Position Title: Energy Conservation Specialist

Position Summary

The Energy Conservation Specialist is responsible for developing and maintaining strong customer relationships in addition to focusing on Energy Appraisals and remediation opportunities. This role may also conduct, perform, prepare, and present appraisals, book orders, assist in project execution, and help collect receivables.

Essential Duties and Responsibilities:

• Develop and maintain customer relationships by demonstrating professionalism in providing excellent customer service through regular contact, prompt, quality responses, and offering client entertainment opportunities
• Help to identify and develop new customers and opportunities
• Seek and identify appraisal opportunities with new and assigned customers, including mechanical insulation, building envelope, steam trap surveys, and other services
• Travels as needed to perform appraisals (travel may be out of town and/or overnight)
• Accurately maintain CRM for new and assigned customers
• Generate scope of work on a project-by-project basis
• Follows up and is familiar with the outcome of all Energy Assessment jobs that are bid
• Join industry trade groups and attend trade shows as applicable/approved by management
• Prepare appraisal, and remediation proposal and submit to Manager for review
• Coordinate implantation plans for the remediation work
• Follows up with customers to ensure satisfaction
• Responsible to assist in the collection of receivables if requested
• Participate in the company's continuous improvement process
• Attends continuous education opportunities to ensure continued competency
• Supports the company safety programs
• Exhibits a spirit of cooperation and teamwork with all of the organization, ensuring that all communication is handled promptly, thoroughly, and with courtesy.

Skills and Abilities

Applies independent judgment in the application of the principles, practices, and techniques of energy and water conservation. Identifies and develops energy projects, programs, and initiatives; provides energy and water conservation training and awareness; and recommends improvements to energy and water management systems and processes. Coordinates with design teams to ensure designs for all new facilities and major facility renovations achieve maximum energy and water efficiency by assisting with scope development, specifications, cost estimates, and payback/life-cycle cost analysis of projects. Coordinates with internal organizational representatives to ensure existing facilities are operated and maintained to achieve maximum energy and water efficiency. Prepares data call responses, develops, prepares, analyzes, and reports on performance metrics and progress in meeting goals/objectives. Evaluates technical and economic feasibility of energy and resource conservation projects using industry standards and techniques. Ensures work activities are aligned with applicable laws, regulations, and industry standards. Manages and updates energy tracking and consumption programs and software. Develops an energy management program and helps facilitate implementation. Conducts training and in-servicing at the facility level and at ASD events as required. Communicates program requirements, status of assignments, and the overall results of a project or activity to internal and external parties. Develops an annual program budget; evaluates and applies for grants, special funding, or other relevant programs to fund energy saving/conservation programs. Conducts energy auditing and produces reports by accumulating data from multiple automation systems and/or software support programs. Develops and presents an annual school board report on program effectiveness. Calculates and oversees the energy savings rebate program. Duties may also include the management of energy savings performance contracts and utility energy service contracts. The position is a key technical point of contact for providing advice to ASD and ensures the development and execution of a comprehensive energy and water conservation program. Work activities are performed under the direction of the facilities construction manager. The position has a retirement association with the Public Employees’ Retirement System (PERS). • Monitor and analyze energy usage data specific to JPL's facilities to identify trends, inefficiencies, and opportunities for improvement.

• Conduct detailed energy audits and assessments across various JPL buildings and infrastructure to identify energy-saving opportunities and recommend actionable solutions.

• Collaborate with JPL's engineering, facilities, and operations teams to implement energy-efficient technologies and practices.

• Coordinate with in-house architects, clients, consultants, and other stakeholders to integrate energy conservation measures into JPL project designs and operations.

• Develop and maintain comprehensive energy management plans for JPL, including goals, timelines, and performance metrics.

• Prepare and present detailed reports on energy performance, savings, and project outcomes to JPL senior management and stakeholders.

• Ensure compliance with all relevant energy regulations, standards, and best practices applicable to JPL.

• Educate and train JPL staff on energy conservation practices and the importance of energy efficiency.

• Stay current with industry trends, technologies, and best practices in energy management and sustainability, with a focus on applications relevant to JPL.

• Regularly compile and submit monthly Natural Gas Consumption Reports for energy-intensive facilities at JPL, ensuring timely delivery by the 30th of each subsequent month.

• Track and report monthly natural gas consumption data for energy-intensive facilities, identifying areas for potential energy savings.

Requirements

Key Qualifications:

• Strong knowledge of energy management principles, practices, and technologies, particularly in high-tech and research environments.

• Experience conducting energy audits, assessments, and performance evaluations in facilities similar to those at JPL.

• Proficiency in data analysis and energy monitoring tools specific to research and development facilities.

• Excellent project management skills, with the ability to manage multiple projects simultaneously while meeting JPL's standards for scope, schedule, and budget.

• Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders within a research and development setting.

• Knowledge of relevant energy regulations, standards, and best practices applicable to high-tech and research institutions.

• Experience with energy management software and systems used in research environments.

Education and Experience:

• Bachelor's degree in Energy Management, Engineering, Environmental Science, or a related field; Master's degree preferred.

• California Licensed Professional Engineer (Electrical PE).

• Certified Energy Manager (CEM) or similar certification is highly desirable.

• Project Management Professional (PMP) certification.

• LEED Green Associate certification.

• CAL/OSHA Certificate (Construction Jobsite Safety and Health).

• Minimum of 10 years of experience in energy management, energy efficiency, or sustainability, with a proven track record of successful project delivery in complex and large-scale facilities.

Preferred:

• Experience working in a research or academic institution, particularly with NASA or similar organizations.

• Knowledge of sustainable building practices, renewable energy technologies, and smart building systems relevant to research and development facilities.

• LEED accreditation or experience with green building certifications.

• Own and lead Fleets engagement with electric utilities, utility partners and regulators, and power solution providers to deliver at-scale energy supply solutions from inception through commercial operations.
• Manage the day-to-day interactions with multiple utilities to ensure energy requirements and infrastructure needed to support Fleets planned growth are met.
• Collaborate with design and engineering teams to ensure sufficient and efficient energy capacity for current and future workloads.
• Drive path forward with in-house/external counsel, finance teams, and Fleet leadership on impactful utility-facing contracts
• Evaluate utilities capabilities to meet Fleets needs, especially related to scope/design, schedule, and budget for large capital projects.
• Track, manage, and report on active project progress and financials. Proactively identify and mitigate risks to cost and schedule. Provide portfolio-level analysis of project status for communication with senior leaders.
• Optimize power agreements to balance cost, reliability, and sustainability goals.
• Monitor energy markets, regulatory trends, and utility rate structures to identify cost-saving opportunities.

Required Experience Qualifications:

• 5 to 8 years of experience working with utilities to execute energy supply agreements, transmission-level or distribution-level interconnection agreements, procurement of new generation resources, contracting for wholesale and retail electricity, or conducting site selection due diligence. Demonstrated expertise collaborating with internal and external stakeholders on power infrastructure or capacity commitments.
• Ability to distill and explain generation and transmission engineering details and complex commercial arrangements to executives, potential investors, and/or Board members.
• Utility account management, regulatory, or economic development experience.

Preferred Experience and Qualifications:

• Knowledge of data center power infrastructure requirements, data center planning processes, and data center capacity delivery channels.
• Economic analysis, engineering or operational familiarity with battery storage, fuel cell, microgrid, grid-scale wind/solar, or similar energy technologies.
• Demonstrated understanding of electric utility development in regulated or deregulated markets for the following: Investor-owned utilities, electric cooperatives, and municipally owned utilities.
• Experience delivering due diligence reports for future substation and/or transmission projects for utilities or their customers owners engineers, and/or EPC vendors.
• Track record of successfully collaborating with utility consultants or electrical utilities to plan, design, or contract for energy infrastructure or energy supply.

Education, Professional Certification and Licensure

• Undergraduate or Graduate degree in Electrical, Mechanical, Civil, Power Engineering, Energy Management, Economics, or related field.
• Relevant energy experience can be substituted in lieu of engineering or economics degree.
