Job Description
William Charles Construction, a MasTec Company, is in search of a Project Manager to support our Clean Energy & Infrastructure High Voltage Group. The Project Manager will be responsible for managing substation & transmission line electrical construction projects within the clean energy (wind & solar) markets from pre-construction to completion, while ensuring the project remains on schedule and within budget.
Must be capable of up to 75% travel (e.g. 3 weeks or 15 days per month) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Travel will be necessary to conduct the duties of this job, and the employee must have the ability to drive and have proper licensing.
You can be based in any city or state in the United States. This is a traveling position encompassing work sites in the assigned project area (Missouri, Indiana, Illinois). You have the potential to be placed on a project site located in any state throughout the US. We offer designated per diem in addition to base pay to support and help you cover living expenses during the travel rotation. A company vehicle and fuel card will be provided.

Responsibilities:- Establish site specific safety requirements in partnership with the safety team to ensure programs and policies are established and executed.
- Establish a Project Execution Plan in cooperation with the pre-construction and operations personnel to facilitate contract management/compliance, resource planning and tracking, procurement requirements, and critical path schedule management.
- Financial monitoring and reporting including cost monitoring, cost and revenue projections, change order logs, under/over-billing reports, invoicing. Maintain Project records.
- Manage the procurement of materials and subcontracts to include on-site management and, receiving, progress reporting, invoicing and committed cost management.
- Submit monthly cost to complete projections.
- Pre-construction planning with project team. Estimate review to understand strategies, risks, and opportunities.
- Review and procure any permits or licensing required.
- Project documentation including submittals, RFI’s, meeting minutes, work plans.
- Communication, both written and verbal, with contracting party’s and owner’s representatives.
- Project closeout including final documentation, invoicing, retainage release.
- Building relationships in local marketplaces.
- Interaction with project team, business leaders, and management.
- Other duties as assigned.
Project Manager I
- High School diploma or equivalent required (Bachelor’s Degree in Electrical or Mechanical Engineering, Construction Management, or related field. preferred). A combination of education & experience will be considered in lieu of a degree.
- 3 to 5 years of Medium/High Voltage substation and transmission line construction industry experience/knowledge of construction techniques, estimating and construction management.
Project Manager II
- High School diploma or equivalent required (Bachelor’s Degree in Electrical or Mechanical Engineering, Construction Management, or related field. preferred). A combination of education & experience will be considered in lieu of a degree.
- 5+ years of Medium/High Voltage substation and transmission line construction industry experience/knowledge of construction techniques, estimating and construction management.
Knowledge/Skills/Abilities
- Experience with Project Management systems, such as Procore, Build2Win, MS Project and/or P6 and, HCSS
- Strong analytical skills. Comfortable with Microsoft processing tools including MS Word and Excel.
- Ability to read and understand contracts.
- Detail oriented, good organization skills.
- Ability to communicate well with others, both written and orally.
- Strong leadership skills and experience managing project teams.
- Functional knowledge of job cost accounting.
- Thorough understanding of CPM scheduling.

Responsibilities:- Primary responsibility will be managing field operations and contract administration including safety, personnel, subcontract scheduling, material and equipment procurement and schedule
- Safety planning will play a critical role in all planning and field operations activities
- Contract management from the standpoint of identifying potential change orders, changes in scope, changes in field conditions, changes in ability to perform as bid with means and methods

- Weekly quantities completed accurately reported and compiled in Viewpoint
- Budget changes completed accurately on a weekly basis
- All change orders agreed and signed and reconciled every 30 days upstream to the customer and downstream to vendors and subcontractors
- Change order log updated to verify current contract amount
- Purchase order committed costs accurately tracked and recorded
- Other duties as assigned

Job Purpose
HALO Ops Engineer is a critical position for the HALO Wind Tunnel, this person will be responsible to execute wind tunnel data acquisition and analysis, facility health monitoring, and quality process development, with the assistance of more senior engineers. Given the unique conditions of wind tunnel, including the small number of tunnels in the world, tight constraints and non-automotive 3rd party customers, this position will require a highly technical skill set. All of these are necessary to Develop HALO into highly efficient, world class test facility.
Key Accountabilities
- Assist with planning and scheduling of the following: Operations tools/equipment/consumables purchases, Equipment upgrades, and Process upgrades.
- Working with Operations Leadership, troubleshoot and isolate problems with aerodynamic and aeroacoustics test performance or data quality. Assist with the Creation and proposal of technical solutions to any problems found.
- Works with customers and staff to
understand test requirements and plans activities necessary to deliver the required test conditions. - Assist with investigations of data collection equipment capabilities and analysis methodologies utilizing systems integration strategies.
- Assist with the preparation of moderately complex facility and test operation procedures, coordination of facility procedure and work instructions training, under the guidance of more senior engineers.
- Facilities Support: When available, assist HALO Facilities Team in order to gain an overall understanding of how the tunnel works to improve associate knowledge for the required tasks above.
Qualifications, Experience, and Skills
- Bachelor's degree (or equivalent) in Mechanical, Electrical, Aerodynamic, or Related Engineering
- 0-2 years of relevant experience, Co-op experience preferred
- Experience with MTS Rolling Road Systems, Siemens Acoustic Test System, Cosworth Data Acquisition Systems
Working Conditions
- Normal physical requirements (lift up to 50lbs), mobility in and around operating equipment, work with general hand tools and required PPE, ability to work overtime as needed to complete tasks and meet deadlines

Job Purpose
This is an entry level position to support the team to perform Offline Programming (OLP) utilizing simulation software and robotics knowledge to reduce new model introduction time. They will be responsible to support the team to minimize the negative impact to current model production while reducing online robot programming time for new model activity. The primary tools this position uses are robotic simulation, cycle time estimations and validating tooling design in the 3D CAD/CAE environment.
Key Accountabilities
- Execute new model offline simulation for individual process and tooling clearance checks, cycle time validation, and robot program download under the assistance of a mentor.
- Communicate with Engineering, Mechanical Design and Electrical Design on changes needed in order to successfully install Off Line Programming.
- Validate current production cycle time and troubleshoot countermeasures for improvement.
- Support online teach team consisting of internal and contract resources at a process level for Off Line Programming implementation and cycle time verification.
- Support of overall unit initiatives and support group level business plan goals.
- Create deliverables for Off Line Programming install or handoff to supplier.
Qualifications, Experience, and Skills
- Bachelor of Engineering degree in Robotics/Mechanical/Manufacturing/Welding/or Engineering Technology or an associate degree or equivalent work experience.
- 0 – 6 years of experience in robot simulation and/or robot programming, based on education.
- Off-line programming experience or experience with Fanuc and/or Yaskawa Motoman robotic programming
- Experience with Siemens Process Simulate software is preferred.
- Robotic/Automated equipment deployment experience.
- Strong communication skills, both verbal and written.
Decisions Expected
- Judge / estimate effective cycle time solutions.
- Support evaluation of new model specification to ensure spikeless introduction of new robotic solutions.
Working Conditions
- Combination office and plant floor.
- Must be willing to work hands-on.
- Willingness to work shifted work weeks, weekends and overtime when necessary.
- 20 to 25% travel both domestic and international.

About this Position:
The Technical Sr. Project Manager is a key member of an agile team and is responsible for maximizing the value delivered by the team by ensuring that the team backlog and priority is aligned with customer and stakeholder needs. As a member of the extended Product Management function, the PO is the team’s primary customer advocate and primary link to business users and product roadmap. This position is expected to collaborate closely with cross-functional (business and IT) teams to ensure their product aligns with user needs, is delivered efficiently, and meets quality standards.
Responsibilities include:
Product Management/Enhancements: Responsible for supporting the Agile team in delivering value while providing periodic updates to leadership.
- Work with key stakeholders to prioritize and manage product backlog, manage scope.
- Guides development of features that are broken down into well written stories.
- Work closely with development teams to translate requirements into actionable user stories.
- Ensure high quality product delivery by completing testing, reporting, and tracking of defects through resolution.
- Manage user communication and assist with defect resolution.
- Ensures user stories meet the Definition of Done (DoD).
Product Ownership and Contribution: Clarity of strategy to be able to clearly articulate the priority to the team.
- Guides roadmap activity for the product/system.
- Prioritize features and enhancements based on business value, market trends, and customer needs.
- Drives non-functional portion of product quality.
- Ensures the team focuses on value delivery for supported products/applications.
- Drives PI planning initiatives through backlog readiness and preparation.

Who we are seeking:
Required Work Experience:
- 3-5 years’ experience in Purchasing, Supply Chain or Technical field. Production Control and Supply Chain experience highly recommended.
Required Education:
- Bachelor’s Degree in Supply Chain, Purchasing or Technical field (i.e. IT, Engineering) or equivalent
Desired skills:
- Proven ability to manage large projects across multiple business departments.

Job Purpose:
The associate works with and/or may lead a diverse materials research team in coordinating/performing a full range of materials research, R-Theme project and work request activities relevant to departmental and organizational needs including Technical Pre-Investigation (TPI) in area of specialty, R-Theme project management, complex failure analysis testing and test development/execution support. As a technical expert, the associate conducts review and initial sign off on all test results in area of technical specialty. May coordinate/oversee the work of technical contractors. Work assignments are performed within defined latitude for independent judgment, problem solving and decision making as well as defined parameters for accuracy, quality, efficiency and compliance with time schedules and applicable policies, procedures, and regulations. Specific technical focus areas for the Materials Organics Group may include exterior trim and/or semi-structural resin parts; interior trim and coverings, and elastomeric-based chassis materials.
Key Accountabilities:
- Applies engineering principles/experiences and extensive knowledge and understanding of Honda vehicle designs/functionality to ensure new material technology sensing in area of specialty is comprehensively conducted using various methods of investigation including on-line investigation, networking with local and overseas colleagues, and collaborating with material and part suppliers to gather/analyze technological data, determine feasibility, and present findings to technical management.
- May act as Large Project Leader (LPL), Assistant Large Project Leader (ALPL) or Project Leader (PL) for assigned research projects, creating/managing project resources, overseeing/maintaining overall project schedule/budget/direction/progress including coordinating project targets with management, managing project work output of PLs and PICs, creating/updating material specifications and providing assistance or mentoring to PLs and PICs to ensure project quality/cost/specification targets are met.
- Creates thorough development and research plans, communicates direction to technical management as well as to other related function areas (design, test, purchasing, etc.), conducts checks/reviews for technical specifications, and prepares material strategies in consideration of global and regional priorities
- May act as department PL for assigned development models, either of significant derivative scope such as comprehensive regulation changes or significant styling/marketability updates or Full Model Change, participating in project team meetings, coordinating project resources to meet deadlines, initiating/proposing technical collaboration and negotiating strategically to gain acceptance of countermeasures to proposed design modifications.
- As PIC for assigned research and development projects, leads and/or conduct project testing & evaluation of design parts/manufacturing processes through activities including planning/executing tests, conducting failure analysis, analyzing test results, creating/revising material specifications, interfacing with design engineers to propose design changes/recommend countermeasures to ensure parts meet design specifications, and creating/presenting final reports to technical management.
- Leads new supplier qualification activities, directing activities including interfacing with laboratories selected to support project research, development, and/or testing to ensure new materials/parts quality standards are met and required documents such as confidentiality agreements/PRs are created/processed.
- Expands technical capability, provides ideas to improve efficiency at all levels of group/department and participates in strategic planning.
Qualifications, Experience, and Skills:
- Bachelor's degree in related discipline (e.g. Materials Science/Engineering; Mechanical Engineering; Chemical Engineering, Polymer Engineering)
- 8+ years of experience with BS or MS
- Mastery of skills and techniques in area of expertise. Working knowledge of functions related to areas of expertise
- Strong knowledge of HRA design processes and standards; strong skills in interpreting design drawings/layouts
- Strong interpersonal, communication, technical mentoring, and relationship building skills
- Excellent project management and process improvement skills
- Excellent negotiation and conflict resolution skill
Working Conditions:
- Travel: 1-2 times/month or more depending on project needs; includes possible international travel

Job purpose:
- Manages a portfolio of R&D projects using applied scientific and engineering principles in the area of advanced engineering and manufacturing technologies with both internal and external partners. Will be responsible for proposing new research activities and leading teams of cross-functional direct and/or indirect researchers in the execution of research activities.
