General Summary:

Under the direct supervision and direction of the Assistant Director of Family Services (dotted line reporting to the Program Director), the Center-Based Family Partner is responsible for the family engagement component of Nurtury's Early Learning Centers network. The Family Partner, in collaboration with the Program Director and Educators, provides additional direct support to families as needed. This position serves as the main point of contact between Nurtury and family engagement resource partners within the community.

Essential Functions:
  1. Maintain and update all children's records involving attendance, health and related authorizations, permissions, assessments, etc. as required by Nurtury and Partner Agencies such as UPK or Head Start. Including but not limited to:
    • Maintain attendance of children through specified database system.
    • Maintain and document on-going contact with families.
    • Provide information relative to health and nutrition requirements: support families in completing vaccination, physical, dental and nutrition screenings and document in specified database system.
    • Document and follow-up on family needs and goals, Family Partnership Goals, health, dental, nutrition, hearing and vision concerns.
    • Maintain up to date records of all assigned families through documentation and database system used by the agency
    • Support families in navigating Boston Pre-K enrollment and re-enrollment procedures.
  2. Attend and represent Nurtury during community network meetings within the field.
  3. Organize and facilitate programs and activities for parents/caregivers and children.
  4. Provide one-on-one support sessions.
  5. Cooperative goal setting with families.
  6. Facilitate and support parent training, education, self-sufficiency, and other related activities.
  7. Establish and maintain relationships with appropriate service providers and community agencies.
  8. Coordinate resource and referral services with outside service providers such as: Early Intervention, Public School Systems, and/or Hospitals.
  9. Prepare standard administrative and statistical reports for central office, ASQ/ASQ-SE, etc.
  10. Dispense medication as needed.
  11. Perform other related duties as assigned.

Knowledge, skills and abilities required to perform the essential functions:
  • Minimum of an Associate's Degree in ECE, Psychology, Human Services or Related Field, or relevant years of experience
  • 3 - 5 years experience in one or more of the following:
    1. working with families of underprivileged socio-economic backgrounds
    2. working with multicultural populations
    3. familiarity with educational or child care settings
    4. knowledge of services and resources available to low-income population in MA
  • Strong knowledge of Early Childhood Education, Social Work or related Human Services field
  • Sensitivity to and experience with handling confidential information and interactions, interacting in a culturally appropriate and responsive manner with a wide range of individuals
  • Strong oral and written communication skills
  • Excellent organizational and interpersonal skills

Our Early Learning Center (ELC) strives to provide high-quality early childhood education and early intervention for children with and without disabilities in an inclusive educational setting. The Family Advocate is responsible for providing quality case management and supportive services to families enrolled at Early Learning and Early Intervention Center. The Family Advocate is a lead member of the CARE Team and coordinates the delivery of access to services through childcare, parenting, health and wellness, therapeutic, workforce development and other family support services according to the ELC Family Success Matrix.

SCHEDULE & LOCATION: Our ELC is located on MLK Jr. Ave in SE Washington, DC (Ward 8). The hours of operation are Monday-Friday (year-round) from 7:30am-5:30pm. This is a full time position with a start time of either 8:00 or 8:30am.

This position has an annual salary range of $63,000-$71,000. The final salary offered will generally fall within this range and is dependent on various factors including the experience, skill set and other relevant qualifications of the applicant and internal pay equity.

KEY RESPONSIBILITIES:

  • Seve as the lead member of the CARE Team.

  • Maintain a family caseload of at least 45-50 families and based on prioritization.

  • Ensure families progress on the ELC Family Success Matrix through ongoing case management and monitoring and refer children to the multi-disciplinary team in coordination with the Education team and other program areas.

  • Maintain child files and Child Plus by entering case notes, referrals, family partnership agreements and other follow-up services.

  • Serve as a liaison to the education team and instructional staff to address chronic absenteeism.

  • Assist families with kindergarten transition, including providing registration information and coordinating kindergarten visitations.

  • Support families in crisis situations and their progress toward self-sufficiency with appropriate resources and interventions, aligned to the Family Success Matrix.

  • Provide support services to families, including providing education, health, nutrition, and social services support and resources.

  • Establish and maintain community partnerships to support children and families.

  • Assess family needs and support partners around identifying and pursuing family goals, particularly in housing, education, employment, mental health and child care.

  • Collaborate with other program staff and consultants (social services, workforce development, disabilities/mental health, health/nutrition, education) to ensure necessary serv es are in place to meet needs of parents and children

  • Support family engagement in all aspects of NCC ELC programming through planning parent workshops, securing guest speakers, and implementing parent activities based on parent interests and the ELC Family Success Matrix.

QUALIFICATION REQUIREMENTS:

  • Bachelor's degree or higher is preferred in social work, family services and/or psychology or other related field.

  • At least two years of experience within a related field.

  • Ability to problem-solve, handle crises, and work with families and children of various cultures and low-income backgrounds.

  • Demonstrated knowledge of local social service resources preferred.

  • Must have ability to maintain a cooperative, diplomatic working relationship with co-workers, supervisors, families and the community.

GENERAL PURPOSE OF JOB:
Under the general supervision of the Enrollment and Family Manager, the Early Learning Family Case Specialist is the first line contact with families interested and enrolling in the Think Together Early Learning program. The Early Learning Family Case Specialist performs outreach in the community and shares information about the program, the eligibility criteria, and the enrollment process with prospective families. The Early Learning Family Case Specialist is responsible for ensuring all enrollment and eligibility requirements are met, as well as the overall administrative maintenance and record keeping of files for assigned locations and participants. Additionally, the Early Learning Program Specialist will translate documents and conduct general clerical work associated with the child's enrollment and participation in the program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Provide program information to families requesting childcare services.
• Conduct outreach in the community - sharing information about the program by meeting with parents, holding registration fairs, guiding parents through the registration process, and enrolling families into the program, in compliance with enrollment requirements.
• Conduct enrollment appointments with prospective families in a timely manner
• Maintain and update waiting lists.
• Monitor child absences and follow up with families, as needed.
• Act as a resource and liaison to families, program, and providers.
• Monitor attendance sheets from childcare and/or provider sites.
• Maintain current enrollment records.
• Understand and adhere to compliance requirements.
• Monitor database and family files.
• Maintain knowledge of all current requirements for families receiving subsidized care according to current regulations.
• Accurately complete all assigned paperwork and documentation on a timely
basis according to agency policies and procedures
• Attend outside events for recruitment such as fairs, collaborative meetings.
• Plan, coordinate, and participate in family recruitment efforts.
• Provide family resources and monitor effectiveness.
• May support teacher in the classroom setting to meet state, local regulations.
• Other duties as assigned.

Other Functions and Responsibilities:
• Actively participate with ideas and feedback during planning sessions geared toward the review and development of program plans.
• Maintain an accurate inventory of program supplies and materials as well as submitting inventory detail as requested.
• Purchase preapproved program supplies and materials as needed abiding by all Think Together set policies and procedures.
• Maintain ongoing communication with parents to obtain information to better serve families and maintain program quality - including, but is not limited to, the distribution of programmatic materials and event announcements.
• Encourage parents to attend and participate in workshops, meetings, and advisory committees.
• Actively link parents/families and support them in their interaction with outside services as provided by ELP Leadership Staff
• Facilitate workshops on early literacy strategies for parents as needed.
• Maintain accurate/detailed records, facilitate meetings, and document referrals, including attendance sheets and enrollment packets.
• Maintain confidential records for each family.
• Act as a role model for the communities/sites assigned, fostering professionalism and leadership qualities while always upholding Think Together's mission and values in positive regard.
• Translate for non-English speaking parents; and assist parents with application for service as needed.
• Maintain compliance with Think Together and District policies and procedures.
• Participate in Think Together trainings and meetings as requested.
• May be required to facilitate workshops.
• Implements other human resource policies and procedures.
• Attends regularly scheduled meetings and other meetings and trainings as requested.
• Must be willing to work some evenings and weekends.
• Must be willing to travel to off-site meetings and events.
• Must be willing to travel for conferences and trainings.

EDUCATION and/or EXPERIENCE:
• Two years of experience working with children and parents or other related experience
• High School diploma or GED equivalent
• 6 units ECE (with a grade of "C" or better), preferred.

QUALIFICATIONS
• Ability to work well with people and a sensitivity to the needs of children and families.
• Ability to present and speak in public - confidently and effectively represent Think Together
• Computer skills and knowledge of Windows Excel and Word at an intermediate or advanced level
• Ability to correctly and effectively communicate in written and oral English.
• A California Driver's License, daily use of an automobile, and automobile liability insurance
• Must pass background check.
• TB test clearance to be renewed every two years.
