The Director, State Government Affairs will manage and lead the BI state government affairs local strategy in 4-5 priority states to support BI strategies and action plans. The incumbent will develop, communicate, and advocate BI's positions on complex public policy issues with significant financial business impact focused on the state level. The position holder will lobby state and local government stakeholders (e.g. governor's office, legislature, regulators, economic development, business chambers, county/city officials) in a territory of targeted states.
This position offers a base salary typically between $200,000 and $316,000. The position may be eligible for a role specific variable or performance based bonus, relocation and or other compensation elements.
**Duties & Responsibilities**
+ Manages State Government Affairs strategy and execution for their assigned region to advance BI priorities with state and local government stakeholders.
+ Possesses a deep understanding of how to engage in a complex political-policy, and regulatory environment across their assigned region to influence policymakers and create a sense of urgency for achieving results.
+ Sets local strategy and manage their assigned state contract consultants to deliver results.
+ Advances BI therapeutic area objectives and public policy positions with state legislative groups.
+ Establishes and expands relationships with these groups (e.g., NALEO, CSG, WIG) to leverage our objectives.
+ Builds a coalition of local and regional stakeholders who are mutually aligned with our business objectives to help drive positive policy change.
+ Participates in leadership positions in local and national industry trade groups (e.g., PhRMA, BIO) or other stakeholder groups mfg. associations, business groups, chambers) to shape strategy and leverage their lobbying and influence to advance our priorities.
+ Creates and executes plans for Government Affairs to advance BI objectives for the asset team assigned.
+ Leads GAPP state government affairs engagement with the team to optimize revenue and patient access to BI products.
+ Communicates asset team objectives, priorities, and best practices to their state government affairs colleagues and acts as the state government affairs expert to the asset team for their assigned therapeutic area.
+ Lobbies state legislators, staff, committees, health departments, regulators, other government officials, and governors to advance BI's legislative and regulatory positions.
+ Mitigates and improves proposals targeting BI and the pharmaceutical industry.
+ Informs leadership of emerging state policy issues that would have a significant financial impact on our business, develops a political plan of action to address, and provides regular updates to senior leadership to inform the company's overall strategy and long-term financial forecast.

+ Bachelor's degree required.
+ Minimum of ten (10) years combined experience in government affairs in private, highly regulated industry or consulting firm.
+ Knowledge of pharmaceutical industry and related public policy issues is preferred.
+ Excellent verbal and written communication skills to convey complex and changing legislation, regulations, and the impact to BI.
+ Influencing and persuasion skills to successfully advocate our positions externally.

The Legislative Assistant will support the organization's advocacy efforts by assisting in legislative and regulatory tracking and research, stakeholder engagement, and policy analysis. The Director of State Government Affairs will provide direction, coordination and execution of State Policy and Government Affairs initiatives, and advocacy efforts, related to Organon's U.S. objectives. **Responsibilities**

+ At least ten years of experience in managing U.S. state government affairs issues and activities related to health care policy in multiple states with a minimum of four years of experience in the biopharmaceutical industry.
+ Demonstrated experience to develop and execute public policy and state legislative strategy.
+ Experience in analyzing state legislation and regulations.
+ Proven ability to build relationships with high-level executives in healthcare and/or in state government.
