About the Role
This team member will have an impact on shaping the leadership recruitment methodology to ensure a high-touch, concierge approach with an emphasis on creating a personalized stakeholder and candidate experience. The Senior Executive Recruiter will serve as a strategic advisor to senior leadership, guiding executive search efforts that align with the organization's culture and drive long-term business success.
This position reports directly to the Director - Executive Recruitment and will serve alongside two additional recruiters, one project manager, and one coordinator. The Senior Executive Recruiter will be part of a larger Talent Acquisition team with nearly 100 team members state-wide, and a Human Resources team with nearly 300 team members state-wide. Key Responsibilities
- Managing and facilitating a best-in-class and high-touch comprehensive recruiting process, which includes conducting intake calls, building job profiles, posting positions, sourcing and screening applicants, slate presentations, interview guidance, coordinating assessments and feedback, preparing market competitive compensation offers, pre-hire preparation, and ensuring successful arrivals on first dates of employment.
- Partnering with senior business and HR leaders to provide strategic and tactical talent acquisition expertise.
- Ensuring the right recruitment strategies are in place and executed effectively, as well as advising senior leaders in selecting the best talent.
- Implementing effective hiring strategies that support broad talent outreach and strong team alignment. This includes, but is not limited to, leveraging referral networks, building intentional talent pipelines, conducting targeted outreach, and assembling well-rounded interview teams.
- Networking through industry contacts, associations, past candidates, alumni, current team members, and other avenues to attract top talent.
- Providing coaching and/or career development guidance to active and passive candidates, both internal and external to the organization.
- Managing relationships and search process with executive search firms, as necessary.
- Providing other consultative and project management support to continuously evolve and elevate Executive Recruitment practices and service.
- Maintaining a high level of confidentiality at all times.
- Bachelor's Degree or equivalent years of experience is required.
- Requires 5-7 years of talent acquisition, human resources, or related experience within a matrixed organization; healthcare setting preferred.
- Requires demonstrated success providing consultative strategic guidance to business leaders, proactively and on an as-needed basis.
- Experience recruiting executive hires strongly preferred.
- Experience in human resources supporting and advising senior leaders highly desired.
- Requires detailed knowledge of internet sourcing and recruiting strategies.
- Requires knowledge of compensation structures and experience applying processes and guidelines for internal and external candidate hires.
- Requires knowledge and/or experience leveraging talent development practices to hire, promote, and retain top talent within the organization.
- Requires a knowledge and understanding of HR related regulations and laws (e.g. FLSA; COBRA; ADA; FMLA; etc.).
- Requires proficiency in MS office (Word, PowerPoint, Excel) and an applicant tracking system.
- The successful candidate will have excellent written and verbal communication, organizational and prioritization skills, interpersonal skills, and the ability to build relationships with and provide thought leadership to senior stakeholders.

Human Resources Solutions (HRS) is recruiting for one (1) Associate Commissioner/Personnel Services (DOSS), M-3 to function as the Executive Director, Recruitment & Onboarding, who will:
-Interpret and disseminate policies/procedures, as it relates to recruitment, selection, and onboarding, to Executive management and staff agency wide. Use proven methodology to customize and implement nationwide best-practices in human resources.
-Ensure that the recruitment selection, and onboarding of staff is uniform and aligned with the agency's policies, procedures, and goals, by developing and implementing standard operating processes and strategies to meet current and new projected HR needs.
-Work collegially with unit directors, deputy directors, and other HR staff.
-Make recommendations to Executive Management to reduce onboarding timelines, by analyzing the impact of current agency policies and procedures on program operations, reviewing trends and practices to develop new strategies, recommending process updates, and taking corrective action to solve current or emerging issues/problems.
-Engage staff and management at all levels in identifying pain-points and making systemic changes to improve operations and ensure applicable policies and practices to meet the goals and objectives set by Executive Management.
-Establish internal and external strategic partnerships that will advance the goals and objectives of HR and the overall organization.
-Shape and drives strategic HR activities to develop high-value capabilities throughout the department.
-Assume responsibility for the efficient administration, operation, and service delivery of the major program components that comprise this sector of human resources management.
-civil service management/initiatives, recruitment strategies/initiatives, and onboarding administration.
-Administer the operating function of the components that respond to oversight agencies' requirements in terms of Planned Action Report (PAR) productions, candidate investigations, and processing of employee documents, as required under the governance of the Office of the Mayor, the Department of Investigations, and the Department of Citywide Administrative Services (DCAS).
-Alert and recommends appropriate action within HR Services concerning instances of non-compliance to personnel policies and procedures.
-Develop and maintain interpersonal and cooperative relationships and communication with Human Resources Business Partners, their deputies, and other HR s management and staff.
-Integrate and coordinate the provision of services to streamline the delivery of HR services, eliminating fragmentation or duplication of efforts; collaborate with and advises Chiefs, Executive Management, and others on developing and implementing recruitment plans and hiring strategies to meet organizational goals, and mitigate HR crises such as high staff turnover and hard-to-recruit vacancies, anticipating future staffing and employment needs.
-Participate in the analysis of management issues and concern pertaining to the ongoing smooth operation of Recruitment & Onboarding by, setting program area goals, objective and priorities, developing and implementing managerial controls.
-Ensure timely and appropriate installation of new operating guidelines, procedures, programs, and changes in the units/teams under his/her span of supervision; monitor the unit's performance to ensure that the systems are functioning effectively, maximizing productivity, and minimizing processing delays.
-Provide input into the development, implementation, and ongoing maintenance of tracking systems, to control and monitor the various activities necessary to provide adequate and timely personnel services.
-Administer all matters pertaining to creating and implementing recruitment strategies and leveraging technological integration to improve and advance the agency's current recruitment/hiring processes.
-Administer research and analyze studies of existing policies and procedures that govern agency recruitment standards to ensure that staffing reflects the demographics of the NYC community that the agency serves; collaborate with Executive Management to develop new policies and procedures to help identify a qualified and culturally diverse staff.

Qualifications
A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to recruitment, personnel relations, staff development, employment program planning/administration, labor relations; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
Or A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to "1" above; at least eighteen months of this experience must have been in a supervisory or managerial capacity; or Education and/or experience equivalent to "1" or "2" above. College credits from an accredited college or university may be substituted for experience based on 30 semester credits for one year of work experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least eighteen months of experience must be in a supervisory or managerial capacity as described in "1" above.
