Job Description

The Vice President of Public Policy serves as the principal staff for state government affairs and chief lobbyist in California, representing the Alzheimer’s Association before California’s legislature, governor, relevant state agencies, community stakeholders and coalitions, and on statewide task forces and work groups; and (2) oversees grassroots engagement and volunteer recruitment in support of the Association’s state and federal public policy priorities. This position is responsible for implementing the Alzheimer’s Association’s coordinated state policy priorities including issues related to Medicaid, long-term care, training standards, aging, and workforce and serves as a registered lobbyist with the state. The VP of Public Policy reports to the Regional VP of Northern CA Northern NV and represents the Alzheimer’s Association's California chapters.

Responsibilities

  • Plan and execute a multi-year state legislative and regulatory agenda including a robust gubernatorial and state agency engagement strategy, with a focus on implementation of the Association's state policy priorities, in collaboration with the National Public Policy Office in Washington, D.C.
  • Ensure compliance with the Association’s approved state lobbying compliance vendor and internal tracking system by all Association staff in the state who may be required to register as a lobbyist.
  • Role operates within a matrix reporting structure, requiring close collaboration with multiple stakeholders across different functions and locations
  • Oversee the planning and execution of the Association’s annual State Advocacy Day event at the state capitol.
  • Develop and grow relationships with state legislators, other state government officials and community stakeholders, ensuring the Association is represented on relevant statewide task forces, workgroups, committees and coalitions.
  • Draft bills and regulatory language, secure bill sponsors, and testify regularly before state legislative committees on the Association’s behalf as needed. Oversee bill tracking in the Association’s approved tracking system.
  • Identify opportunities for grassroots engagement on state issues and direct the execution of state-level advocacy activities including office visits, volunteer testimony before committees, and earned and social media, in coordination with the state government affairs staff.
  • Responsible for implementing the nationwide priority objectives such as the Nationwide State Policy Priorities (NSPP) and in the National Strategic Implementation Plan (SIP), and strategic planning goals for federal and state policy.
  • Initiate, support, amend and/or defend public policies (legislative, regulatory or budget action) that support individuals and families affected by Alzheimer’s and other dementias. Recommend official Association positions on proposed bills, budget language and regulatory changes in collaboration with the National Public Policy office in Washington, D.C.
  • Manage the Association’s chapter/state budget in support of federal advocacy campaigns and government affairs activities within the state.
  • Oversee the recruitment, engagement and strategic mobilization of volunteer advocates including one Alzheimer’s Ambassador and two or more Alzheimer’s Congressional Team members in every congressional district on federal priority issues, in coordination with the Association's National Public Policy Office.
  • Ensure that all policy engagement is reported and appropriate staff are fully implementing the federal advocacy campaigns and strategies.
  • Ensure at the federal level that all appropriate staff are up-to-date on training and reporting in the internal Public Policy online portal, including elected official engagement and lobbying compliance.
  • Oversee the planning and execution of town halls and other community events with members of the state’s congressional delegation.
  • This position will supervise the Northern California and Nevada public policy teams and has dual oversight of the Southern California advocacy team.

Qualifications

  • Bachelor’s degree required or equivalent experience
  • 10-15 years experience working in state government affairs setting; as a state legislative staff person; or as policy staff in the governor’s office or relevant state agency, preferably in California.

Knowledge, Skills and Abilities

  • Has current contacts within the state legislature and executive branch, and with potential partners and collaborators in California.
  • Understands, and has experience with the legislative, regulatory, and budget process in California.
  • Experience working on issues pertaining to Medicaid, senior, aging, health, and long-term care issues.
  • Political or issue advocacy campaign experience desired.
  • Experience in volunteer recruitment, volunteer management, and/or working with volunteers is a plus.
  • Demonstrates the ability to anticipate, identify, organize, and analyze public policy opportunities.
  • Possess excellent written and oral communications skills.
  • Detail-oriented, adaptable, organized and able to successfully manage multiple projects and tasks.
  • Proven self-starter with excellent judgment and careful attention to detail.
  • Strong negotiation skills.

The ideal candidate will have a minimum of 5 years of administrative support experience in a law firm or professional service firm and will be able to work closely with a diverse group of professionals in a fast-paced environment.

Please note that our DC office is currently scheduled to be in the office a minimum of 4 days a week. The weekly work schedule will be mutually agreed upon to allow for best commute, preferences, etc.

Specific duties include, but are not limited to, the following:

Responsibilities

  • Compose general correspondence, reports, memoranda, spreadsheets, expense reports, and complex documents that may require advanced word processing skills. This includes, but is not limited to, the following:
    • Complete Lobby registrations
    • Complete Lobby reports
    • New client engagement letters
  • Demonstrated ability to manage dynamic calendars, schedule meetings, business trips, prioritize conflicting appointments, sensitive client matters, and prepare mailings.
  • Proven experience in coordinating and managing complex scheduling.
  • Exceptional proofreading skills - both for substance and formatting.
  • Assist with invoicing matters, especially monthly billing, mid-month accruals and estimates.
  • Experience with International travel and working with time zones. Arrange all travel reservations and prepare all travel expense reports.
  • Transcribe legal documents, correspondence and reports from rough draft, dictation, or transcription.
  • Open new files, request conflict of interest checks with appropriate department and maintain all client and general files.
  • Keep files and filing up to date for each client/matter.
  • Conduct periodic review for possible storage of older files; prepare files to be closed.
  • Prepare PowerPoints and presentation materials.
Requirements

  • Minimum of 5 years of administrative support experience in a law firm or professional services environment supporting multiple professionals.
  • Excellent project management skills, organizational skills, and ability to manage competing priorities.
  • Ability to prioritize workload; must be able to work effectively in pressure situations under deadlines.
  • Must possess a high level of professionalism and interpersonal skills to be able to work well with partners and employees and maintain information in the strictest of confidence. Required to use tact and diplomacy when dealing with others.
  • Must have ability to compose documents in the appropriate business style using correct grammar and spelling; ability to communicate clearly using proper grammar and diction over the telephone; ability to proofread typed material for grammatical, typographical, or spelling errors.
  • Intensive document organization and preparation skills required.
  • Proficiency in Microsoft Office (Word, PowerPoint, Outlook, Excel), Adobe Acrobat, and Kofax Power PDF Advanced.
  • High School diploma or equivalent work experience required.

I. MAJOR FUNCTION:

The Director of Public Policy and Government Affairs develops and leads NASW’s public policy and government affairs portfolio with the goal of advancing legislation and public policies that support the social work profession and the individuals, families, and communities’ social workers serve. The Director manages NASW’s Public Policy and Government Affairs Department, collaborates with NASW departments and chapters and with coalitions, government officials, and other stakeholders to develop and implement public policies that advance the social work profession, and is responsible for integrating NASW’s public policy and government affairs agenda into NASW’s overall mission, goals, and priorities. This Director Supports NASW’s DE&I initiatives by helping to translate its organizational vision for DE&I into organization-wide planning, systems and policies that are designed, implemented, and regularly reviewed for equity and inclusion.

II. BASIC DUTIES & RESPONSIBILITIES:

  • Leading and overseeing NASW’s public policy advocacy efforts, including building relationships with Congressional offices and Administration leaders to advance legislation and public policies that support the social work profession, overseeing advocacy days and other advocacy-related events, overseeing NASW’s lobbying activities, ensuring compliance with all FEC lobbying rules and regulations, and supervising staff leading NASW’s political action committee’s fundraising and endorsement efforts, partnering with chapters to identify, assess, strategize, and advocate on relevant public policies, and other activities as needed to advance NASW’s public policy agenda
  • Supervising department staff, monitoring workflow and accomplishments of the department, and facilitating a collaborative, innovative, teamwork-based atmosphere within the department
  • Working with department staff to provide guidance and support to NASW chapters on state advocacy efforts
  • Collaborating with other directors in the Programs division to promote efficient, effective, and coordinated work within the division
  • Collaborating with NASW chapters, staff, and other stakeholders to analyze and pursue public policy opportunities that advance the activities and goals of the social work profession (and to develop strategies to oppose those that are contrary to the activities and goals of the profession)
  • Leading the team on the development and dissemination of NASW’s federal public policy priorities and updating work on those priorities on a regular basis
  • Working with NASW chapters, Executive Office, Press, and Delegate Assembly to revise the Social Work Speaks process so that it supports the social work profession in a concise and timely manner
  • Representing NASW at key legislative and coalition meetings, participating in coalitions to advance public policies relevant to the social work profession and the people social workers serve, and overseeing coalition participation by department staff
  • Working with NASW’s Chief of Programs, other departments, and chapters to develop and implement a strategy to pursue grants and federal appropriations for the social work profession
  • Overseeing NASW’s contract with its government affairs and public policies consultants and ensuring that all strategies and deliverables of the contract are met in a comprehensive and timely manner
  • Leading the re-design and implementation of NASW’s Social Work Policy Institute, a think tank that enhances connections between research, policy, and practice through convening of experts, development of policy briefs and briefings, and hosting of symposia to advance the social work profession
  • Developing strategies to continuously build NASW’s government affairs team and its visibility, reputation, and expertise on Capitol Hill
  • Speaking at professional conferences and chapter meetings and on webinars and conference calls to present NASW’s public policy goals, strategies, and activities
  • Collaborating and strategizing with NASW’s Communications department to ensure legislative and public policy updates are publicized as strategically and as timely as possible
  • Monitoring legislative and regulatory updates relevant to the social work profession and disseminating those updates in a timely manner
  • Keeping NASW’s advocacy webpages updated on a regular basis
  • Managing and mentoring department staff and promoting collaboration with other NASW departments and chapters
  • Developing and managing the department’s budget, including monitoring and approving all staff travel and expenses
  • Other duties as required to meet the goals of the department and NASW.
  • III. MINIMUM WORK REQUIREMENTS:

    Knowledge:

  • Master’s degree from an accredited School of Social Work required, with an emphasis on macro social work preferred
  • Understanding of public policies that impact the social work profession such as licensing, reimbursement, telehealth, and student loan debt relief, and of public policies that impact issues social workers work on such as mental health, child welfare, poverty, health, and social justice
  • Knowledge of federal/state legislative processes including Congressional committees, bill sponsorship processes, appropriations and of federal regulatory bodies and regulations
  • Demonstrated Knowledge of political action committees, candidate endorsement and fundraising rules, as well asnd FEC lobbying and reporting requirements
  • Demonstrated knowledge of the legislative and political environment impacting social work policy.
  • Skills:

  • Ability to lead and manage work in a fast-paced, fluid environment with competing interests and requirements.

  • Five to ten years’ experience managing a complex department and supervising professional staff and multi-disciplinary teams
  • Experience working in a union environment (preferred)
  • Prior experience field organizing and working with complex multiple entities such as 501(c)(3), 501(c)(6) and Political Action Committee (PAC) (preferred)
  • Prior experience working in a professional association with multiple state chapters (preferred)
  • Prior experience working with appropriations and other fundraising/grant-related processes (preferred)
