Position Description

The Programmer Analyst II's role is to develop, test, analyze, and maintain software applications in support of business requirements. This includes writing, coding, testing, and analyzing software programs and applications. The Programmer Analyst II will also research, design, document, and modify software specifications throughout the production life cycle.

Major/Essential Functions

  • Develop, implement, and maintain API services to facilitate seamless data exchange between different systems and platforms.
  • Develop, test, enhance and maintain web-based applications, user interfaces, and interactive features.
  • Design database schemas, tables, and relationships to support the organization's data needs. Write SQL queries to retrieve, update, and manipulate data efficiently.
  • Create and maintain Power BI reports to derive actionable insights from complex datasets, identifying trends, patterns, and opportunities for optimization.
  • Maintain clear, concise and up-to-date technical documentation of processes, workflows, and best practices related to API development, Web development, data management, and business intelligence analysis.
  • Communicate and collaborate effectively with stakeholders, including business users, team members, and management
  • Employ strong problem-solving skills to identify, analyze, and resolve technical issues related to various web applications, LMS, data processing, and reporting.
  • Works toward advancing SHP goals and mission as a member of the SHP Educational Technology Team as directed by the SHP Associate Dean for Educational Technology.
  • Stay informed about industry trends, emerging technologies, and advancements in API development, web development, database management, and business intelligence.
Preferred Qualifications
  • Master's Degree in Computer Science.
  • Knowledge of working with Learning Management Systems and Content Management Systems.
  • Knowledge of data analysis techniques and methodology.
  • Experience with full-stack development.
  • Knowledge of code versioning systems such as GitHub or TFS.


Pay Statement

Position Summary: The HR Digital Learning and Engagement Coordinator, under the direction of the Executive Director of Strategy, Communications, and Organizational Effectiveness (SCOE), Division of Human Resources (DHR), with latitude for independent initiative and judgment, performs highly responsible work. This role plays a pivotal part in transforming employee development and engagement across the Division of Human Resources.

The Strategist is responsible for designing and implementing innovative, data-informed digital learning experiences and engagement strategies using Microsoft 365 (Teams, Viva, SharePoint, Power Apps, and more) and/or Google Workspace. A key focus will be on developing scalable solutions that support workforce development, foster a culture of continuous learning, and enhance organizational effectiveness.

In alignment with DHR's strategic priorities, the Strategist will support initiatives aimed at reducing class sizes. This will involve assisting with the recruitment, onboarding, and professional development of staff who support school-based personnel. By streamlining these processes with digital tools and engagement strategies, the role will help ensure that classrooms are fully staffed with qualified educators, thereby maintaining optimal student-to-teacher ratios. Key Relationships : Collaborates closely with the Executive Director, the SCOE Team, and senior leadership within DHR to coordinate targeted training projects that utilize Learning Management Systems. Maintains regular communication with leaders across various offices to ensure alignment and continuous collaboration on training initiatives within DHR.

Responsibilities

•Partner with HR leaders, DEI teams, and subject matter experts to assess learning needs and co-create engaging, inclusive digital solutions that align with strategic priorities.

•Serve as a Microsoft 365 and Google Workspace ambassador, delivering training, resources, and coaching to HR staff and stakeholders to build digital and AI fluency and confidence.

•Monitor engagement metrics, learning outcomes, and user feedback to iterate and improve learning experiences and engagement strategies. Use data to demonstrate ROI and inform decision-making.

•Curate, personalize, and promote learning content through Microsoft Viva Learning and Viva Engage to increase participation, knowledge sharing, and employee connections. Support a culture of connection and recognition through:

o MS Connections to build community and belonging.

o MS Praise to promote peer-to-peer recognition and morale.

•Lead the design, development, and deployment of digital learning initiatives that support onboarding, compliance, leadership development, and upskilling using Microsoft 365 and/or Google Workspace tools. This includes:

o Utilizing MS Copilot Studio to create HR bots that support and consult on succession planning, knowledge transfer, and team efficiency optimization.

o Leveraging Perfect Wiki to develop and maintain a centralized, searchable DHR knowledge base.

•Build and maintain interactive SharePoint hubs, Teams channels with HR bots, and Power BI dashboards to support transparency, collaboration, and data-driven decision-making. This includes:

o Collaboratively maintaining and updating DHR and Central HRD Hubs on MS SharePoint sites, including landing pages and time-sensitive information.

o Using MS Power Apps to create targeted HR applications that address the specific needs of various stakeholders.

•Stay abreast of emerging trends, tools, and updates in digital learning and employee experience platforms to ensure the agency remains future-ready and competitive.

Qualification Requirements:

Minimum

1. A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or

2. High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one (1) year of experience as described in "1" above.

In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above.

Preferred

•Demonstrated experience in HR, organizational development, or employee engagement, ideally in a public sector or mission-driven environment.
