The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14 wastewater treatment plants, sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels. The combination of an extensive infrastructure network spanning all 5 boroughs, some of which is at or beyond useful life, coupled with corrosive and at times hazardous operating environments, with large volumes of fuel, chemicals, and process liquids, including non-Newtonian fluids on-site, can result in emergency situations. Successful resolution of the emergency situation is dependent on mounting a rapid and effective response that requires staff from a wide range of the Bureau's portfolio, routinely drawing upon resources from other DEP Bureaus and other City, State or Federal agencies. Under general supervision from the Executive Director of Operations for the Bureau of Wastewater Treatment, the candidate will facilitate the development of comprehensive and coordinated emergency plans and procedures for natural and man-made disasters and incidents, assist in the development and implementation of training programs related to the emergency plans developed, review and support the refinement of Standard Operating Procedures to ensure consideration of emergency response activities, manage documentation from emergency incidents, maintain emergency equipment inventory spreadsheets, perform communications planning, incident status reporting, manage records of labor, materials and equipment used for emergencies, develop and update COOP plan and other emergency planning documents develop and conduct emergency preparedness drills for staff ranging from blue collar to executive management, maintain and staff the Emergency Operations Center, assist in the coordination of disaster response / recovery operations and crisis management, coordinate the preparation of after-action reports and track the implementation of recommendations developed from them. The successful candidate will engage with the Agency's emergency management team and industry groups focused on emergency management and wastewater conveyance and treatment to import best practices and lessons learned into the Bureau and the Agency.
Qualifications1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or 2. A satisfactory combination of education and/or experience that is equivalent to "1" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree. Special Qualification Requirements Assignment Level III To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above. Assignment Level IV To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

In partnership with the Emergency Management team and working collaboratively with other health system stakeholders, this position is responsible for supporting prevention, mitigation, preparedness, response, and recovery efforts for events that impact patient care and health system operations. This includes conducting risk assessments and implementing planning initiatives, delivering training and education for all employees and staff, designing and facilitating exercises to ensure ongoing readiness, and supporting response operations.
Essential Functions :
- Lead organization of emergency management plan, policies, and procedures to ensure the library is composed of updated, accurate, and functional documents which can be operationalized to support preparedness, response, and recovery. (30%)
- Lead and serve as the Emergency Management subject matter expert on select committees to foster a culture of emergency preparedness and promote mitigation and planning initiatives to protect people, infrastructure, and revenue. (10%)
- Lead process and document development for hazard specific response based on risk assessments and HVAs. This includes internal planning for Denver Health as well as regional collaboration with external stakeholders. (15%)
- Design, develop, and facilitate education modules, training sessions, and exercises to provide outreach, education, and practice opportunities for all Denver Health employees. (25%)
- Ensure documentation is in place and in the proper format for after action reporting and improvement planning for quality assurance and continual improvement after exercises and real events. (10%)
- Work with the Director to ensure ongoing regulatory compliance to accreditation authorities including the Joint Commission and Centers for Medicare & Medicaid Services. (5%)
- Serves as the 24/7 Emergency Management On-Call staff member on a rotating basis and be available to report to the hospital during rotation, if needed. (5%)
Education :
- Bachelor's Degree with a concentration in emergency management and preparedness, public health, or related field required.
- Completion of training in Incident Command System (ICS) 100, 120, 200, 700, and 800 required.
- Completion of training in Incident Command System (ICS) 300, 400 required or within 1 year of hire.
Work Experience :
- 1-3 years' experience in emergency management required.
- 1-3 years' experience in healthcare emergency management preferred.
Knowledge, Skills and Abilities :
- Demonstrated understanding of the principles of National Incident Management System (NIMS), Hospital Incident Command System (HICS), National Planning Frameworks for Protection, Prevention, Mitigation, Recovery and Response, National Disaster Medical System (NDMS), and the Homeland Security Exercise and Evaluation Program (HSEEP)
- Familiar with regulatory and accrediting standards such as the Joint Commission's Emergency Management standards and CMS Conditions of Performance.

Emergency Management Analysts (EMAs) support all-hazards, all-threats emergency response events by assisting the Office of Facilities and Security Management (OFSM) in developing and implementing methods to ensure rapid response capability during emergency conditions. EMAs provide direct support to OFSM staff at the Incident Command Center (ICC) or at deployed locations. This support includes, but is not limited to the following:
Duties & Responsibilities
Emergency Management Analysts (EMA) shall develop and maintain planning, response, policy and procedural documents and templates such as the agency COOP Plan, Component COOP Plan Template, Regional Office COOP Plan Template, Occupant Emergency (OE) Plan, Communication Plan, Response Plan, Evaluation Plan, Standard Operating Procedures (SOP), and Go/No Go Checklists.
- EMAs shall plan, conduct, and perform administrative functions for working and advisory groups, including preparing agendas, drafting meeting summaries, and creating and maintaining operational records, logs, reports, and files as required.
- Maintain call down lists and the MENS with current contact information that is crucial for notification of key personnel, revise key executive listing based executive changes.
- Emergency Management Analysts (EMA) will develop and maintain an Emergency Management Essential Records Plan to include a COOP Essential Records Packet in appropriate repositories in support of programs.
- This includes creating, maintaining, updating, and ensuring proper filing of inventory and record change logs, and preparing required reports. Examples of these documents are Call Down lists, COOP Plans, Activation Plans, Orders of Succession, TT&E and Delegations of Authority.
- Emergency Management Analysts (EMA) will review all new Federal directives, mandates, legislation, or guides relating to OFSM's programs and develop a comprehensive plan of integration to ensure continuous compliance. The review must provide an assessment of the current plan, a crosswalk, impacted areas, proposed integration actions, resource requirements, and implementation timelines.
- EMAs will develop training and exercise material, provides training and exercise support for OFSM programs which may include, development of training objectives; content, event administration, scheduling and logistics; record-keeping; data collection; pre-event, on-going, and post-event support documentation and presentation materials, including lessons learned, and support with the execution and evaluation of training and exercises conducted at national and regional levels.
- Emergency Management Analysts (EMA) will facilitate agency exercises that can range from tabletop to full-scale exercises with other Federal, State, and local entities.
- EMAs will prepare, participate, and provide After Action Reports for training, exercise, and drills to include the following but not limited to:
- Fire, Bomb Threat, Terrorism, Workplace Violence, Bio-Toxins (Mailroom), Active Assailant, Chemical/Biological Threat, Suspicious Packages, Hazmat, Earthquake, Tornado, Physical Damage to building, Power Failure, Civil Unrest, Explosion, Building Recovery, and Shelter-in-Place.
- Maintain and inventory emergency preparedness kits, storage facilities, and supplies.
- Develop an interactive Corrective Action Program (CAP) that identifies, documents, and prioritizes resource issues noted during TT&E, assessments, and actual emergency operations.
- The CAP should provide SSA with a formal structure for identifying, developing, validating, and implementing Corrective actions. Elements of the program include After Action Reports and Corrective Action/Improvement Reports, which should be comprised of an executive summary, meeting minutes, and action items.
- At a minimum the CAP System will provide the following capabilities:
- Identify deficiencies and areas requiring improvement and provide a timeline for Corrective action.
- Identify program funding requirements for submission to agency leadership.
- Develop, conduct, and document a Business Impact Analysis (BIA)/Business Process Analysis (BPA) for all threats and hazards, and all capabilities associated with the continuance of agency essential functions.
- Execute COOP and Emergency Response functions to include, but not limited to, document preparation, scheduling, record keeping, recording minutes, after action and executive reports, preparing presentations, memorandums, and briefing packages, information research and archival, and project coordination.
- EMAs shall create Emergency Response Team (ERT) Status reports within one hour of call completion.
- Monitor mailbox and respond to emails.
- The agency Emergency Management program must be continuously maintained; all associated plans will be reviewed and updated annually with a plan to revise and update every two years.
- Emergency Management Analysts (EMA) shall have in-depth knowledge of COOP and emergency management development.
- EMAs must have the ability to manage multiple competing priorities across all phases of emergency management projects within the constraints of the product scope, resources, time, and budget.
- Provide support and perform testing of notification platforms including the MENS system.
- EMAs will be the liaison for local, State and Federal agencies, including, but not limited to, the Federal Emergency Management Agency (FEMA), the National Weather Service who notifies the operations center of natural disasters and weather warnings nationwide, the Federal Protective Service, and local first responders.
- Emergency Management Analysts (EMA) must attend offsite FEMA and interagency meetings to include Eagle Horizon Planning meetings and COOP Site meetings.
- Other duties as assigned.
- Remain mentally alert and physically prepared to operate government security systems and equipment in an operations center environment.
- Monitor and assess situations analytically and objectively, identify critical details, and record, collect, and disseminate accurate information through timely reports, logs, and records.
- Communicate effectively with strong oral and written skills; liaise professionally with Federal, State, and local law enforcement and emergency response entities.
- React quickly and calmly in emergencies, handling situations with firmness, courtesy, tact, and impartiality.
- Operate communications equipment including radios, telephones, keyboards, and computer terminals; maintain manual and electronic records using Microsoft Office products (e.g., Excel, Word, Outlook).

This includes the development of emergency management and business continuity plans as well as the facility hazard vulnerability analysis.

EDUCATION
Bachelors degree in Emergency Management or related field.
EXPERIENCE
A minimum of one year experience in emergency management field. Must possess a knowledge of healthcare and emergency preparedness. Demonstrated ability to develop and maintain working relationships with hospitals, healthcare organizations, governmental and non -governmental agencies as a local, state, and national level.
LICENSURE
Certification at all levels (100, 200, 300, 700, 800) of the National Incident Management System and FEMA Incident Command Center within 1 year of hire.

- Samaritan Health Services works with local, county, state and federal agencies to ensure an effective response before, during and after a community emergency or natural disaster. - EXPERIENCE/EDUCATION/QUALIFICATIONS
- Bachelor's degree in a related field or equivalent experience/training required.
- Experience or training in Emergency Management required.
- Experience or training in computer applications (including MS Outlook, Word, Excel and PowerPoint) required.
