Job Description
This is a management position which involves responsibility for supervising and inspecting the work of skilled and unskilled maintenance personnel who are engaged in a wide variety of bus maintenance, servicing, and repair activities and inventory management.
Examples of Duties
- Responsible for directing all procurement activities; plans, assigns, supervises and assists employees in the procurement, receipt, storage, issuance, and delivery of a large and varied stock of equipment, parts, and supplies required for maintenance and repair of public transit vehicles and property. Most procurement will be done through the CTTRANSIT Hartford division.
- Supervises and maintains a perpetual inventory, conducts cycle counts, preparation of requisitions and processing of accounts payable; directly or through subordinates, verifies receipts, processes transmittals, prepares regular and special reports, plans and implements storage spaces and security of stock; consults with manufacturers' representatives and transit officials concerning stock planning, product improvements and purchasing procedures; trains subordinates in store keeping procedures, inventory controls and equipment nomenclature.
- Semi-annual parts inventories are conducted, warranty parts are tracked and processed as appropriate and special parts being tested are tracked as needed.
- Responsible for direct supervision of Hartford Parts Clerk including assigning and tracking work assignment.
- Responsible for ensuring Parts room area is kept clean and organized manner.
- Maintain tire inventory and level for Hartford, New Haven and Stamford.
- Supervises the maintenance, servicing and repair of heavy duty diesel, hybrid, and electric powered passenger buses and other equipment in a CTtransit maintenance repair facility; supervises the maintenance, repair, rebuilding and painting of all public transit vehicles and accessories including fare boxes, interiors, seats, glass installation and air conditioning; confers with subordinate mechanics and unskilled employees regarding work load and technical maintenance matters; trains and assists subordinates in repair and installation procedures, when required.
- Assists with planning and assigning work according to priority and facilities available; receiving work requests; supervising performance of technicians; road testing equipment and approving completed work; recommends disciplinary action to department superiors; examines equipment in the field and shop; approves replacements and major repairs; recommends the purchase of parts and service equipment; and is responsible for recording all labor descriptions of the completed work.
- Supervises the servicing and cleaning of buses including vault pulling, fueling, checking of fluid levels, interior cleaning, exterior washing, and bus movements and storage locations. Supervises the bus pullouts.
- Assists in the design, construction and modification of special equipment and maintenance devices; inspects work in progress and reviews service records, work orders, and parts requisitions; assists mechanics engaged in maintenance operations; receives verbal and written reports from bus operators concerning vehicle defects and general performance; assigns road call personnel and oversees reporting systems; and all other duties as required and assigned.
- Work cooperatively with all levels of personnel.
- Attends in-service training, seminars or other opportunities for professional development as made available by the Agency. Provides training for Agency personnel as required. Actively participates in staff meetings, trainings, etc.
- Has thorough working knowledge of Agency policies and procedures.
- Other duties and responsibilities as assigned.
- Minimum possession of a High School Diploma/GED.
- Five (5) years experience in the maintenance and repair of heavy-duty diesel, hybrid, and electric powered public transit equipment. Additional schooling or professional experience may be substituted for a portion of the experience or educational requirement.
- Knowledge of principles and procedures of public passenger vehicle overhaul, maintenance, and repair shop management; methods, material, and tools of vehicle mechanics; operating and repair characteristics of modern diesel passenger buses and related vehicles; occupational hazards and safety precautions related in the work; basic shop record keeping systems; CTtransit's operating rules and procedures and an understanding of the labor agreement for union employees.
- Ability to coordinate the work of general technicians, body work, spray painters, helpers, and shop laborers; ability to diagnose defective equipment and parts malfunctions in diesel powered, hybrid and electric powered vehicles; ability to understand, interpret and effectively carry out oral and written policies, regulations and instructions; ability to communicate ideas effectively, orally and in writing and to establish effective working relationships with fellow employees and suppliers.
- Valid Commercial Driver's License is required and the ability to be insured by our insurance company throughout employment. Individual may be required to travel in the course of their daily work.
- Proficient in software programs (word processing, spreadsheet, and database), Internet applications and utilization of all relevant office equipment. The ability to learn quickly internal software programs. Must be able to handle confidential information.
- The ability to prioritize projects and have excellent communication skills (especially verbal), interpersonal skills, tact and diplomacy. Ability to work both independently and in a team environment.

Work Environment & Physical Demands: Office & Computer Laboratories - Sitting, standing, extended periods of time using a mouse and keyboard and viewing computer screens. Infrequent lifting of <40lbs. Movement between points within the same office or between buildings. Work is performed in generally consistent environmental conditions with some seasonality for temperature differences and lighting.Shipyard - Standing and walking for extended periods of time. Use of machine tools and equipment which will require PPE. High probability of working in confined spaces where movement is restricted. Significant use of hands to operate equipment and tools. Team Submarines Submarine Program Offices are responsible for the acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navys newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).
Serco supports the US Navy as a prime for their Team Submarine SHAPM contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
In this role, you will:
- Provide Logistics Technical Documentation/Data (LTD) changes.
- Oversee Incoming submittals and receipt Inspections
- Determine technical lead and obtain reviewer listing
- Develop review route sheets and distribute and track review progress
- Assist technical leads with compiling comments as needed
- Oversee and develop outgoing approval correspondence and process for final signature
- Collect and document outgoing approval OQE (objective quality evidence)
- Assist technical leads in resolving potential comment conflicts
- Track and assist in comment resolution telecons as needed
- Perform comment incorporation verifications as needed
- Maintain LTD change POA&M schedules
- Maintain and report LTD metrics
- Schedule and coordinate LTD outfitting audits and generate LTD audit lists
- Maintain status of active LTD deficiencies
- Maintain audit schedule to conform with ship delivery schedule
- Process EDM and shipboard audit precepts letter
- Participate in EDM and shipboard LTD audits
- Conduct EDM LTD audits
- Conduct Shipboard LTD audits
- Generate audit reports.
- Conduct NAVSEA Technical Information Center audits as required
- Assist with resolving LTD shortages as needed
- Conduct LTD ship certifications in accordance with PMS450F SOP 31.
- Participate in LTD distribution
- Log and close out quarterly and interim distributed LTD changes
- Perform LTD audits on quarterly hard drive distributions
- Participate in Routine LTD meetings, daily LTD team status meetings and weekly LTD battle board meetings
- Provide input to PMS450F weekly status reports
To be successful in this role, you will have:
- An Active or Current Secret Clearance.
