+ Provides opinions and presents arguments to DOJ staff, including the Special Master, on specific cases to showcase/illustrate the decision-making process given the circumstances of specific claims.
+ Helps manage policy updates, VCF FAQs, and Standard Operating Procedures as required by the needs of the program change. Creates and finalizes DOJ standard operating procedures and workflow process policy for review and approval by Special Master. Implements and presents training, to others include peer reviewers as well as the client attorneys and team.
+ Serves as the principal attorney for resolution of assigned claims that often involve unique and very difficult legal questions, or factual issues.
+ Reviews claims that require evaluation and interpretation of one or more of the following, which require a high order of original and creative legal judgment and effort to obtain a reasonable balance of conflicting interests: application of statutes, laws and regulations.

+ Identifies the need for, formulates, and presents training on policy issues and issues arising within individual claims or in groups of claims to both claim review staff and VCF's operational components (helpline, intake, correspondence, quality review, reassessment teams, and appeals scheduling).
+ Works independently with the oversight of the Lead Project Manager but primarily interfaces with the client to accepts assignments.
+ Assigned special projects - examples include serving as law firm SME for claimant portal issues, serving as a liaison for Federal Law Enforcement/FBI claims, serving as a liaison with Survivor community, etc.
+ Activities in support of Appeals process:
+ Provides support for the appellate process if a claimant appeals an eligibility denial or seeks to challenge the amount of the award.
+ Identifies the questions presented by the appeal, analyzes the appellate issues to make a preliminary recommendation, suggests which appeals should be converted to amendments, and/or formulates questions for the Hearing Officers to ask at the hearing.

The SEC's Division of Enforcement utilizes a variety of data that contain current, historical and future information about sensitive public company data, mutual fund data, and trade/quote data.
**Responsibilities**
+ Assists attorneys with all phases of the litigation process.
+ Performs complex legal research for trial staff.
+ Reviews documents for relevance and privilege
+ Compiles case materials.
+ Assists in the preparation or prepares draft legal documents such as motions, briefs, memoranda of law.
+ Organizes information for legal forms and documents including complaints, declarations, discovery requests, responses, and other pleadings.
+ Conducts complex legal research and analysis for trial staff.
+ Reviews evidence, takes witness statements, and assists in trial preparations and investigations.
+ May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
+ Travel may be required.
+ Other duties as assigned
**Qualifications**
+ Law Degree from an ABA-accredited law school
+ Passed the bar exam in one of the 50 U.S. States or the District of Columbia.
+ Minimum six (6) years of relevant experience to include litigation and trial.
+ Ability to provide a favorable credit history.
**Knowledge, Skills and Abilities**
+ Proficient with Microsoft Office programs, including Word, Outlook, Excel, and PowerPoint
+ Proficient legal software such as LexisNexis and/or Westlaw.
+ Possess exceptional oral and written communication skills.
+ Possess knowledge of federal and state court systems.
+ Litigation and trial experience to include interviewing witnesses.
+ Ability to prepare legal documents; to interpret and apply laws, rules, and regulations.
+ Must have experience conducting legal research and knowledge of e-discovery procedures and resources.
+ Possess a keen sense of accountability and taking ownership over projects.
+ Must be a critical thinker who displays a high level of accuracy and attention to detail in preparing work product.
+ Ability to work effectively in an extremely pressured environment independently and as part of a team.
+ Ability to work concurrently on a variety of projects, flexibility in shifting focus.

Positions are available throughout the Riverside County, with special consideration being given to filling priority vacancies in the Coachella Valley Office and the Colorado River Office. Incumbents in this position are expected to work approximately a 40-hour work week.
This position is primarily open to students who are enrolled or are currently in their final year of law school in an accredited Juris Doctorate (JD) program, or in an accredited Master of Law (LLM) program, or who have recently graduated from an accredited JD or LLM program, and are first-time testers who are expecting, or are waiting results for, the California State Bar Exam scheduled in either February or July of 2025.
Depending on the area of assignment, the Law Clerk II is a natural progression underfill for the classifications of Deputy District Attorney I. Incumbents are expected to promote to the Deputy District Attorney I after obtaining the necessary requirements. Failure to promote will result in incumbents being returned to their former County classification or new hires being released prior to the end of their probationary period.

• Prepare drafts and legal memoranda summarizing studies of court decisions, state statutes, County Ordinances, and legal opinions, review pleadings, deeds, and contracts.

OPTION III
Education : Students who are enrolled or are currently in their final year of law school in an accredited Juris Doctorate (JD) program, or in an accredited Master of Law (LLM) program, or who have graduated from an accredited JD or LLM program.
Exam : Testers who are expecting to take, or awaiting results for, the California State Bar Exam scheduled in either February or July of 2025.
Experience: Previous intern or Law Clerk with the County of Riverside Office of the District Attorney, or current active bar license in another jurisdiction.
Other Requirements
License: Must be eligible to obtain a valid California Driver's License.
Knowledge of: Principles of civil and criminal law and their application; legal research methods and techniques; preparation of briefs and opinions; resources available in a law library; trial and hearing procedures and rules of evidence; county government functions and legal responsibilities.
Ability to: Perform legal research; analyze legal problems; prepare drafts of legal documents; present states of fact, law, and argument clearly and logically in written and oral form; work cooperatively with others.
