Brief Job Description:
The Process Improvement Unit (PIU) Strategic Coordination Project Manager (PM) works under the direction of the Director of the Process Improvement Unit in the Office of Compliance and System Coordination (OCSC). This position is responsible for planning, implementing, and evaluating the agency's cross-program and cross-agency project initiatives. Establishes reporting tools and mechanisms to regularly report cross division coordination activities and other agency projects to executives and other key staff. Manages DSHS special projects, utilizing project management tools in coordination with agency business and program units. The position facilitates work groups and compiles and analyzes information to develop project recommendations and reports. May plan and direct organizational assessments and monitor and report on successes and challenges related to organizational change activities. Promotes and implements approaches to continuously assess and improve health outcomes and/or business processes. The work requires regular interaction and coordination with executive, program, and legal staff and others within DSHS and HHSC.
Essential Job Functions (EJFs):
EJF 1: The PM serves as project manager and lead for the development of the agency's strategic and operational plans. This work involves: providing technical assistance to all functional divisions and programmatic areas within DSHS for the development of their area's strategic and operational initiatives; leading the agency in planning for the agency's submission of it's formal strategic plan; developing all necessary documents as dictated by the State Legislative Budget Board (LBB), legislature, and Office of the Governor; working with agency staff across all areas of DSHS and HHSC to develop strategic initiatives; facilitating project status reporting; leading work groups and project teams; ensuring that any discussion or decisions made regarding project status are accurately captured in the tracking system; assisting program area managers when it is time to close out a project; and working with program area managers to evaluate performance to see that the project had the intended impact (50%).
EJF 2: The PIU Project Manager serves as project manager for initiatives that impact key functions within DSHS. This work involves: providing technical assistance to areas in the development of project charters and work plans at the start of a new project; ensuring that critical project documentation is completed timely; facilitating project status reporting; leading work groups and project teams; ensuring that any discussion or decisions made regarding project status are accurately captured in the tracking system; assisting program area managers when it is time to close out a project; and working with program area managers to evaluate performance to see that the project had the intended impact (20%).
EJF 3: The PM leads management studies conducted by the PIU team, including, but not limited to analyzing any data sources and identifying possible trends; contributing to the design and implementation of survey tools; identifying key findings; and, proposing recommendations for change that represent practical solutions to problems identified during the study. The PM will also work with the area under review to ensure that recommendations are addressed in an action plan that will subsequently become part of DSHS business processes. The PM will also be available to oversee, review, and evaluate corrective actions to determine if the actions have led to increased efficiency and effectiveness. (15%).
EJF 4: The PM is responsible, alone or in conjunction with others, to produce a variety of communication items related to departmental planning exercises and department-wide initiatives being undertaken at DSHS that may include: DSHS strategic and operational plans, priority initiatives, response to legislative request or reports, Survey of Employee Engagement (SEE), etc. (10%).
EJF 5: Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or continuity of operations activation. Such participation may require an alternate shift pattern assignment and/or location (5%).

Client is seeking a Technical Project Manager to assist with projects supporting their global Network Services division. The Technical Project Manager will be responsible for helping support Client's global initiatives for physical infrastructure and network services (LAN, WAN and Firewall) upgrades, implementations and deployments. Projects may include:
- Manage global Site related projects (new sites, site consolidations, site closures)- work closely with a Physical Infrastructure resource to manage all IT service related activities
- Coordinate and manage IT acquisition and divestiture initiatives related to integration and/or separation of IT infrastructure. This includes, but not limited to LAN, WAN and Border (firewall) technologies
- Facilitate IS War Rooms and participate in War Room on-call 24x7 rotation
- Align with IT business units and associated individuals from other companies as appropriate to plan and schedule IT tasks associated to successful acquisition and divestiture projects.
- Provide project management support during weekday and weekend implementation tasks, and hyper care support process for IT implementation tasks.
- Be able to produce and maintain status reports, meeting minutes, dashboards, milestones and other documents as part of project delivery.
- Maintain and drive closure of open risks, issues, and action item (registers)
- Provides primary communication point for all IT components and be point of escalation with other project managers and sponsors.
- Escalate plan slippage and/or resource constraints to the leadership
- Develop and manages the project plan, including project scope, WBS, development/delivery schedule, resource requirements and integration efforts
- Budgeting and Control - Responsible for putting together, tracking and adhering to project budgets. Familiarity and knowledge of all project budget components is a must.
- Communicate with designated users or point persons on schedules, testing requirements and integration support associated to IT tasks.
- Communicate with 3rd party service providers and IT hardware and software vendors as needed to support IT tasks.
- Support weekend and off hours infrastructure migration projects, including HyperCare shift rotations.

We are seeking a highly motivated and experienced Technical Project Manager to join our dynamic team. The successful candidate will be responsible for managing a variety of complex network infrastructure projects, ensuring they are delivered on time, within scope, and on budget. This role requires a strong background in project management methodologies, excellent communication skills, and in-depth knowledge of network technologies, particularly DDI (DNS, DHCP, IPAM). - Must be prepared to start @ 8 am
- Will be supporting project on East Coast plus multiple time zones, (UK, India, US west)

Project and Initiative Management:
- Lead the planning, execution, and delivery of multiple network infrastructure projects simultaneously, including Migration of DDI vendors, NTP - Network Time protocol infrastructure expansion and DDI related infrastructure projects.
- Develop comprehensive project plans, defining scope, goals, and deliverables.
- Manage project status reporting, host weekly meetings, and ensure clear communication to all stakeholder
- Proactively manage project risks, issues, and dependencies, implementing effective resolution strategies.
- Provide project management support for the DDI weekly team, including facilitating stand-ups, creating, and reporting on Jiras, and managing team communications.
- Oversee projects related to BCP and Tech Risks for the DDI team, utilizing Jira for tracking and reporting.
- Leverage familiarity with External DNS, Autoproxy, NTP, and Runtime End of Life to guide project execution.
- Champion the use of Jira and Confluence, with a significant opportunity to design and implement new Jira workflows and reporting dashboards to enhance team productivity and visibility.
- Manage and maintain project documentation in Confluence, ensuring it is accurate and up-to-date.
- Stakeholder and Vendor Management:
- Act as the primary point of contact for project stakeholders, providing regular updates and managing expectations.
- Manage relationships with third-party vendors, including tracking deliverables and ensuring adherence to agreements.
- Coordinate change management processes, project-related communications, and training events for various initiatives.
- Proven experience as a Project Manager in a complex, enterprise-level environment.
- Demonstrable experience managing network infrastructure projects.
- Strong background in production support activities, change management, and business continuity planning.
- In-depth knowledge of DDI (DNS, DHCP, IPAM) principles and technologies. Experience with QIP to BlueCat migrations is highly desirable but not a hard requirement.
- Familiarity managing a DevOps style team. Highly desirable in the following areas DNS, DHCP, IPAM and NTP.
- Proficiency in Jira and Confluence is mandatory; experience implementing Jira workflows is a significant plus and a must.
- Advanced skills in Microsoft Office Suite (Excel, Word, Project, PowerPoint).
- Knowledge of python scripting is an advantage.
- A self-starter with strong initiative and problem-solving abilities.
- Excellent written and verbal communication skills, with the ability to articulate complex technical concepts to diverse audiences.
- Ability to manage multiple concurrent initiatives and adapt to a fast-paced environment.
- Strong risk management and vendor management capabilities.
