The Executive Director of the West Region serves as a member of the State and Local Government Relations (SGR) leadership team and oversees a staff of regional lobbyists representing the firm's interests before state and municipal governments. SGR monitors legislative activities, analyzes policy and political trends, educates state and local public officials on issues of shared interest, collaborates with the firm's lines of business and internal clients about emerging issues, and develops the advancement of public policy priorities impacting the firm and our clients.
As an Executive Director of the West Region within State and Local Government Relations team, you will play a critical managerial role for the SGR team, providing senior-level guidance, support and connectivity with cross-line of business senior executives. Working alongside Corporate Responsibility (CR) colleagues, you will be responsible for the overall CR strategy, leadership and people management in market.
Job responsibilities

  • Manage a team of Regional State and Local Government Relations Managers and Associates, providing senior-level support and strategic guidance in the development and execution of advocacy strategies and legislative outreach
  • Set and drive prioritization of markets and activities within the region to achieve core objectives and drive the market business planning processes within each priority market
  • Manage response to negative social or political events/issues as they arise in market
  • Liaise with Market Leadership Teams, Regional Communications, Business Resource Groups, and other internal stakeholders to drive coordinated engagement strategies and minimize reputational and social risks for the firm

  • Collaborate on strategy with Community Engagement and Global Philanthropy Regional Executives; regional communications colleagues; and Market Leadership teams
  • Provide oversight of regional Political Action Committee (PAC) spending and strategy
  • Contribute to a culture of prudent risk management and adhering to the requirements of the firm's control environment

The ideal candidate will serve as a trusted advisor to state public policymakers and government IT professionals, enabling sales opportunities, fostering relationships with government officials and advocating for policies that support innovation and digital transformation.

Key Responsibilities

  • Develop and implement comprehensive government affairs strategies to advance SAP’s interests at the state and local governmental levels within the U.S. Western region.
  • Monitor, analyze, and influence legislative and regulatory developments impacting SAP America’s operations, including areas such as IT modernization, artificial intelligence, cybersecurity, privacy, cloud computing, sustainability, taxation, procurement, and supply chain management, among other issues.
  • Cultivate and maintain relationships with key state and local government officials, including governors, legislators, mayors, and regulators, to advocate for SAP’s policy positions and business objectives.
  • Work closely with SAP’s SLED Public Services teams to identify potential sales pipeline opportunities and support the adoption of SAP solutions within public sector entities.

What You’ll Do

Our Managing Partners are responsible for Gartner Consulting’s relationship with a portfolio of Gartner accounts within Public Saftey and Justice Industry based on the West Coast.

As a Managing Partner, you’ll advise clients at the highest strategic level with both big-picture and tactical guidance on how technology enables a wide range of business outcomes. Your main goal is to develop compelling proposals and corresponding business plans that marry Gartner’s key insights to clients’ critical business objectives and help them: achieve mission critical objectives; develop best of breed Transformation strategies; reach their organizations’ strategic goals.

You will articulate to clients (CIOs, CTOs, CEOs, CMOs, CDOs and other business leaders) the breadth and depth of Gartner Consulting Solutions; Drive strategic deals in key accounts with repeatable potential.

Lead pursuit development efforts; Build accounts over time, by shifting from transactional activity toward a business stream driven by growing client relationship and trusted advisor status; Execute account planning

What you’ll need:

  • A strong passion for the Public Safety and Justice domain
  • Experience within a well-regarded management consultancy in a project delivery and sales capacity
  • Prior experience in a problem-solving capacity such as a solution/technical architect or analyst preferred
  • Thorough understanding of the full criminal justice process from arrest to charging, disposition and corrections, including the agencies involved, statutory responsibilities and constraints, and policy level priorities such as reduced recidivism, enhanced accountability, use of diversion and improved equity and access to justice
  • Ability to persuasively communicate with executive and elected criminal justice agency leadership by aligning IT initiatives with criminal justice strategic and policy priorities
  • Subject Matter Expertise in Integrated Justice Information Systems (IJIS) including inter-agency governance alternatives, data sharing architecture alternatives, integration implementation challenges, and practical use of national standards
  • Subject matter expertise in three or more designated criminal justice application areas (court CMS; court e-Filing; prosecution CMS; public defense CMS; police RMS, police accountability (EIS, UOFS, complaints); criminal history), inclusive of:
    • Vendor market insights including leading, emerging and declining vendors and associated trends
    • Business capabilities and associated functional requirements
    • Architectural alternatives contextualized to agency needs and vendor offerings such as on premises and SaaS deployments, low-code platforms, etc.
    • Solution implementation strategies and risks inclusive of phasing approaches, governance and data migration
    • Conceptual understanding of data structures and data integration approaches
    • A consistent track record of growing and leading people and building high-performing teams that leverage technology to drive the mission-critical priorities of commercial or government entities
    • An ability to inspire and motivate professionals from both technical and non-technical backgrounds towards a common goal

    Gartner believes in fair and equitable pay. A reasonable estimate of the base salary range for this role is 184,000 USD - 248,000 USD. You will also interface with customers to develop key features. Responsibilities include: Develop customer-facing ChatGPT and OpenAI API features on-premises and in the cloud.
