POSITION DESCRIPTION

The Law Graduate for Immigration Services at Instituto del Progreso Latino will provide qualified assistance and support to legal staff and DOJ Representatives. This support includes filling out applications for TPS and asylum cases, reviewing N-400 forms as requested, and filing updates or follow up appointments for TPS, N-400, and adjustment of status, U visa, T Visa, VAWA, among other immigration matters. The Law Graduate for Immigration Services will interview clients and fill out the forms listed above under direct supervision of a qualified attorney. The Law Graduate who joins Instituto will be expected to assume the following responsibilities:


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Interview clients (predominantly Spanish speaking) to assist DOJ Accredited Application Specialist and Staff Immigration Attorneys determine eligibility for legal remedies.
  • Assist in filling out applications such as TPS, Asylum, Change of Venue, N-400 as requested, and assure that applications are completely and correctly filled out, and have all needed supporting documentation.
  • Prepare cases for interview or hearing, including drafting legal papers, conducting client advocacy, presenting evidence, etc. in accord with the Code of Professional Responsibility for the legal profession.
  • Carry a volume of work as required by the department.
  • Develop and implement case strategies.
  • Collaborate with Staff Immigration Attorneys, other staff Law Graduates and DOJ Accredited Application Specialist on their immigration law caseload;
  • Monitor changes to immigration law, regulations and policy. Prepare for significant changes in immigration law and their impact on client services.
  • Represent Instituto at community functions, and at other events as requested; May conduct Know Your Rights presentations or in person and virtual community workshops.
  • Provide intakes at off-site partnering organization immigration clinics, including downtown Chicago on a regular basis.
  • Remain current on immigration law, policies and procedures.
  • Remain current on implications of criminal and civil law as it applies to the representation of immigrants.
  • Develop and maintain professional relationships with government and social service organizations and community organizations as necessary or as requested.
  • Perform other responsibilities as assigned by supervisor.

QUALIFICATIONS, EXPERIENCE/EDUCATION

  • Pass the Juris Doctorate Degree coursework.
  • At least one year of internship or assisting attorneys with a preference in immigration and/or human rights law.
  • Self-motivated and committed to civil liberties advocacy.
  • Demonstrate ability to work cooperatively on a variety of projects with lawyers, other staff members, and diverse community organizations and coalitions.
  • Demonstrate team-player with exemplary interpersonal skills in collaborating and communicating with others.
  • Ability to succeed in a fast-paced nonprofit start-up environment.
  • Fluency in Spanish strongly preferred.
  • Must be able to work on site at Instituto del Progreso Latino or travel to downtown Chicago on a weekly basis.
  • Excellent writing and analytical skills.
  • Ability to communicate effectively in legal and non-legal settings with a wide range of individuals and organizations.
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations.

Scope of Work

The IRC is recognized by the U.S. Department of Justice to provide immigration legal services. Some of our services include filing applications for adjustment of status (i.e. green cards), naturalization, and family reunification for refugees, asylees and immigrants. Interns will gain experience working at an internationally recognized non-profit organization and a first-hand look at the basics of immigration processes and procedures.

Le arning Objectives

  • Gain exposure to the challenges and opportunities for providing nonprofit immigration legal services.

  • Learn basic policies and procedures of the United States Citizenship and Immigration Services (USCIS) and Department of Homeland Security (DHS).

  • Learn practical methods to fill out USCIS immigration forms, to organize and provide supporting documents, and to help clients write financial affidavits for fee waivers, affidavits of birth, and affidavits in response to USCIS requests for additional evidence. Practice and apply basic interviewing techniques to conduct client intake forms, including methods to develop trust with clients, ensure complete disclosure, and identify red flags while gathering information.

Responsibilities

  • Under the guidance of IRC immigration staff, meet with clients to assist with specific applications and forms.

  • Track, file and mail relevant documents, applications and notices of action; maintain immigration databases.

  • Ensure that translation services for immigration processes and procedures are provided in a language that is accessible to clients during intakes and application completions.

  • Assist with special research or other projects.

  • Other tasks and related duties as assigned.

Position Details

• IN-PERSON: Fall 2025 internships will be in-person or remote. This includes a combination of standard office environment, remote work, and field time within the greater Baltimore area.

• DATES:Internships start with a required in-person orientation on Wednesday, October 9th, 2025 (approx. 9:30 AM – 3 PM) at the IRC Baltimore office. Regular weekly hours start the week of October 13th, 2025, and will continue through January 23rd, 2025 (15 total weeks).

• HOURS:Internships require a minimum of 15 hours per week for 15 weeks. Interns should be able to come to the office at least 1 day per week.

• LAPTOP:Interns will be issued an IRC laptop for the duration of the internship to perform both remote and in-office responsibilities.

• REIMBURSEMENT:Internships with the IRC in Baltimore are unpaid. University credit may be arranged. Fall 2025 interns are eligible for per diem reimbursement at the rate of $15 per day (defined as 7.5 hours) to offset the costs of food and travel of the internship. Interns may also be reimbursed for mileage driven for any approved activities (based on round-trip mileage from the IRC office).

DEPARTMENT SUMMARY: The Legal Services Department provides trauma-informed and client-centered holistic services, including consultations, representation, legal advocacy, and safety planning to members of the LGBTQI+ communities, with a focus on serving transgender, non-binary and intersex adults, immigrants at-risk of deportation, and youth and seniors at risk of homelessness. Our clients are predominantly BIPOC survivors of violence and discrimination, including domestic violence, sexual assault, stalking, human trafficking, hate crimes/incidents, and police/government misconduct. We have 3 inter-related projects: Community Legal Clinics, Immigration Law Project, and Homeless Youth and Housing Rights Project. At the center of our work is Survivor Services, with which all our projects work closely, and which includes the Legal Advocacy Project for Survivors/Anti-Violence Project. All clients are served at multiple locations, including: the Trans Wellness Center in Koreatown, Mi Centro in Boyle Heights, Center South in Leimert Park, and the Village and the Youth Center—across from each other in Hollywood.

JOB SUMMARY: The Immigration Law Project Attorney will provide comprehensive, trauma informed legal services to LGBTQ+ immigrant survivors of domestic violence, sexual assault, human trafficking, and other violence based upon identity. Under the supervision of the Immigration Law Project Manager, and working closely with Survivor Services, responsibilities include handling all aspects of a significant immigration client caseload before EOIR and USCIS; recognizing and triaging the needs of clients within the context of available resources, both within and outside the Los Angeles LGBT Center (Center); and being responsive to community and institutional needs. Presence on- site and/or at community partner locations 4 days a week is required.

ESSENTIAL FUNCTIONS:

Direct Client Support

• Manage a significant immigration client caseload by directly providing comprehensive trauma informed legal services to LGBTQ+ immigrant survivors of violence, including domestic violence, sexual assault, and human trafficking, as well as caseload of defensive cases before EOIR at the various regional Immigration Courts.

• Conduct conflict-of-interest checks, over-the-phone and in-person immigration intakes and consultations, prepare applications, obtain supporting documents, conduct research, prepare briefs, and represent clients at interviews and before EOIR and USCIS.

• Provide removal defense to LGBTQ+ immigrant survivors detained by the Department of Homeland Security at local detention facilities, including providing remote parole/bond support to those detained in remote facilities.

• Work in collaboration with Survivor Services staff, as well as mental health, healthcare, and youth services providers in furtherance of providing LGBTQ+ immigrant survivors with coordinated legal services that are holistic, client-centered, strength-based, and trauma-informed. This includes doing legal work to advance the protections provided by U-Visas, T-Visas and VAWA.

• Provide immigration consultations, intakes, and legal screenings at different office locations of the Los Angeles LGBT Center and within community centers and spaces around Los Angeles.

Community Outreach

• Attend and convene meetings and community events to develop, sustain and strengthen new and existing coalitions and collaborations with immigrant legal service providers, immigrant advocacy organizations, victim support agencies, social services providers, and government agencies.

• Develop, sustain, and strengthen educational outreach to immigrant communities.

Program Support

• Assist with writing grant proposals and reports, conduct supportive research to help sustain and strengthen the project, and partner with internal Center resources to strengthen media presence.

• Daily attention to administrative and operational responsibilities to ensure reporting compliance, including detailed and comprehensive data collection.

• Participate in meetings within the Legal Services Department, throughout the Center, and with external entities.

• Other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of or experience working with the LGBTQ community and familiarity with issues of particular relevance to LGBTQ people.

A passion for the Center’s work and its mission to make the world a better place for LGBTQ people.

Active member in California State Bar or another state bar.

Verbal and written fluency in Spanish and English.

3 years of experience with managing a significant immigration removal defense client caseload, including substantial litigation experience.

3 years of experience in a non-profit setting, in providing trauma-informed, empathetic, and culturally responsive direct legal services to members of LGBTQI+ BIPOC communities, including transgender communities, who are survivors of domestic violence, sexual assault, human trafficking, hate crimes and other violence. This requires both an understanding of the unique issues facing these communities, and experience in ensuring client safety, autonomy, agency, choice, and empowerment.

Organizational and time management skills, including the ability to balance and prioritize multiple responsibilities, including providing direct legal services, data inputting and grant reporting, and other administrative tasks that require attention to detail.

Demonstrated commitment to self-care.

Excellent communication skills, both verbal and written, with the ability to effectively convey complex legal information to clients, staff and volunteers who are not attorneys; and experience in giving presentations/trainings.

Experience in being part of, creating and sustaining inclusive and engaging workplaces that promote positive interactions, trust, and collaborations with clients, team members and volunteers in a multicultural environment that includes diverse races, ethnicities, nationalities, sexual orientations, gender identities, gender expressions, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities.

The Senior Staff Accountant works alongside other accountants under the supervision of the Financial Controller.
