About the position.

The Construction Project Manager will be responsible for managing all aspects of commercial, residential, and fit-out construction projects to include scope, schedule, finance, risk, quality, and resource management.
  • Day-to-day management of assigned construction projects including but not limited to commercial, multi-family/residential, and fit-out projects from planning through turnover.
  • Develop project schedules, distribute to stakeholders, and manage as necessary to meet key milestones.
  • Coordinate with permitting officials to ensure permitting requirements are met, proper documents are submitted, and necessary inspections are carried out.
  • Schedule and attend regular site visits to ensure safety, scope, and schedule compliance.
  • Provide accurate and timely reporting of project metrics to key stakeholders.
  • Coordinate with Superintendents, Foreman, Suppliers, and Contractors to ensure smooth logistical flow of materials and services.
  • Coordinate with the Director of Construction, Design Manager, Chief Estimator, Ownership, and Partners for project forecasting, prioritizing, and planning.
  • Work with Estimators, Designers, and other project support to formulate estimates for business and project planning.
  • Coordinate with project teams and key stakeholders to develop accurate, comprehensive project budgets.
  • Review plans and other project documentation to gain a deep understanding of project requirements.
  • Prepare Invitations to Bid (ITBs) with clear scopes of work provided to potential bidders.
  • Build and maintain long-term relationships with key vendors.
  • Navigate project folders and Sage to retrieve quotes, bids, and Purchase Order (PO) supporting documents.
  • Communicate with Field Superintendents, PM's, Contractors, and Vendors as required to ensure PO terms are met.
Requirements

What we are looking for from you.
  • Minimum of 2 years' construction project management experience in commercial and/or residential/multi-family
  • A strong understanding of modern construction methods and means is required
  • Comprehensive understanding of MS Excel, MS Word, MS Project, and MS Outlook is required
  • The ability to read and interpret construction plans is required
  • Safety Oriented - OSHA Certification is highly preferred but not required
  • PMP certification, College Degree, or equivalent with a focus on Construction Project Management and Project Accounting is preferred
  • Experience with construction management, estimating, and takeoff software is preferred - Bluebeam and Sage is a plus
  • Must be highly organized and detail oriented
  • Must possess a valid Driver's License

**About the role**

We are seeking Project Managers to join our team to oversee project management of our residential to small commercial restoration projects. Project Managers (PMs) run the entire jobs, beginning by meeting with the customer to determine and discuss the entire scope of work for the project. The PM maintains constant communication with the customers and insurance adjusters. PMs must be computer proficient and have high level problem solving skills. Experience with Xactimate preferred.

Job duties also include but aren't limited to scheduling contractors, budgeting, quality assurance, and maintaining thorough documentation. PMs manage and lead teams, including maintaining and supervising the daily tasks of an in-house carpentry crew, and have ultimate responsibility for planning, budgeting, field quality control, estimating and documentation on all projects.

Responsibilities
  • Ensure all necessary claim documentation is on file including demolition scopes, draw schedules, selection schedules, etc.
  • Establish and oversee project schedule and budget
  • Manage team of contractors/in-house carpentry crew
  • Supervise application and receipt of building permits
  • Conduct regular site visits
  • Establish and oversee project quality and safety
  • Establish and maintain customer communication
  • Oversee after-hours emergency services
Qualifications
  • 3 to 5 years of project management experience preferred. Experience with large remodeling projects ($150,000-$00,000) is a plus
  • Experience in residential remodeling is required
  • Experience in estimating construction projects is required
  • Project management experience in the restoration industry is preferred
  • Proficient in Microsoft Outlook, Word and Excel as well as project scheduling software programs
  • Must be proficient in interpreting Xactimate scopes of work
  • Knowledge of building codes
  • Ability to navigate plans and specifications
  • Strong critical thinking and decision making ability

  • Conduct project meetings to include preconstruction meetings, utility coordination meetings, progress meetings and pre-activity meetings
  • Prepare project management correspondence and reviews recommendations made by project staff.
  • Manage the Project Close-out process, including as-builts, final quantities and final acceptance
  • Focus attention on the success of key project elements: Safety & Environmental, Quality, Schedule and Cost
  • Interact and build relationships
Required Skills and Experience
  • A minimum of seven (7) years of experience managing heavy civil infrastructure construction, providing construction inspection or construction management experience.
  • PennDOT experience (preferred) or Federal, municipal, or other DOT experience
  • Construction management experience in roadway, utilities, and structures
  • Ability to read & interpret roadway plans & specifications
  • Understanding of contractor means & methods and materials
  • Understanding of QA/QC development and execution process
  • Understanding RFI and Submittal Processes as well as experience running project meetings and developing meeting minutes
  • Familiarity with interpreting contract specifications, standards, etc
  • Functional computer usage including familiarity with ECMS, PPCC, and Microsoft Office suite software.
  • Acceptable driving record
  • Knowledge and understanding of project controls (CPM scheduling, cost estimating, claim analysis)
Preferred Skills and Experience
  • B.S. or M.S. in Civil Engineering or related field
  • Certified Construction Manager (CCM)
  • NICET Level 3 or higher in Transportation / Highway Construction
  • E.I.T. or P.E. license
  • Contractor, Inspection, or Management experience on PennDOT projects.

Bristol Infrastructure Designs Services, LLC is seeking a qualified Construction Manager (CM) to help support the Navy mission (NAVFAC MID-LANT) located in Mechanicsburg, PA. The CM will provide technical services and expertise related to all phases of construction on a variety of projects within the AOR.
  • Capable of professionally communicating (orally and in writing) NAVFAC requirements and positions and be capable of engaging at multiple levels of authority to obtain decisive action from all affected parties, including the Construction Contractor (Contractor), Supported Commands, and other Agencies. The incumbent must understand that his/her recommendations will be strongly considered in forming the basis for final action by field office leadership.
  • Reviewing pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
  • Participating in pre-award contract meetings, such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
  • Coordinating post-award contract meetings, such as post-award kickoff meetings (as applicable), preconstruction conferences, (informal or formal) partnering meetings, schedule acceptance meeting, design review meetings (as applicable), LEED coordination meetings (as applicable), Facility Turnover Planning Meetings (NAVFAC Red Zone), and final inspections.
  • Reviewing of contractor administrative submittals, such as: schedules (both bar charts and networks); environmental protection plan; design (as applicable) and construction quality control plan; health and safety plan; and accident prevention plan, and coordinate review and recommend approval or rejection of technical "Government-approved" submittals, such as shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, certificates, and O&M data in a timely manner.
  • Visiting construction sites to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives, review CQC reports and attend QC meetings. Recommend necessary action to assure contractor's quality control program is provided in accordance with the contract requirements and that three phases of quality control are being utilized.
  • Based on technical knowledge and coordination with designer and construction contractor, providing technical solutions to unforeseen problems during construction. This may include independently reviewing field changes that have no impact on function of the facility or scope, cost or schedule of the contract.
  • Providing project status updates to senior Government personnel within the field office.
  • Preparing property record inventory documents for Government Project Manager, DD1354 Transfer and Acceptance of Military Real Property and Disposal of DoN Real Property, in accordance with NAVFAC Business Management System (BMS) and in coordination with Project Managers and Installation Real Property Accountable Officer (RPAO).
  • Completing required items to assist in effectively closing out a contract, including tracking receipt and delivery of as-built drawings, O&M manuals/eOMSI and warranty documents for the Supported Command/facility manager or local PWD, in accordance with NAVFAC BMS.
  • Keeping the Government sponsor advised as to the status of projects, but the responsibility to plan and carry out the assignment is accomplished independently.
Knowledge, Skills and Abilities:
  • Knowledge of the overall supervision of construction operations.
  • Knowledge of engineering concepts, principles, and practices applicable to construction.
  • Knowledge of tactfully and professionally communicating (orally and in writing) NAVFAC requirements and positions and be capable of engaging at multiple levels of authority to obtain decisive action from all affected parties, including the Construction Contractor (Contractor), Supported Commands, and other Agencies. Must understand that his/her recommendations will be strongly considered in forming the basis for final action by field office leadership.

Job Qualifications and Skills:
Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable, but not required. It is expected that the minimum education and professional experience requirements have been met, as listed below.

Experience:

  • A minimum of seven (7) years of experience as a Construction Manager, Project Manager, Field Engineer or Quality Control Manager (QCM) on commercial/industrial type facilities, utility or waterfront-related contracts valued in excess of $5 million.
  • Sound understanding of the overall supervision of construction operations.
  • Sound understanding of engineering concepts, principles, and practices applicable to construction.

Education:
  • High school diploma or GED is required.
  • Degree in engineering from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university or an architecture degree from a National Architectural Accrediting Board (NAAB) accredited university or a degree in construction management or engineering technology degree from a four-year Accreditation Board for Engineering and Technology (ABET) university is required.
  • A minimum of seven (7) years of experience as a Construction Manager, Project Manager, Field Engineer or Quality Control Manager (QCM) on commercial/industrial type facilities, utility or waterfront related contracts valued in excess of $5 million.
