Cybersecurity Manager

Amentum is seeking a Cybersecurity Manager for a contract located in either the Washington, DC or Huntsville, AL area. This is a hybrid role which requires you to be located in one of these areas. You have excellent communication, time management, and detail-oriented skills, which you'll put to use overseeing and managing all phases of cybersecurity operations, including Information Assurance (IA) and accreditation processes.

We are pipelining candidates for a future contract award.

The candidate will perform the following duties:

  • Manages all cybersecurity operations and related processes based on Government-approved ITSM processes

  • Lead Task Order governance, risk, and compliance and ensures operations sets, complies, and monitors in accordance with regulations, policies, and processes.

Minimum Requirements:

  • At least 5 years of experience (within the last 7 years) with all phases of cybersecurity operations, Information Assurance (IA) and accreditation processes, including securing IT systems and services using Government and industry IA standards, policies, and guidelines

  • At least 5 years of experience (within the last 7 years) managing and leading a security operations staff within a large-scale Enterprise environment

  • At least 5 years of experience (within the last 7 years) successfully managing information security risks, including completing the entire Access and Authorize (A&A) process and receiving Authority to Operate (ATO) for the cloud

  • Current ITIL® V4 Foundation Level Certification

  • Possess a current certification in accordance with the DoD 8140 DCWF at the Advanced level (such as CASP, CISA, CEH, CCNP, CISSP, CISM, CCISO, CYSA, CHFI, and/or Cloud+)

  • Active TOP SECRET US Government Clearance. Note: US Citizenship is required to maintain a TOP SECRET Clearance.

Preferred Qualifications:

  • At least 5 years of experience (within the last 7 years) with encryption devices and procedures as they relate to networks and data

  • At least 5 years of experience (within the last 7 years) with Federal governance, risk, and compliance management

  • ITIL® V4 Managing Professional Level Certification

Work Environment:

  • This position is performed in a traditional office environment.

  • The annual starting salary for this position is between $180,000 - $220,000 annually. Factors which may affect starting pay within this range may include geography/market, skills, education, experience and other qualifications of the successful candidate.

Role Overview:

We are seeking a highly experienced Senior Information Assurance & Cybersecurity Manager with 25+ years of experience in IT systems security, network architecture, certification & accreditation (C&A), and Assessment & Authorization (A&A) for classified and unclassified systems. The ideal candidate will bring in-depth knowledge of the DoD, Intelligence Community (IC), and NIST/RMF frameworks to lead cybersecurity initiatives, manage enterprise-wide compliance programs, and support mission-critical national security systems.

  • Act as Information System Security Manager (ISSM) and Information System Security Officer (ISSO) across classified environments, maintaining compliance with NISPOM, DCID 6/3, ICD 503, DAAPM, and related policies.

  • Manage security audits, incident response, remediation strategies, and policy enforcement across enterprise and site-level operations.

  • Oversee the design, implementation, and assessment of secure networks, ensuring compliance with ICD 705 and related physical security standards.

  • Support management of COMSEC and access controls.

  • Interface directly with DoD/IC customers, inspectors, auditors, and accreditation bodies to ensure alignment with government cybersecurity standards.

  • Lead and mentor cybersecurity teams and develop documentation supporting enterprise and program-level IA goals.

  • Utilize scripting and automation (e.g., PowerShell) to streamline compliance, auditing, and reporting processes.

Requirements

Education & Certifications

  • Advanced degree in Cybersecurity, Computer Science, or related field (e.g., MS in Computer Systems Management / IA)

  • CISSP certification preferred

  • ISSM CISM (Certified Information Security Manager) is preferred

  • CompTIA CySA+ preferred

Experience Requirements

  • Proven leadership role managing large-scale security programs

  • Strong familiarity with tools like Xacta, eMASS, Nessus, LatteArt, and various SIEM/Audit platforms

  • Expert-level knowledge of NIST SP 800-53, RMF, DAAPM, ICD 503, NISPOM, and JSIG

  • Experience with SCIF design/build projects and managing facility-level security programs

  • Demonstrated success in responding to cybersecurity incidents across multiple classification levels

  • Previous roles in DoD or Intelligence Community environments, with responsibilities including ISSM/ISSO/ISSE/IA Manager functions

Job Description and Responsibilities

ESM is looking for a full-time Cybersecurity Project Manager who demonstrates the following capabilities and satisfies the Minimum Qualifications, Clearance, and Certification requirements. Employee responsibilities include:

  • Manage and coordinate all work, activities, issues, and other contractual obligations relating to a Cybersecurity Resilience program/contract and interface with the government Contracting Officer (CO), the Contracting Officer's Representative (COR) and any Task Managers

  • As a Cybersecurity SME, provide Cybersecurity technical leadership across the program task areas including Cyber-Integrated Planning Element (C-IPE) activities, Cyber Intake, and Cyber Integration. These services shall encompass a range of activities, including but not limited to facilitating cybersecurity exercises, providing expert guidance on evolving cybersecurity landscape and threats, and supporting the transition to new technology platforms
  • Work with government staff in areas such as Mission Assurance, cybersecurity planning, and Mission-Relevant Cyber Terrain analysis, while contributing to the planning and execution of cybersecurity exercises
  • Lead the development and refinement of processes and artifacts related to cybersecurity, ensuring alignment with customer requirements and industry best practices

Responsibilities

The Cybersecurity Project Manager will be responsible for the overall management of the specific task order and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. They will perform enterprise-wide horizontal integration planning and interfaces to other functional systems.

In addition, The Cybersecurity Project Manager need and understanding of the following below:
Participates in 24x7x365 monitoring of SIEM and other cybersecurity monitoring tools to detect and respond to cybersecurity threats within the Enterprise Network Environment. Performs actions to protect, monitor, detect, analyze, and respond to unauthorized activity. Employs Cybersecurity capabilities and deliberate actions to respond to specific alerts or emerging threats. Reviews logged events for trends that are indicative of attack or compromise within the environment. Actively monitors logs and traffic for Advanced Persistent Threats (APT) and "low and slow" attacks within the environment. Maintains awareness of possible threats with the use of intelligence resources which include Open Source Intelligence (OSINT). Provides technical analysis and sustainment support for the enterprise for Cybersecurity tools and applications and assists with the application of Defense-In-Depth signatures and perimeter defense controls to diminish network threats.

Minimum Requirements:

Demonstrated leadership experience in projects of similar size and complexity ($5 million dollars over 5 years).
* Six years (6) general IT experience
* Six years (6) cybersecurity experience
* Must possess a Risk Management Professional credential.
* Must possess a PMP or equivalent.
