  • Author and ensure both Technical Evaluation Criteria and Price Evaluation Criteria will enable the Government to properly select Best Value solutions.
  • Develop and implement IT acquisition management procedures, tools, templates, activities, and infrastructure to align internal business practices with government-wide regulations and policies.
  • Develop and maintain acquisition schedules from pre-award through contract award and transition.
  • Develop and conduct training for Technical Evaluation Teams (TETs) and Price Evaluation Teams (PETs) in support of major acquisitions.
  • Facilitate TETs and PETs, participate in the evaluation of vendor proposals, assist in the preparation of Technical Evaluation Memorandums, Price Evaluation Memorandums, and Best Value determinations.
  • Ensures all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met.
  • Facilitate contract kick-off and transition meetings between vendors and clients.
  • Ensures compliance with contract terms and conditions.
  • Advise and assist in the identification and resolution of contract or task order issues involving scope and compliance.
  • Support Contracting Officer Representatives (CORs) with contract execution compliance activities such as periodic audit and deliverables evaluation, status of funds/burn rates, and analysis of advance liquidations.
  • Facilitate contract performance management including managing the execution of the Quality Assurance and Surveillance Plan (QASP).
  • Other duties as assigned.
Qualifications
  • Requires 5-7 years of experience in Federal Information Technology (IT) Acquisitions.
  • Bachelor's degree in related field.
  • Experience contracting for complex IT services via FAR Part 8 (Federal Supply Schedules) and other Government-Wide Acquisition Contracts (GWACs).
Knowledge, Skills and Abilities:
  • Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration, specifically those for IT acquisitions.

  • Direct experience developing engaging presentations and work products using Microsoft PowerPoint and Word.
  • Strong self-starter mentality, requiring minimal supervision to achieve objectives.
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly.
  • Strong analytical and problem-solving abilities, capable of tackling complex challenges.
Desired Qualifications:
  • Project Management Professional (PMP) certification.
  • Knowledge of the Data Management Body of Knowledge (DMBOK).
  • Experience with Business Process Modeling.
  • Knowledge of industry-standard data collection and reporting tools.

Educational Requirements:
