters and all associated equipment; modify and document all broadcast circuitry.
  • Purchase studio equipment; maintain mixing consoles and all associated in-studio equipment.
  • Maintain digital mass storage systems
  • Maintain integrity of all on-air and on-line products, including high power FM, HD, AM directional antenna systems, digital audio & audio streaming
  • Install broadcast equipment at studios, transmitter sites, in company vehicles, at remote broadcast locations, and at two-way sites in keeping with good engineering practice.
  • Install, maintain, troubleshoot and repair all broadcast radio station equipment, including transmitters, antennas, STL, satellite downlinks, Wide Orbit automation system, studio equipment, remote equipment, generators, telephone system and related other equipment.
  • Ability to do component level troubleshooting desired.
  • Review logs weekly for correct and complete entries and EAS tests, and tower lighting requirements.
  • Generator testing, fueling, and supervision of maintenance.
  • UPS testing and management of maintenance
  • Create instructional materials and teach proper use of technical equipment
  • Effectively communicate and partner with programming staff as well as outside partners and vendors
  • Oversee IT Assistant and train on Engineering aspects
  • Assist in planning and development of all aspects of technical facilities including studios, transmitters, telephone systems, satellite, STL, computers and data networks.
  • Must know how to maintain and troubleshoot tube transmitters and solid state transmitters
  • Fix and/or facilitate building maintenance
  • Additional duties and responsibilities may be assigned as necessary.
Qualifications

Required & Preferred:

  • Minimum five years of broadcast engineering experience. Hands-on FM, HD, AM transmitter experience and both Directional and Non-directional Antenna AM experience.
  • Must have at least four years of college or technical school and/or training or equivalent work experience.
  • Ability to inspect, repair, and maintain all broadcast radio station equipment, including transmitters, antennas, satellite downlinks, automation systems, studio equipment, remote equipment, generators, telephone systems, and related other equipment
  • Knowledge of FCC Rules and Regulations
  • Ability to provide on-call status 24/7 in case of equipment failure
  • Availability to work various hours/days, including some weekends and holidays.
  • A valid driver's license, satisfactory completion of a motor vehicle record check, and, if the position requires the use of the applicant's vehicle, proof of insurance is required.
  • SBE or other relevant Certifications / Licenses is a plus
  • The candidate must have strong verbal and writing communications skills and proven solid time management skills, including the ability to multitask in a multiple project environment.
  • Experience in project planning, management, and execution.
  • IT & Network knowledge and experience required and experience with digital audio and audio streaming.
  • Experience with modern digital audio systems including SAS, Wide Orbit, Vox Pro and Livewire is highly desirable
