As a Government Property Administrator, you will:
+ Primary liaison with Government related to government furnished material (GFM) and equipment (GFE)
+ Included but not exclusive to: Government Property Administrator, Planning Yards, AIT, and DRMO
+ Create and maintain GFM / GFE Bill of materials for each project based on J8 and 4720 documentation per contract
+ Perform required turnover for all government furnished material / equipment
+ Maintain auditable records of government owned property located at the BAE facility and associated vendor / Subcontractor facilitates or other alternate sites.
+ Ensure records provide an audit trail of:
+ Acquisition; Receipt; Identification; Records; Physical Inventory; Utilization; Reports; Sub-Contractor Control; Maintenance; Disposition; Contractor Closeout
+ Prepare internal and external required contractual reports pertaining to government property
+ 009-01, 009-20, 009-21
+ Maintain auditable backup data and files
+ E.g. Loss, Theft, Damage or Destruction of property (LTDD); Reports of Discrepancy (RODS); report applicable property in the Item Unique Identification (IUID) registry; annual report of property for tax purposes; and reports of inventory and Plant Clearance
+ Ensure that assets are received properly, and are identified and added to the appropriate system
+ Perform internal self-assessments of compliance to published procedures
+ Ensure timely entry of all contractual data element into the PIEE systems
+ Perform timely disposition of all Government property related to project
+ Excess inventory, rip out, DRMO, and contractor furnished material
+ Acquire and maintain required security clearances to perform role
**Required Education, Experience, & Skills**
In depth knowledge of FAR 52.245-1 and DFARS part 245
Excellent written and verbal skills
Ability to effectively communicate across business functions
Ability to write effective processes and procedures
In depth functional knowledge of Microsoft Suite
Word, Excel, Power Point, and Access
Power BI a plus
Working knowledge of Supply Chain function
Excellent interpersonal and influencing skills to interface with government representatives and internal departments
Good planning, time management, and organizational skills
Ability to follow and guide others to comply with company processes and procedures
Ability to develop and maintain accurate and timely records.
Maintain, prepare, and report assigned KPI data to leadership
BS Degree or equivalent work experience

**Pay Information**
Full-Time Salary Range: $73778 - $125422
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

Our client company is a dynamic and forward-thinking company specializing in humanitarian relief. We are looking to expand our business development team and are seeking a skilled and motivated Business Development Manager to help grow our presence in government-backed supply chains.

Position Overview: As a Business Development Manager, you will play a key role in identifying, pursuing, and securing opportunities within both US government and non-US government supply chains, including NGOs. This position is ideal for a candidate with experience in navigating governmental procurement processes and working with public sector entities.

Key Responsibilities:
    • Business Development Management : Establish relationships with Government backed supply chains through US Gov or non-US Gov or their NGOs

    • In-depth understanding of governmental purchasing processes, including US and international tendering.
    • Familiarity with global supply chain management in public sector settings.
    • Strong negotiation, communication, and relationship-building skills.
    • Ability to work independently and as part of a team in a fast-paced environment.
    • Excellent problem-solving and strategic thinking abilities.

The **Senior Accountant: Government Contracts & Project Cost Accounting** is responsible for supporting the closing, reconciling, analysis and reporting of the general ledger.
**How you will make an impact:**
+ Prepares internal and external monthly, quarterly, and annual financial reporting and analysis.
+ Verifies the integrity of monthly results by completing various analyses and interpreting the data.
+ Setting up new projects, regular communications with PMs on budget allocation; monitoring the accuracy of revenue recorded on projects.
+ Reconciliation and analysis of balance sheets accounts such as unbilled receivables, deferred revenue. Use professional judgment to research and evaluate all balance sheet accounts issues.
+ Fixed Price, Time & Material, and Cost-Plus contracts billing (FP, T&M, CP Contracts)
+ End of month revenue and billing processing for fixed price, time & material, and cost-plus contracts
+ Project revenue planning and monthly revenue analysis between forecasted and actual results
+ Responsible for month-end closing entries including journal entry accruals, allocations, intercompany entries, prepaid, fixed assets.
+ Review financial reports and PSR with PMs
+ Provide year-end audit and incurred cost submission support which may include research and reconciliation.
+ Perform additional assignments as needed.
**Minimum Requirements:**
+ Requires BA/BS in Accounting or Finance and a minimum of 6 years experience in general accounting, finance, or budgeting and planning; or any combination of education and experience, which would provide an equivalent background.
**Preferred Skills, Capabilities and Experience:**
+ CPA or CPA candidate who has passed at least 2 modules.
+ Strong understanding of FARs, cost accounting, and job costing
+ Five years+ of Government contracts experience
+ Five years+ of Single Audit and Incurred Cost submission
+ Five years+ of SEFA preparation
+ Three years+ of utilizing Deltek Costpoint accounting software with a government contractor.
+ Advanced Excel skills: Pivot Tables and V-Look Up
+ Detailed oriented with strong analytical skills who can learn quickly.
+ Work independently with limited supervision.
For candidates working in person or virtually in the below location(s), the salary* range for this specific position is $98,280 to $161,460.

About the Job

The key responsibilities are :

  • Define a Government Finance Data Strategy, vision, and development roadmap, ensuring alignment with departments and wider Government Digital and Data Strategies and Shared Services Strategy and reporting on progress as outcomes are achieved and benefits are realised.
  • Deliver a Finance Data Lineage, assessing and capturing the current critical data elements / data sets and systems used across the Government Finance Function. Build a clear understanding of the data lineage between key central reports, with a specific focus on Public Spending data structures including HM Treasury’s OSCAR reporting system.
  • Own the Finance Data Standards, hosted in NOVA and engage with, support and lead on the finance data requirements and design for any future systems required for central financial reporting within Government and HM Treasury.
  • Showcase excellent metadata quality management and embed effective processes and procedures in product lifecycles to drive high quality outputs and standards, utilising Project, and Programme Management methodologies, best practices, and ways of working.
  • Design and implement data pipelines by building data systems to extract, transform, and load (ETL) data from various sources (e.g., MS Fabric or other).
  • Lead and facilitate strong stakeholder engagement for effective Data Management, Data Integrity, and Data Governance, across Government and 3rd Parties but particularly with Functional and Department Data Leads.
  • Engage and support Data communities to share knowledge and approaches, and provide training, guidance, and support for Data Management best practices.

About You

You will be qualified in Digital Data Architecture – Experience delivering cloud platforms like AWS, Azure, or GCP, with relevant TOGAF qualification (e.g., Enterprise Architect, Data Scientist etc.) and Programming -Strong proficiency in SQL and other programming , such as Python or Java, with an associated qualification (e.g., Microsoft Azure SQL, Oracle SQL, IBM SQL etc.)  

You will  have proven experience of establishing data standards, metadata management, data structures, and expertise in data analysis. Experience of Digital Solutions such as ERP (Enterprise Resource Platforms) and EPM (Enterprise Performance Management) Technology, including the best practice application of Data Standards.
