Overview

Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Capital Project Manager, supporting TOS II, at Tunnel 9 in White Oak, Maryland. The Capital Project Manager will be working as a member of an integrated team responsible for operating, maintaining, and improving the United States Air Force Test Operations and Sustainment efforts.

Job Summary

The successful candidate will be responsible for program/project management leadership for a group of large and complex multidisciplinary projects including capital improvement projects. May include large maintenance, test, or multiple interfacing projects.

Job Duties:
  • Apply standard engineering methods and techniques to evaluate opportunities for facility capability upgrades.
  • Manage complex projects; track and control scope of work, resource utilization, schedules, and work accomplishments; initiate corrective actions as required; maintain contact with the client, resolve contractual conflicts, or elevate conflicts to branch level for resolution.
  • Represent the company to current and prospective clients, customers, and users.
  • Facilitates the collection of project requirements, objectives and customer expectations, and clearly communicates this information to project teams.
  • Provide project updates to the Tunnel 9 Branch Manager, Mission Execution director and local Air Force Director as well as other managers as required.
  • Responsible for delivering a successful portfolio of projects safely, with all quality attributes, on time and within budget.
  • Perform cost and performance measurement analysis against planned and estimated scope.
  • Ensures compliance with appropriate codes, standards, and regulations (including those for environmental work).
  • Prepares and executes Project Plans using cost, schedule, and performance objectives, resourcing, verification and validation and risk management
  • Support common work processes and procedures within assigned function.
  • Utilization of Earned Value Management System (EVMS) knowledge.
  • Assist other project managers, principles, or officers in the management of extremely large, multidiscipline projects.
  • It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other duties as required.
Basic Qualifications:
  • Bachelor's degree in an engineering discipline or relevant technical field from an accredited university and at least 10 years of progressive and relevant experience in an engineering or related technical field or at least 14 years of progressive and relevant experience in lieu of degree. Additional relevant education can be substituted for overall experience.
  • Must be able to obtain and maintain a security clearance and the AEDC local area network.
  • Current U. S. Citizenship required.
Preferred Qualifications
  • Active Secret clearance
  • A Master's Degree in an engineering discipline, construction management degree or business administration field from an accredited university.
  • Knowledge of construction, engineering, procurement, and other project-related activities, including their interfaces and interdependencies.
  • Knowledge of ASME, IEEE, NFPA, and ASHREA Codes and Standards.
  • Experience working with project resource scheduling software such as MS-Project or Primavera.
  • Ability to plan, organize, lead and monitor a wide variety of team efforts to their successful conclusion.
  • Ability to anticipate change and to adjust promptly and effectively

Budgets creep, features grow, the market changes and before you know it, Dammit Jim! youre neck-deep in a project that feels about as relevant to the companys goals as Elmo at a Sweet-16 party.

What is worse than working on a project that no one seems to care about or no one seems to know how it will benefit the company? How do you feel as a CFO watching funds gobbled up by someones pet project when the company is struggling to meet its strategic goals? Sound familiar? Well, your company isnt the only one doing this. Today, were embarking on a mission to boldly align your projects with the companys strategic goals, ensuring your work sets the course for success, not a galactic disaster.

Align or Drift? Buckle Up, Its Logical.

1. Timeline:

3. Background :
The Kansas Corporation Commission (KCC) is seeking a certified Project Manager with experience in large-scale projects. The selected Project Manager will play a pivotal role in steering the project through effective planning, execution, and verification processes.
The KCC has initiated a project to replace the existing Docket Management System. This system is a core business component in which daily KCC business processes are integrated into and extend out from. The KCC anticipates selecting and contracting with a new docket system vendor in the second quarter of 2024, with a go- live date anticipated in the first half of the 2026 calendar year. This project will also be engaging a third-party IV&V.

The KCC has a small dedicated IT staff in which many fulfill multiple traditional IT roles. One of whom is a Project Manager/Application Development Supervisor position, who has lead the project management effort up to this point but is also the subject matter expert and support person for the legacy applications. Multi-role assignments in this size of a project is not advisable and hence, it is the KCC's intention to onboard a dedicated Project Manager for this project.
4. Scope:
The Project Manager will be responsible for project planning and execution, preparing reports as required by the KCC executive team, stakeholder collaboration, documentation management, risk management, quality assurance and working with the IV&V contractor. Additionally, the Project Manager will oversee specific project

expectations, including the Project Steering Committee, Configuration Management, Internal Quality Assurance, Risk Management, Organizational Change Management and various project plans and reports.

5. Vendor requirements:
  1. Shall be in good standing with the State of Kansas and have no significant problems in prior work for the state.
  2. Certified Project Management Professional (PMP) certification is mandatory.
  3. Proven experience in large-scale project management is mandatory.
  4. Strong leadership and communication skills.
  5. Experience with large projects in Kansas is preferred.
6. Deliverables:
  1. Perform project preparations, providing guidance, advice, and experience-based information.
  2. Develop and maintain a comprehensive project plan, outlining timelines, milestones, and resource allocations in adherence to the Kansas Project Management Methodology (PMM) and ITEC policies.
  3. Submit required project related documents to the Independent Verification and Validation (IV&V) vendor.
  4. Facilitate stakeholder collaboration, ensuring alignment with project objectives.
  5. Establish and maintain project documentation, including plans, schedules, status reports, and IV&V findings.
  6. Identify and assess project risks, developing mitigation strategies.
  7. Implement quality assurance processes to ensure the integrity and accuracy of project deliverables.
  8. Oversee testing and validation activities to meet quality standards.
  9. Serve as the primary point of contact for project-related matters.
  10. Regularly communicate project status, issues, and updates to Project Sponsor and Executive Team.
7. Work Location and Travel:
The Project Manager will report to and work on-site, at the KCC main office located at 1500 SW Arrowhead Road, Topeka, Kansas. There will be little to no travel outside of Topeka, Kansas required for the duties. After an orientation period, and depending on the needs of the agency, there will be a potential for a hybrid weekly work schedule.
8. Vendor proposal shall include:
  1. Applicable State of Kansas EVT0006086 contract number
  2. A full listing of deliverables provided
  3. All services that will be provided
  4. Pricing and pricing structure in accordance with the State of Kansas EVT0006086 contract
  5. Key Staff and resumes, to include subcontractors used in the performance of services.
  6. References from previous clients or projects demonstrating successful project management of a large- scale IT project.
  7. Vendor is also encouraged to make suggestions that better adhere to industry best practices, or result in an overall improved process.
9. Terms:
  1. This request does not commit the Agency to services.
  2. The terms of the applicable State of Kansas EVT0006086 contract prevail.
  3. The State reserves the right to terminate this task order at any time for any reason.
