The Global Logistics Specialist will be the subject matter expert for global freight and logistics for all Loram locations worldwide. This role is responsible for supporting domestic and international logistics activities required to successfully deliver machines and parts in a compliant manner around the globe while meeting customer specific requirements. Additionally, the Global Logistics Specialist will work diligently to ensure that documentation, compliance, and logistics functions are executed professionally, timely, and proficiently.
Essential Job Functions:
- Executes the timely delivery of goods and documents, requiring accuracy, understanding and concise proof-reading to successfully support delivery of goods to the customers
- Serves as liaison between internal customer base and external logistics providers, providing quotes, arranging freight, communicating logistics protocols, and providing instructions to customers and logistics partners
- Monitor, track and communicate shipment status for all machine movement and customer orders
- Ensure on time delivery throughout the logistics process
- Utilize appropriate shipping methods (FCL, LCL, FTL, LTL, air, intermodal, rail, ocean, etc.) to maximize service and minimize cost
- Support weekend emergency orders on an as needed basis.
Compliance:
- Ensures international shipments meet all regulatory and corporate guidelines
- Manage NAFTA and certificate of origin submission activity
- Coordinate efficient Canadian/Mexican border crossings for machines and/or spare parts moves
- Participate in the development and publishing of internal and external procedure documents related to Global logistics
- Keep accurate records of documentation related to international trade
- Code and approve freight bills for payment in Loram 3rd party freight agent system
Required Qualifications:
- Education: Bachelors degree in business, supply chain, finance, or related field
- Experience: 3+ years experience in one or a combination of the following: logistics, trade compliance, supply chain, or related field
- 2+ year of International Logistics and Distribution experience dealing with customs, freight forwarders and import/export transactions
- 7+ years combination of education and experience in logistics, distribution and trade compliance.
Knowledge, Skills and Abilities:
- General understanding of complex federal import/export laws and regulations including but not limited to the U.S. Customs regulations, FDA regulations, Harmonized Tariff Schedule (HTS), Export Administration Regulations (EAR) and product classification (HTS and ECCN)
- Understanding of NAFTA and other global trade programs
- Knowledge of all Microsoft applications and general ERP systems (IFS knowledge a plus)
- Excellent communication skills needed to follow up and track down shipped materials and equipment.
- Ability to create legal documents required for shipments both inside and outside of North America.
Preferred Qualifications:

- Experience in performing accurate Tariff Classification

Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings - carrier network and enterprise network. **Role Purpose**
Provide analytical leadership & support to build, maintain and optimize the global OFC logistics network - inclusive of freight, warehousing, trade compliance and associated key performance indicators. Align to global OFC business needs, objectives and reporting for spend analysis, cost reduction, margin improvement, in-transit inventory management, delivery performance, revenue recognition & process governance across all regions. Work closely with Global Supply Management/GLO to provide the supporting expertise, 3rd party services and solutions for all the above.
**Key Responsibilities**
+ Collaborate with key OFC business & GSM primes for global logistics network planning, design, implementation & management
+ Analyze global logistics KPI(s) for end-to-end network performance; lead &/or support efforts to optimize and improve
+ Manage & maintain the Global Freight Routing Guide for OFC ware flow (raw material & finished goods); including process governance & control
+ Lead OFC logistics cost reduction initiatives; closely align with all key plants & commercial primes to capture & report margin improvements & related savings in supporting tools & processes
+ Manage OFC logistics cost reduction portfolio; collaborate with all key functions to manage & improve supporting processes
+ Collaborate with GSM to ensure alignment to & compliance with applicable rules, policies & systems
+ Collaborate with Finance and Regional Logistics Managers for monthly freight spend reporting; analyzing monthly spend to identify & lead improvement actions
+ Logistics lead for 'ad hoc' international shipping requests & support (Engineering, Quality, customer trials, new suppliers, etc.)
+ OFC business lead for global in-transit inventory visibility & management; includes all supporting tools & processes

Scope:
Reporting to the Senior Director Global Transportation, the Logistics Tender Manager is responsible for sourcing international ocean, heavy inter-modal, inland drayage and parcel freight services with annual spend in excess of $200MM in support of regional logistics operations. This will involve facilitating international freight rate tender exercises with freight forwarders, NVOCC and ocean carriers, along with periodic spot quoting of services for new lanes or changes to existing.
Responsibilities:
• Assemble lane data and documentation for international ocean, heavy air, intermodal, inland drayage, and/or parcel RFQs.
• Develop RFI/RFQs with instructions, scope definition, timeline, for global ocean and/or air freight tenders.
• Leverage in-house rate database and/or Blue Yonder sourcing tool to develop bid approach.
• Identify, qualify and contact suppliers to deliver request for proposal documentation.
• Schedule Q&A sessions with each supplier to review bid documents and field any questions or comments that may arise during the bid cycles.
• Follow up on deadlines to ensure timely submission.
• Review bid files for any abnormalities in formatting, pricing, blanks, zeros, etc.
• Analyze bid results and present options for Global Transportation team review.
• Benchmark air and ocean rate structures against market standards and indicators as needed.
• Create and distribute the individual carrier awards files.
• Update documentation for master service agreements including terms and conditions, statements of work and rate matrices as needed.
• Facilitate on-going monthly, quarterly, and/or annual air freight tenders or refreshers for expiring rates.
• Refresh air and ocean fuel surcharge calculations per currently defined model, and modify model if needed to align with changing market conditions.
• In addition to supporting global RFQ activities, solicit spot quotes requests for new lane pricing or adhoc shipments across all modes
Experience:
• Minimum seven years relevant and recent hands-on experience executing international ocean, heavy air freight, inter-modal, inland drayage and parcel service tenders to source third party global logistics providers and ocean carrier services.
• Demonstrated knowledge of international transportation markets, quoting, bid analysis, and negotiations for all international freight services.
• Proficiency in executing spot quoting activities across all international freight modes.
• Prior relationships and experience working with or tendering for freight forwarders or steamship lines highly desirable.
• Familiarity with ICC incoterm rules, IATA, FMC, ISPS, FAK rates, BAF, C-TPAT, IMDG, TSA, DOT requirements etc
Competencies:
• Demonstrated ability to manage global transportation sourcing across regions in a diverse, highly matrixed, multi-cultural environment.
• Strong analytical and negotiating skills, and demonstrated financial acumen for tender analysis.
• Good communication and presentation skills
• System familiarity and skills desired:
o Microsoft Office (Access, Excel, PowerPoint, Visio, MS Project, SharePoint)
o SAP ECC 6.0 and Business Intelligence a plus
