We are seeking an experienced and detail-oriented Construction Manager with expertise in In-Building Radio Access Network (RAN) responsibilities. As a Construction Manager - In-Building RAN Specialist, you will be responsible for overseeing all Civil Works aspects on a given project, with a specific focus on RF support and creating Bill of Materials (BOM). Your role will be crucial in ensuring seamless project execution, adherence to standards, and the successful implementation of In-Building RAN solutions.
Responsibilities:
•Must have in-building experience, including Ericsson DOT, DAS, BDAs, and other in-
building technologies.
•This role will support the mid-west and will require up to 75% travel.
•Must have a strong competence in working with RF for in-building design solutions as
well as creating BOMs.
•Assess and control charges to the agreed site design.
•Assure the installation of only Customer-approved materials on the project.
•Enforce agreed in-building guidelines and schedules.
•Attend coordination and progress meetings.
•Provide on-site supervision in high-risk situations for disturbances in customer site
performance.
•Conduct safety inspections, ensuring a safe working environment, and inspect tools for
good working condition.
•Solve in-building problems as required during the project.
•Coordinate site activities to align with project goals and objectives.
•Drive schedule activities and troubleshoot results.
•Ensure Service Providers meet technical specifications and workmanship quality

•Maintain and update construction-specific areas of Site Tracker, including SOW,
preconstruction documents, safety guidance, QA standards, etc.
Qualifications:
•Minimum of 3-5 years of experience in job-related roles with project builds over 200
sites.

What Will You Do- Review construction drawings and work closely with the carrier construction engineers, general contractors, and project team to complete projects on time and within budget.
- Directly manage Field Teams conducting Macro and/or Small Cell deployments/installations and performs tasks such as bid walks, pre-construction, quality control, and safety adherence.
- Coordinate and input, as needed, with utility companies providing services and infrastructure for the project.
- Monitor and ensure schedule performance and quality workmanship of contractors.
- Review change proposals, proposal requests, requests for information, supplemental instructions, and other contract documentation as required on behalf of the carrier's interests.
- Attend local meetings, approval meetings, and conferences on behalf of the carrier; documenting and taking action on items in the carrier's interests.
- Maintain relationships and act as the carrier's liaison in matters associated with Federal, State, and Municipal matters, including the City's permitting and inspection requirements.
- Serve as an information resource by coordinating client's work, participating in meetings, resolving disputes, providing ongoing feedback, coordinating project punch list, logistics/material management, and close-out.
- Update the carriers online project management tool.
- Review and maintain the carriers document depository system.
- 5 years of directly related leadership experience with construction background, Telecom or general contractor experience, preferred.
- Experience constructing Small Cell, MACRO, and MACRO MOD projects for various carriers and/or tower companies.
- Strong technical knowledge of various Telecom carriers construction standards.
- Strong consultative, organizational, and communication skills.
- Previous site management experience as well as experience maintaining a good relationship with the client and suppliers.

The Construction Manager is typically the field lead on the job and will be responsible for the field execution of the construction work. This job family is responsible for organizing, directing, supervising and coordinating construction activities at a job site as directed by the PM. Responsibilities include: work procedures, scheduling, cost control, project specification conformity, review of manpower levels, monitoring and implementation of safety programs, project conformance to national, local and/or company building codes and the maintenance of accurate records.
Responsible for the satisfactory conduct of construction operations and task accomplishment in an economical, efficient and timely manner on a project. Monitors craft performance relative to budget, schedules and deadlines. Implements and enforces work rules. Prepares and reviews plans, specifications, and drawings and schedules to coordinate work phases and work priorities. Recommends solutions to construction and architectural discrepancies.
Facilitates the efficient use of personnel and equipment. Coordinates movement and use of equipment and supplies with procurement. Relies on experience and judgment to plan and accomplish goals. Leads and directs the work of others. Must adhere to the execution plan, enforce Construction policies and procedures, follow safe work practices, provide periodic reports, and communicate any problems to chain of command management immediately.

Responsibilities- Manages Resident Project Representatives and document control specialists
- Lead and manage all phases of assigned construction projects from pre-construction through project closeout
- Serve as primary point of contact between Parkhill, clients, contractors, consultants, and vendors
- Direct and supervise on-site construction teams, ensuring compliance with project specifications, schedules, safety regulations, and quality standards
- Review and interpret construction drawings, plans, and specifications to ensure accuracy and resolve field issues
- Administer construction contracts, track change orders, process pay applications, and enforce contractual obligations
- Monitor project budgets, provide cost control strategies, and identify and mitigate financial risks
- Maintain project schedules using platforms such as Procore or Primavera; proactively identify delays and corrective actions
- Prepare and deliver progress reports to internal and external stakeholders
- Lead construction meetings, inspections, and coordination efforts with design teams and regulatory authorities
- Ensure that all construction activities are documented per Parkhill's QA/QC protocols
- Provide mentorship and oversight to Assistant Construction Managers and other field staff
- B.S. in Engineering, Architecture or Construction Management
- Minimum of 10 years in construction phase services, construction administration or construction management services on municipal projects
- In-depth knowledge of construction methods, building codes, materials, safety regulations, and industry best practices
- Current Certified Construction Manager credential from the Construction Management Association of America (CMAA)
- OSHA 30 certification required or ability to obtain within 6 months
- Professional Engineer in the state of Texas preferred
- Additional certifications from APWA, CMAA, preferred

Alternative Power Generation (APG), a Willdan Company, is seeking a Construction Manager. APG is a national full- service design-build engineering, construction, and energy services company (ESCO).
The Construction Manager oversees several concurrent mid-sized energy retrofit construction projects throughout the US. Our ideal candidate will have 5-7 years total professional experience that includes a wide range of experience in field operations and construction means and methods. The candidate will have a high school diploma or equivalent certificate. The ideal candidate will also demonstrate success in the following skills and abilities:
Essential Duties and Responsibilities- Provide valuable cost and constructability input during the design phase.
- Coordinate submittal process.
- Schedule, supervise, and coordinate Subcontractor activities.
- Direct construction meetings between subcontractors, APG and Owner.
- Ensure construction progresses as scheduled: Prepare detailed three-week schedule based on overall construction schedule. Update overall schedule monthly and three-week schedule weekly and ensures that schedule is implemented, closely monitored, updated as necessary, and meets the contract completion date.
- Ensure construction specifications are adhered to.
- Establish quality control procedures to ensure compliance with contract documents and set safety practices.

- 5-7 years of total professional experience that includes a wide range of experience in field operations and construction means and methods.
- Knowledge of the construction process is required. Knowledge of the ESCO design and commissioning process is preferred.
- Knowledge of mechanical and electrical systems in commercial and institutional facilities is preferred.
- Capable of leading confidently in identifying, correcting and/or avoiding potential schedule, budget or quality issues. The ability to make decisions, while balancing cost implications, to avoid disruptions in the work or customers' operations is required.
- Be able to apply innovative and effective management techniques to maximize employee and Subcontractor performance.
- Relies on experience and judgment to plan and accomplish project's goals. A wide degree of creativity and latitude is expected.
- Thorough understanding of Company and industry practices, policies, and standards.
- Desire and capability to lead others in the construction process.
- Effectively engage clients in the construction process. Respond to client concerns in an effective and timely manner.
- Possess excellent organizational skills. Capable of maintaining project documentation and working on multiple activities/projects at one time.
- Possess excellent verbal and written communication skills as well as interpersonal skills. Demonstrates the ability to communicate ideas and concepts in both written and oral form. Relays confidence and authority in interactions with client and subcontractors.

- Participate in initial field reviews to discuss project alternatives with Transmission Engineering and Environmental and provide advice regarding construction feasibility.
- Maintain a level approach to project construction design that accounts for engineering needs, construction feasibility, and State and federal regulatory requirements.
- Conduct field reviews as necessary to develop a plan for all required construction activities to support implementation of the preferred project alternative.
- Write a narrative construction plan that aligns with the Engineering scope of work and includes detailed descriptions of all construction activities as well as personnel and duration estimates.

- Support the Project Execution Strategy review with the Project Team and local Grid to determine Responsible Party for Construction, including providing a professional opinion based on known skills and resources in house.
- Support Grid resources to perform work according to the requirements of the TLRR Program Plan.
- Consult and negotiate with the GCC to develop a preliminary construction schedule initial outage requests.
- Participate in developing specifications and scopes of work to support the bidding process for contracted project work.
- Support the bid process by attending job walks and bid conferences, answering technical questions, and participating in the bid review and selection process.
- Participate in the project construction kickoff meeting to help set expectations for performance.
- Participate in regular construction meetings to provide subject matter expertise and provide progress reports back to the Project Manager.
- Meet with Contractors as needed to adjust and correct performance issues.
- Review and provide feedback on project QA/QC documentation.
- Support Final Acceptance and Project Closeout as needed.
Desired Qualifications:
- Bachelors Degree in Construction Management, Electric Utility Construction, or other technical discipline, or an equivalent combination of education, training, and experience.
- Project Management certificate.
- Ten or more years of experience in overhead and underground distribution, subtransmission, and bulk transmission powerline construction.
- Five or more years of construction management and oversight experience on distribution, subtransmission, and bulk transmission projects.
- Five or more years of experience working within California-specific utility regulatory requirements, including G.O. 95, G.O. 128, G.O. 165, G.O. 131-d.
- Five or more years of experience working within federal and State environmental regulations, including those set forth by USFWS, USACE, USFS, BLM, BIA, CDFW, and RWQCB.
- Understanding of processes and methodologies used in the work methods, materials, tools, equipment, and vehicles used in electric utility construction.
- Ability to lead, facilitate and participate on technical related teams to address issues of safety, construction and maintenance, standards, and quality.
