# Project Overview:
The Infrastructure GBU's, Renewables & Clean Power business line is pursuing future combined cycle power plant projects. The business line is assembling a proposal team to be based in Reston, VA. This proposal team will be responsible for the generation of estimates, execution planning, modularization, constructability etc. Members of this team will be based in Reston until project award. At that time, the assembled teams will mobilize to the field to execute the project.
# Job Summary:
As the Site Manager, you will be responsible for the overall execution of EPC construction projects as the lead for all project field activities. The magnitude may range in size from $1-3bn+ USD and ~500-1,500+ total staff on project. You will manage the organization and direction of project construction activities and have ultimate responsibility for construction execution. These responsibilities include field supervision of construction personnel (craft professionals, and professional staff), field engineering, contract administration, project controls (cost and schedule), field procurement, and finance and accounting. Your leadership will ensure project operations are safe, compliant, timely, within scope and budget, and clients are satisfied.
You will support the proposal(s) of future combined cycle power plant projects with the intention of mobilizing to the field upon award.
# Major Responsibilities:
Most applicable to construction leads on large projects (>$1B and/or >1500 craft) of high complexity with multiple stakeholders involved.
**Leadership/Supervision**
+ Manages the organization and direction of construction and related activities of a single construction project, including actions of Bechtel, subcontractors, suppliers, clients, and their representatives.
+ Acts as primary client contact for all project field activities.
+ Oversees total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.
+ Maintains client relationship and is the primary contact for client's communication with the field activities and effective relation with other functional departments.
+ Coordinates all project contractual activities. and participates in the development of contract, subcontract, or vendor scopes of work, budgets, contract formation, and negotiations
**Planning**
+ Oversees jobsite expenditures for labor equipment, material & services and ensures field operations are within the budget.
+ Establishes project field procedures and objectives within corporate policies and procedures as necessitated by conditions at a jobsite.
+ Develops, implements, and administers a jobsite security plan and coordinates the activities with corporate security.
**Safety & Quality**
+ Ensures development and execution of Project Automation Plan, Environmental Compliance Plan, safety plan, site survey plan, non-manual staffing plan, subcontracting plan, labor strategy, Construction Execution Plan, and job-site work rules.
+ Plans and establishes procedures to ensure construction operations meet engineering specifications.
# Education and Experience Requirements:
+ Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience
# Required Knowledge and Skills:
+ Previous experience delivering a combined cycle power plant, and leading project teams either as a Area Manager, Area Superintendent, Project Field Superintendent, Site Manager or equivalent.
+ 10+ years of construction experience in process plant and/or combined cycle power plant construction. Preference given to those with 5+ years of combined cycle experience.
+ Experience managing projects executed under a building trades agreement (union craft professionals) is desirable.
+ Be a champion of Bechtel's core processes and establish a zero-accident culture in that all accidents and incidents are preventable.
+ Experience in establishing a high-performing team.
+ Preference given to candidates with multi-discipline experience in either Field Engineering and/or Field Supervision (i.e. CSA, Piping, Mechanical, Electrical, Instrumentation, etc).
+ Advanced knowledge of ASME Section I and B31.1.
+ Previous experience with implementing Advanced Work Packaging (AWP) on a project.
+ Familiarity with Bechtel's combined cycle initiative preferable.

Youll oversee multiple EPCMV Project Teams day-to-day execution within the Central region. Your focus will be on the support of EPCMV and CM services sales, overseeing the detailed execution of projects by teams from initiation to close out, development of staff, and operational performance.

In this role, youll lead construction project teams to help them deliver projects successfully - safely, on time, and on budget. Projects will range from tenant improvements to major manufacturing facilities. Youll guide project delivery teams, establishing goals and execution plans, and monitoring for performance. Youll also oversee their development of contracts, subcontracts, estimates, and budgets. Regular review of project performance will occur, and youll work with PMs to resolve any project cost, schedule, or quality issues. You will also provide day-to-day direction of all project-specific Project Delivery group operations, including preconstruction, estimating, procurement, project management, construction site management, and construction site safety. Additionally, you will direct the change management process, providing work-in-place analysis with the project services group.

As the Construction Project Director, your team will look to you for hiring, training, and development of project delivery staff. Site visits will occur as needed, to monitor construction progress. Youll act as a secondary point of contact for PMs for clients. Collaboration is key, as you work with preconstruction, project controls, procurement, quality, and safety by allocating resources.   • Strong understanding of budgeting, estimating, and strategic planning.
  • High attention to detail, organizational skills, and deadline management skills.

The construction Project Director is responsible for estimating, closing the sale of, and managing restoration projects. The Project Director works closely with owners and managers of commercial, multifamily, senior living, healthcare, hospitality, and residential properties damaged by man-made or natural disasters to develop cost estimates for restoration, renovation, environmental, and roofing services. The Project Director is the quarter back of the project, ensuring that budgets and projects are on track through completion.

DUTIES & RESPONSIBILITIES: Sales:
  • Meet or exceed monthly and yearly sales goals
  • Negotiate and execute contracts on behalf of the company
  • Selling all services that BluSky offers
  • Convert opportunities into sales
  • Track and Measure sales and sales opportunities in our CRM and Tracking Sheets
Revenue:
  • Oversee and expedite revenue production in accordance with monthly goals
  • Work with all members of the project team to ensure timeliness of deposit, progress, and final billings
  • Provide oversight and direction to the Project Manager in production of revenue
  • Review and collaborate with Project Team on Project schedules
Profit Margins:
  • Develop and take ownership of the project budget in compliance with vertical target margins
  • Ensure the accuracy of the budget and modify it during the course of the project, if conditions warrant
  • Seek to improve project profitability by judicious use of vendors, in-house labor, and material suppliers
  • Supervise and monitor project costs to ensure margin integrity
AR & Collections:
  • Intentional conversations at the beginning of each project outlining the AR process and setting expectations with the customer for collections
  • Review and understand specific program's for invoicing, payment terms, conditions, and process
  • Perform weekly collection calls on all accounts
  • Weekly reviews for A/R Aging to proactively manage the accounts, monitor lien rights, and follow through on assignments
  • Maintain DSO (Days Sale Outstanding) at or below 75 days
Manage Near Term Opportunities:
  • Work directly with clients & claims handling teams to close leads
  • Maintain robust communication with clients to steer direction toward closing
  • Document communication and curate all files in the BluSky CRM systems
Business Development Activity:
  • Schedule and attend two business development meetings a week with clients, adjusters, building consultants, etc.
  • Participate in various special events to market BluSky - luncheons, trade shows, award dinners, etc.
  • Entertain clients as necessary to drive business and close sales
  • Partner with business development and Vice President in pursuit of all sales
Estimating Proficiency:
  • Accurate sketching of affected areas and use of Matterport technology.
  • Time and Material (T&M) / Xactimate knowledge (need to be able to explain the T&M bill file & justify Xactimate line items)
  • Ability to estimate a project to fit all target margins per the service provided
Customer Satisfaction:
  • Consistent weekly communication with all stakeholders (external and internal)
  • Setting expectations upfront with the customer
  • Holding teams accountable to provide updates
  • Check in with the customer throughout the project
  • Email communication should have all stakeholders on the thread
Working and coordinating with internal teams: Mitigation
  • Coordinate to get the work authorization signed so we can respond timely
  • Walking the job with the technician team to define the scope of work
  • Share client feedback/changes in scope
  • Review daily T&M sheets with the Mitigation operations team
  • Work directly with the Mitigation operations team
  • Site visit at completion to confirm all work is completed per client expectations
Reconstruction
  • Project Kick Offs confirming scope of work and target budget / margin
  • Constant communication with the Project Manager (PM) throughout the course of the project
  • Work with the PM to get timely change orders submitted for approval
  • Work with the PM to send weekly updates
Business Development
  • Communicate with the Business Development Manager (BD) about the new opportunity to get it into Salesforce timely
  • Keep the BD on all email communication with the mutual client
  • Update the BD on all changes to the project timely
  • Help the BD update the NTO list that you are both working
Project Accountants
  • Oversee completed work authorizations so the PA can get the job into Vista
  • Work with the PA to send out invoices
  • Work with the PA to upload change orders
QUALIFICATIONS & REQUIREMENTS:
  • 5+ years of Recent marketing/business development and sales experience in the restoration or construction industry with a proven track record of sales growth
  • Extensive Construction estimating and/or large loss and catastrophe experience
  • Must be able to attend Business Development networking functions 2-3 evenings a week
  • Intermediate-level Microsoft Office skills
  • Experience utilizing Xactimate and other estimating software preferred
  • Experience with social media platforms such as LinkedIn preferred
  • Strong written and verbal communication skills required
  • Strong knowledge of project management, financial processes, and administration required
  • Strong business ethics, integrity, and the ability to perform in highly autonomous environments required
  • OSHA 10 or 30, CPR and First Aid certifications preferred
EDUCATION:
  • Bachelor's degree or equivalent experience related to the role is preferred

  • Minimal out of state travel is required. Some out-of-area and overnight travel may be expected for training, meetings, or jobs.
