Basic Qualifications
- 5+ years of tax, finance or a related analytical field experience

ESSENTIAL DUTIES: (Duties may include, but are not limited to, the following):The duties listed below are intended only as illustration of the various types of work that may be performed.   • Selects, trains and evaluates personnel.
  • Schedules workflow and supervises and directs staff on a daily basis.
  • Prepares and analyzes detailed balance sheets and income statements on a monthly basis.
  • Oversees the preparation of the Annual Comprehensive Financial Report, State Controller reports, and related year-end and periodic financial statements, schedules, and reports.
  • Analyzes monthly summaries of budget to actual revenue and expenditure reports.
  • Reviews, develops, and modifies accounting processes to improve existing procedures and to remain in compliance with generally accepted accounting principles for government.
  • Coordinates accounting controls to comply with standard audit requirements and works closely with external auditors in fiscal year review and preparation of audited financial statements.
  • Reconciles investment bank and trustee accounts to City's general ledger.
  • Makes complex adjusting entries affecting several subsystems of the City's accounting system; prepares closing entries to the General Ledger
  • Prepares the Citys quarterly treasurers report.
  • Oversees the design, implementation, modification and control of automated accounting systems, management information systems and management controls.
  • Oversees the preparation of the City's Municipal Budget and prepares the Finance Department Budget.
  • Supervises or directly prepares bank account reconciliations; verifies the accuracy of recorded transactions; prepares related work sheets, cash balances, and other schedules; performs daily cash flow analysis and cash flow projections.
  • Develops and implements a formal internal audit program to ensure departments are complying with financial policies and procedures, and best practices.
  • Reviews and analyzes work procedures and systems and recommends changes.
  • Oversees treasury related tasks including investigating and reporting investment options, interacting with brokers, determining rates, yields and financial status of institutions.
  • Performs month end closing functions including writing and booking journal entries, closing entries and related month end closing tasks.
  • Oversees grant accounting.
  • Oversees payroll processing
  • Oversees accounts payable processing
  • May serve as Acting Department Head in the absence of the Deputy Director of Finance or the Director of Finance.
  • Performs other duties and responsibilities as required.

Qualifying Knowledge, Skills, and Abilities:

Knowledge of:

  • Principles and practices of governmental accounting and auditing, cost accounting, grant accounting and budgeting.
  • Modern municipal finance administration.
  • Computerized accounting systems, specifically Tyler EERP and Springbrook and ability to effectively use current Windows Office applications, produce spreadsheets in Excel, prepare correspondence using Word, and prepare PowerPoint presentations.
  • Principles of supervision, training, and performance evaluation.

Ability and Skill in:

  • Apply and adapt established accounting principles and procedures to a variety of City accounting work.
  • Analyze and review financial data to develop forecasts, trends, and analysis.
  • Interpret and apply related laws, ordinances, rules, regulations, policies, and procedures.
  • Analyze data and draw logical conclusions.
  • Prepare and maintain accurate reports and records.
  • Communicate effectively both orally and in writing, including presenting complicated financial information in an understandable manner.
  • Make independent sound decisions and be able to work effectively and collaboratively with staff, peers and supervisors.
  • Providing excellent customer service skills to employees, citizens and all individuals contacted during the course of employment.
  • Working independently and effectively in a fast-paced environment and adapt to changes in priorities.
  • Planning schedules, coordinate multiple projects and meet deadlines.

Education and Experience Requirements:

Education: Bachelor's degree in business, accounting, finance, or related field. A Master's degree in accounting, and/or a Certified Public Accountancy certificate is preferred.

Experience: Ten (10) years of experience in governmental accounting or governmental financial auditing at a professional level, including five years of supervisory experience. Direct experience with grant accounting or governmental auditing, experience issuing and managing municipal bonds, managing fixed income investments.

The employee must be able to operate standard office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard; and reach with hands and arms above the below shoulder level. Specific vision abilities required by this class include close vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the employee is regularly required to use oral and written communication skills, read, and interpret data. WORK ENVIRONMENT

The employee frequently works in office conditions where the noise levels are usually moderate, at or below 85 decibels. The employee may attend City council meetings, city events, and other functions, including functions being held during evening and weekend hours.
