The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also funds Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The FP&A group is a key function supporting the VPRA's passenger train operations and capital infrastructure program. This role is ideal for a professional seeking to take foundational accounting/finance knowledge and expand into financial planning, cash management, and revenue management. This position will entail day-to-day financial tasks, as well as assisting with strategic and operational projects.
The ideal candidate is a self-starter, with a knack for problem-solving and a desire to expand their knowledge about the complete finance function. This full-time position will work in VPRA's office in Richmond, Virginia.
Under the direction of the Director of Financial Planning & Analysis the FP&A Analyst will:
- Participate in the annual budget process for the $.6+ billion Transforming Rail in Virginia initiative, 500+ million of Capital and Operating Grants, and operational expenditures for four state-sponsored train routes.
- Compile monthly budget-to-actual reporting and analysis for the Authority's Board of Directors.
- Prepare reconciliations for the Authority's investment portfolio to ensure accurate financial reporting.
- Support short-term cash forecasting and liquidity monitoring by managing and analyzing the financial database for four state-sponsored train routes, including detailed evaluation of revenue receipts, pricing trends, and development of internal forecasts to inform financial planning.
- Prepare reimbursement submissions for fundings partners, VDOT revenues, state grants, and federal grantors.
- Perform detailed revenue reconciliations across diverse sources ensuring accuracy in collections and allocation tracking.
- Assist in the maintenance and monitoring of projects and budgets within Microsoft Dynamics 365.
- Support cost allocation processes in accordance with the approved Cost Allocation Plan.
- Deliver decision support through value-added financial analysis, insights development, and strategic storytelling, while proactively identifying and leveraging innovative tools and methodologies to enhance data analytics and reporting capabilities.
- Partner with cross-functional teams, including Engineering & Construction, Rail Services, Fiscal divisions, and other teams to drive scalable analyses and insights.
- Assist with ad hoc strategic and operational projects as required.
- Bachelor's degree in accounting or a closely related field from an accredited college/university.
- Licensed as a Certified Public Accountant (CPA).
- Minimum 2+ years of experience in finance or accounting with progressive career growth.
- Knowledge of financial structures, involving areas of revenue, expenditures, appropriations, and assets & liabilities.
- Knowledge of generally accepted accounting principles (GAAP), and financial accounting policies and procedures.
- Ability to utilize various accounting and financial systems for data analysis and reporting.
- Strong analytical and problem-solving skills with attention to detail with the ability to understand the big picture.
- Demonstrated ability to work effectively, independently, and flexibility in a fluid environment.
- Ability to communicate effectively with diverse groups and individuals.
- Excellent organizational and time management skills.
- Excellent skills using Microsoft Office (Word, Excel (advanced knowledge), PowerPoint, and Outlook) and other commonly used office software including Adobe.

With guidance from the Chief Financial Officer, the Director of Financial Planning and Analysis will:
- Direct the annual budget development for the $.6+ billion Transforming Rail in Virginia initiative, 500+ million of Capital and Operating Grants, and operational expenditures for seven state-sponsored intercity passenger trains.
- Perform ongoing financial planning by monitoring key data inputs, modeling discrete financial scenarios, and communicating findings to upper-level management.
- Direct the development and management of the Authority's 700+ million cash and investment portfolio, including short- and long-term cash liquidity forecasting to maximize earning potential.
- Oversee VPRA's planned debt financing activities and comprehensive revenue administration processes, including partner contributions, VDOT revenues, and state and federal grants; ensure expenditure eligibility, reimbursement accuracy, receipt tracking, and alignment with strategic funding and capital planning initiatives.
- Oversee VPRA's cost allocation plan process, ongoing monitoring, and corresponding system maintenance.
- Supervise capital and operating grant processes, including grantee agreements, monitoring applicable funding, reimbursements, and reconciliations.
- Develop and maintain operational expertise in VPRA-owned systems to drive department and agency outcomes, while effectively navigating complex policies, stakeholder relationships, and organizational dynamics to inform thoughtful decisions and enable impactful solutions.
- Work collaboratively with other departments to provide solutions to fiscal management and business functions that improve operations while maintaining or improving financial integrity.
- Provide executive-level support to the CFO by preparing and organizing key financial data that enables productive discussions and informed decision-making on priority initiatives and actively assist in meetings to cultivate relationships with external stakeholders by delivering clear, impactful presentations on VPRA's financial operations.
- Ensure timely completion of special projects, as assigned by the CFO.
- Bachelor's degree in accounting, finance, or a related field from an accredited college/university; or equivalent prior work experience.
- Licensed as a Certified Public Accountant (CPA).
- Minimum five (5) years of experience in finance or accounting with progressive career growth.
- Knowledge of transportation financial structures involving revenue, expenditures, appropriations, and assets & liabilities.
- Knowledge of generally accepted accounting principles (GAAP) and financial accounting policies and procedures.
- Ability to utilize various accounting and financial systems for data analysis and reporting.
- Strong analytical and problem-solving skills with attention to detail and the ability to understand the big picture.
- Demonstrated ability to work effectively, independently, and flexibly in a fluid environment.
- Ability to communicate effectively with diverse groups and individuals.
- Excellent organizational and time management skills.
- Excellent skills in Microsoft Office (Word, Excel (advanced knowledge), PowerPoint, and Outlook) and other commonly used office software, including Adobe.

**Summary**
The VP, Products Finance leads the FP&A function for the Products area within Products & Healthcare Services (P&HS), the company's largest business unit (BU), and is a key business partner with O&M leadership (primarily SVP Products, SVP Finance, SVP Operations), providing guidance and support on managing the performance of the BU. Responsible for business unit strategic planning, annual budget, financial forecasts, and financial analyses, including: scenario planning, financial modeling, variance analyses, program / initiative performance tracking vs. targets, return on investment analyses for capital expenditures and other projects, trend analyses, tracking of key performance indicators, quantification and tracking of risks & opportunities, and other ad hoc analyses.
**Core Responsibilities**
+ Owns the Products & Healthcare Services financial forecasting cycle, in close collaboration with Executive Leadership, Commercial Finance, Marketing, Operations, Corporate FP&A, & Accounting, including: Weekly / Monthly / Quarterly forecast cycles; Annual budget process; Strategic Long-Range Plan process; CapEx and strategic investment prioritization, planning, & tracking
+ Responsible for the definition and communication of the BU FP&A calendar, and coordinates the efforts of BU Finance colleagues, including Commercial and Operations Finance.
+ Directs preparation of financial presentations on behalf of functional leaders, including monthly / quarterly business reviews, performance scorecards, initiatives trackers, and profitability models
+ Prepares presentations for the Board of Directors and Senior Management Team
+ Routinely assesses and communicates Products & Healthcare Services financial and operational performance trends (historical and forecasted), using appropriate metrics to identify areas of risk / opportunity, propose key actions / strategic initiatives, and quantify & forecast results / strategic implications
+ Proactively evaluates results, monitors current & past trends, and recommends actions to ensure the team achieves their commitments in key performance indicators, including all areas of revenue, cost of sales, expenses, working capital and capital expenditures.
+ Identifies and quantifies opportunities to improve financial performance and develops strategic financial analyses for presentation to the Manufacturing, Sourcing, Distribution, Commercial, and Finance leadership.
+ Prepares financial and business-related analysis and research in such areas as pricing models, scenario planning, financial and expense performance, rate of return, performance optimization, etc.
+ Works closely with the Accounting team to ensure all aspects of the financial close process are orderly, and contributes toward the accuracy of the financial results as reported in the company financial statements.

**Qualifying Experience**
+ Four-year undergraduate degree required. MBA highly preferred.
+ 7-10+ years of related experience, including a position of similar scope and impact.
+ Preferably has been part of a world class FP&A organization and has shown sustained career progress.
+ FP&A experience, including business partnership with senior executive leadership, highly preferred.
+ Healthcare distribution and/or manufacturing experience is desirable.
+ Ability to travel, up to 25% of the time if remote
+ Highly analytical & personable with strong written & verbal communication skills
+ Thrives in a highly collaborative team environment, and will be known as a superb financial change agent
+ Must have proven corporate financial analysis skills, including a knowledge of financial business plans, processes, and systems (Hyperion Planning, Essbase, and Anaplan experience preferred)
