THE LINE region contains a variety of projects in a 9,500km2 land area, including the initial Hidden Marina Mirror Line phase 1 modules, the Landscapes of THE LINE, three distinct projects and the NEOM International Airport (NIA). There is an existing Director of Engineering Management to lead all of the other projects other than these 3 distinct projects. Note that there will be dual reporting lines as part of the Project teams and as part of the Engineering team within the LINE Design. Key Accountabilities: Successful delivery of the Engineering Design and Construction scope for the Projects in a manner that supports the successful delivery of the project goals in terms of budget, schedule, quality and sustainability. Being part of the team accountable for delivering the multi-disciplinary engineering for THE LINE region. Leading a team accountable for managing the delivery (by others) of the Design and Construction of the Engineering systems related to the Projects whilst maintaining the iconic nature of the architecture. Overall accountability for the success delivery of the Projects engineering as well as meeting the other agreed project KPIs (time, cost and quality). Provide mentorship, guidance, and direction to ensure the successful execution of the strategy for successful delivery of the Design and Construction of the Engineering systems of the Projects. Demonstrate a strong ability to analyze complex issues and develop innovative solutions to overcome obstacles to ensure successful project execution. Define key performance indicators (KPIs) to assess the impact of the Engineering Design and Construction on project timelines, costs, and environmental footprint. Regularly monitor and report on progress to leadership. Leverage knowledge of latest advancements and trends in Engineering to inform decision-making. Work with the project Design leadership to deliver excellent Engineering systems that support the over-arching project objectives including the quality, time and cost objectives set. + Manage the generating of designs, plans and/or specifications, and maintenance and operation procedures to resolve the engineering projects, facilities, structures, systems, processes, equipment, devices, materials, or methods and ensure all tasks are completed on schedule and meet technical, quality and safety standards.
+ Oversee and implement that all designs and related engineering information shall be developed using the appropriate AFRL/RQ CAD/CAE or Microsoft Office Platform software, along with ensuring all designs shall comply with applicable codes and standards as referenced in Appendix A.
+ Complete company and project-related training requirements as required.
+ Record labor hours daily in the company's timekeeping system as required.

Qualifications
+ Bachelor's degree in engineering from an Accreditation Board for Engineering and Technology (ABET) accredited Engineering program with 7+ years of experience and 5+ years of project engineering experience OR

+ PMP desired.

Responsibilities-
- Working closely with Cigna Dental/Vision, Supplemental Health, and Stop Loss business strategy stakeholders in defining portfolio project submissions in alignment with business & technology strategy for each business line.
- Supporting technology impact assessment in partnership with Enterprise Architecture and impacted technology units as the owner of technology scope for portfolio project submissions.
- Assisting business partners in making scope trade-off decisions to maximize value within constraints.
- Authoring and editing Agile portfolio and program epics, directly and through direct reports, in tight collaboration with business leads.
- Supporting the delivery process though Agile delivery in partnership with business units and impacted ARTs to ensure achievement of business objectives.
- Working closely with Cigna Stop Loss business line stakeholders to align on business & technology strategy, and following through though supporting business line initiatives and achieving business line goals through technology.
- Co-create and drive a business & technology roadmap for automation, reduced OpEx, and leveraging Stop Loss as a lever for driving affordability.
- Lead and manage the technology teams that both operate Stop Loss technology and that deliver new business capabilities, enabling the achievement of business objectives.
Qualifications-
Requires at least a Bachelor's degree in Computer Science, Computer Engineering, or a related field, as well as 5 years of Agile product management experience (or a Master's degree in Computer Science, Computer Engineering, or a related field and 3 years of Agile product management experience), as well as Agile SAFe Certification (current or expired). Must have experience with: business analysis, systems analysis, and product analysis in the Health Insurance domain; technology solutioning, including working with architects and engineers on possible solution approaches, options analysis for presentation to senior management, and decision frameworks; and, experience within project management, including overseeing multiyear programs, incremental delivery, and enhancements to healthcare claims systems.

- Applying cloud-native development principles, AWS ETL services, and Agile methodology to build scalable, resilient applications while optimizing data ingestion, transformation, and delivery in the cloud; and
- Utilizing GitHub for version control, JIRA for task tracking, Jenkins for CI/CD pipeline automation, and Control-M for scheduling and monitoring batch job executions across distributed environments.
Must have 2 years of experience in each of the following:
