Description:
Jefferson County seeks a Paralegal for the Human Services Litigation Team of the County Attorney's Office. This team provides legal representation and advice concerning child abuse and/or neglect investigations, dependency or neglect proceedings, juvenile delinquency matters, adult protection investigations and proceedings, mental health cases, drug and alcohol commitments, public assistance applications and appeals, liquor license violation prosecutions, civil collections, child support services, records requests and subpoenas.
Under minimal supervision, this employee performs litigation paralegal work to support activities of the County Attorney's Office Human Services group. The ideal candidate must have strong interpersonal skills, excellent editing skills, be legal-minded, relentlessly detail-oriented, and be a team player. The candidate must also have the proven ability to take the initiative, move between diverse tasks with ease, and must thrive in a high-energy, collegial environment.
SCHEDULE:
This position has the potential to operate on a four-day, 40-hour work week (Monday-Thursday) or a standard work week (Monday-Friday). This position also offers the opportunity for remote work on some days of the week.
COMPENSATION:
Target Hiring Range: $32.00-$38.00 USD Hourly
Compensation will be determined based on education, experience and skills, as well as Equal Work for Equal Pay and budgetary considerations.

ESSENTIAL DUTIES:
This position involves assisting attorneys in all aspects of legal work and may include:
- Preparing legal files for court hearings
- Direct contact with the public, caseworkers, therapists, opposing attorneys, pro se parents, and the Court
- Filing time sensitive documents
- Assisting with trial preparation
- Preparing correspondence and a variety of legal documents
- Electronic filing of state court documents
- Drafting routine pleadings in state court

This employee is responsible for utilizing computerized data entry equipment to draft legal documents, establishing and maintaining electronic filing systems, tracking the progress of cases and answering inquiries pertaining to cases. Software usage includes Time Matters, Hot Docs, Microsoft Office Suite and Adobe Pro.
This employee has direct contact with County departments and outside parties so you must have strong interpersonal skills. The position requires strong communication skills, both verbal and written, and the ability to work as a team as well as work independently to complete tasks efficiently and accurately.

QUALIFICATIONS:
Minimum Qualifications:

This is an Open Career Service Human Services Program Analyst position with the Department of Health in Lee County.
This is a regional Human Services Program Analyst position with the HIV/AIDS program in Area 8. This position is responsible for the Linkage Re-Engagement Coordination (LRC) for Lee, Collier, and Hendry/Glades Counties. The incumbent is responsible for developing, implementing, and maintaining activities associated with linking newly diagnosed within 30 days of their diagnosis and re-engaging previously diagnosed HIV-positive individuals into the HIV/AIDS system of care within local Area/County. This position functions under the supervision of the Area 8 HIV/AIDS Program Coordinator and requires that the individual possesses a high degree of technical knowledge of diseases, healthcare services, principles and methods of epidemiology and the ability to collect, compile, and analyze data from a Data-to-Care standpoint. The LRC will also coordinate with HIV/AIDS providers and CBOS, local surveillance, STD, HIV prevention and care programs to assist with Data-to-Care linkage and re-engagement activities for the area/county. This position is classified as a sensitive position. Incumbent handles protected health information on a need-to-know basis following Department of Health, HIPAA and Information Security and privacy policy. Employee abides by State/Federal laws governing health information. Responsible to maintain confidentiality, security, privacy, and integrity of protected health information.
Patient Care:
- Coordinates with and act as a liaison to linkage and prevention specialist in Tallahassee to ensure Linkage to Care (LTC) assigned field records in the STARS database and the Linkage module are followed up on and closed out in a timely manner.
- Maintains a case load on assigned clients and participate in clinics to assist HIV diagnosed and exposed individuals with scheduling and transportation to and from medical appointments and other program related activities.
- Regularly monitors the status of all Linkage To Care (LTC) field records and lab reports for the region/all the seven counties and provide technical assistance and training to DOH and community partners to ensure the accuracy of linkage outcomes and timeliness of record closure.
- Ensures all assigned cases are linked to care within 30 days and proof of linkage such as labs, prescription or list of medication is attached or documented in the close section of the Linkage module.
- Acts as the primary contact for the HIV/AIDS Section Linkage Team and participates on regular linkage/re-engagement calls and provide regular updates to the HAPC and the HIV/AIDS Section on any successes, challenges, or changes experienced with linkage/re-engagement efforts.
- Coordinates with local HIV/AIDS surveillance and STD program staff to ensure Data-to-Care line lists are worked in a timely manner.
- Communicates regularly with surveillance, the HAPC, the DIS/STD and other staff to assist with linkage and re-engagement activities for area 8. Ensures information about each linkage/re-engagement is accurately documented and provided to surveillance staff for submission with the line list documentation once complete.
- Provides education to community partners, HIV/STD in service to medical providers as well as participating in community outreach to promote PrEP, nPEP, Test & Treat awareness
- Develops a Linkage and re-engagement strategy in conjunction with other members of the unit and performs home visits, hospital visits, jail visits, and school visits as needed, monitor medications, keep accurate records and educate the family on all aspects of current HIV care and prevention method.
- Promotes new strategies aimed at reducing the occurrence of new diagnosis and initiatives that support viral suppression.
- Work collaboratively with DOH clinics, local HIV Clinics and hospitals to coordinate access to Test & Treat, nPEP and PrEP services to discordant couples and other miscellaneous related duties as assigned.
- Attends conferences/educational programs and participates in local and regional patient care and prevention committees.
- Submits, statistical, and program reports. Maintains current knowledge base of HIV infection by attending/participating in designed conference calls, seminars and other educational programs.
- Provides referrals to providers as needed, i.e. HOPWA, counseling, home health, substance abuse programs, social and psychosocial services, physicians and specialty care, etc.
- Keeps accurate records and makes them available for periodic reviews. Prepares records, submits documents and reports as required. Ensures information about each linkage/re-engagement is accurately documented in program related database such as STARS, CAREWARE and the Linkage module.
- Collaborates and coordinates with HIV testing, ARTAS Coordinators, and Disease Intervention Specialist (DIS) staff at County Health Departments (CHD), public and private medical care providers, HIV case managers, community-based organizations (CBO), State and County correctional staff, community health center, and other HIV testing sites to promote linkage to care and re-engagement.
- Liaises with all DOH in the area, CBOs, Hospitals, and all other external providers with the end goal to support immediate Linkage to care services and ongoing education through all available means.
- Attends and participates in general staff meetings and staff development, such as team/staff meetings and in-service/ continuing education.

Essential Functions
Maintains complex general accounting books for a moderate size department or unit requiring the segregation of monies and expenditures into a number of accounts involving a combination of state and federal funds.
Monitors of agency's budget and periodically reports concerns to immediate supervisor.

Handles concerns and questions from vendors regarding payment, discrepancies, and resolves disputes in a timely fashion.
Responsible for Internal Cash Control Procedures for agency in collaboration with department supervisor.
Ensures internal and external auditing requirements are met in accordance with annual audit.
Ensures revenue received due to reimbursement, overpayments, etc. is reallocated to appropriate expense lines within agency budget.
Submits budget rollover requests in collaboration with supervisor.
Identifies and verifies proper revenue allocations with Finance for ACH funds.
Coordinates with Finance Department's liaison to assure compliance with County budgetary goals and initiatives.
Prepares contract control sheet for new and existing contracts as directed; places contracts on BOCC agenda/SIRE system for BOCC/County Manager authorization.
Tracks contracts during and after approval process.
Monitors contracts and related revenue, payments, and disbursements for contracted goods and services.
Reconciles contract control sheets to related general ledger accounts.
Periodically performs cost analysis to determine best pricing on goods and services for department assigned and makes recommendations for cost-saving measures (i.e., uniform vendors, telecommunication services, radio repairs, etc.).
Reconciles and prepares various reports, schedules, and notes for internal review, balancing and audit work and for external auditors.
Performs other related duties as assigned.
POSITION SPECIFIC DUTIES:
Human Services
Reviews project expenditures to determine that expenditures are properly charged and prepares necessary accounting and budget reports for departments within Human Services.
Maintains accounts involving varied and complex entries such as appropriations and allotment ledgers, budgetary control ledgers, and inventory control records, requiring application of specialized bookkeeping procedures.
Prepares specialized financial reports requiring the review of financial records to select pertinent information and submits these reports without review to administrative officials.
Gathers, selects, and compiles accounting, clerical, and statistical data in terms that are meaningful to management through accounts that reflect both costs on individual funds and develops cost comparisons.
Maintains and supervises the perpetual inventory system of books for a large agency requiring the pricing of goods purchased, manufactured, or resold; billing; keeping of inventory control accounts; and preparation of numerous financial and statistical reports.
Verifies and deposits daily cash funds collected by Human Services and completes the daily revenue report.
Interacts daily with all Human Services employees regarding pricing information, order requests, budgetary needs, invoice verification, and any other necessary needs for Human Services as a whole.
Works closely with department managers regarding budget, State reports, fiscal needs, etc.
Codes incoming revenue from grants, State funding, etc., and other revenue collected.
Prepares and reports all Human Services Department grants monthly. Reports the budgetary aspects of the grant to the appropriate grant vendor.
Executes all Agreement Addendums received with appropriate signatures.
Assists with the yearly Medicaid Cost Settlement reports, balancing the budgetary portion of the report, and coding the revenue received from the Settlement.
Balances CIP and Share the Warmth energy programs to the State system.
Prepares and submits documentation to complete the drawdown process of revenue reimbursement from the State for Human Services Department through at least one of the following methodologies: DSS 1571 Reimbursement or Public Health ATC Drawdown of Agreement Addenda funds.
Assists in the preparation of the annual Human Services budgets by reviewing trends and forecasting projections for the upcoming fiscal year. Recommendations are provided to the department director to assist the director in making budget decisions.
Processes ADP Plans to request State reimbursement of DSS hardware and software purchases before ordering equipment.
Assists in all fiscal audits for the Human Services Department by reviewing all documentation, retrieving information for audits, responding to questionnaires, participating in interviews with auditors, and acting as liaison between auditors and departments.
Completes journal entries to align revenue and expenses with the correct accounts.
Provides account information to the Compliance Coordinator for new contracts, contract renewals, and contract amendments.
May be responsible for managing the DSS Trust Accounts by receiving funds for which the department director is listed as a payee and making payments to various vendors to ensure the client's monthly living expenses are met.
Reconciles department accounts, department salaries, and trust accounts to maintain accurate records.
Assist Human Services Accounting Technician and serve as the backup to this position to ensure all accounting needs are met for the department.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Associate's Degree from an accredited university, and three (3) years of related experience; or equivalent combination of education and experience.

PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, printers, copiers, facsimile machines, calculators, etc. Must be able to exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. WISCONSIN RETIREMENT: Employees expected to work less than 1200 hours per year will not receive this benefit. If an employee works 1200 hours, is employed for at least one year, and is not under 20 attending high school full-time. The employee will be expected to pay the employee portion. Walworth County will pay employer required contributions pursuant to state law.
