Serve as the principal technical advisor and provide day-to-day on-site support including weekly program/project status updates and analysis results related to program cost, schedule and performance. Identify issues and provide analysis results to achieve overall near-term and long-term goals.
  • Assist in supporting IPTs, special advisory boards, off-sites and working groups.
  • Prepare briefs, outlines, draft reports and publications and documentation to support Flag level technical and financial briefings/meetings and major milestone decisions (e.g. QRCC, CBA, ICD, CDD, CPD, APB, TEMP)).
  • Draft white papers, concept papers, MOAs, impact statements, technical reports, meeting summaries, or other material that document meetings, test results or analyses, and/or pertinent issues relating to the overarching Defense Planning Guidance activities.

Draft formal presentations and high level briefings (e.g., SECNAV, SECDEF) to support and defend programming proposals.
  • Provide analysis results to utilize new initiatives and best practices to improve areas within program management.
  • Participate in systems engineering design and studies as relates to supporting all phases of ship design and system/equipment lifecycle.

  • Assist in the development of proposals for POM budget cycles. Identify, integrate and coordinate emerging and/or derived requirements into the POM cycle.
  • Assist in the development of program performance metrics to include review and analyses of schedules, funding profiles, and fielding profiles.
  • Prepare and track Milestone documentation.
  • Participate in System Requirements Reviews and provide potential analytical resolutions to issues and actions.
  • Participate in Government/Contractor meetings as well as other interagency government meetings as required.
  • Provide advice and guidance to various levels of stakeholders’ leadership on development and defense of proposals for DoN, SECDEF, and congressional priorities, in the allocation of resources to operating programs in accordance with policies and constraints. Provide consultation to N96, OPNAV staff, on impact and risks for program/system changes on resource plans and requirements.

The incumbent is responsible for overseeing all teaching related matters in the program and is the point of contact between the administration and program. Responsibilities include but not limited to:

  • Scheduling courses in the Berkeley Catalog each term
  • Ensure classroom space needs satisfy course and faculty needs.
  • Communicate to faculty University guidelines, policies and deadlines to ensure the program is compliant.
  • Assist faculty with working with the Committee on Courses of Instruction (COCI) to obtain approvals for any new courses or changes to existing ones.
  • Manage student enrollments, including UCB students and cross-enrolled students.
  • Works closely with Berkeley's Registrar as well as registrars from other schools.
  • Responsible for public information on the Registrar's website about the program and courses.

Academic Personnel:

  • As the MOEC (Military Officer Education Committee) Meeting Coordinator, collect nomination material from the department; assemble and distribute nomination packets to each committee member and the Committee Chairperson.
  • Follow appointment procedures ensuring that all necessary documents for faculty appointments are prepared in accordance with APO guidelines.
  • Ensure that all personnel cases are complete, processed in a timely manner, and forwarded to the faculty director for final review before forwarding to the Dean of Undergraduate Studies for approval.
  • Track status of each packet in the HRMS Case Tracking System, and once approved, complete the process by working with BRS-HR to initiate the hire including identifying appropriate title and chart string for the appointment.
  • Maintain an internal employee management database and distribute departmental telephone and email directory.

Events Coordination and Facilities Planning:

  • Support multiple events organized by departments each year.
  • Event coordination includes program planning, reserving space both on and off campus, locating and securing catering and lodging agreements, completing appropriate permits, transportation arrangements, and initiating related financial transactions.
  • Handle room reservations for various program activities.
  • Serve as liaison with Facilities Services. Assist with maintaining the general running of the facilities and resolve various problems/situations that arise throughout the year.

General Administration:

  • Participates in the development and revision of standard operating procedures and guidelines. Support general department administration including calendar, mailbox and conference room management.
  • Key controller for department, maintain supplies inventory, assist with shipping and mail distribution, order printed material, office name tags, and other duties as assigned.

HII Mission Technologies is seeking a Joint Force Liaison Officer SME to work onsite at Andersen AFB, Guam supporting Pacific Air Forces (PACAF) Second Island Chain Support program. The Joint Force Liaison Officer, SME works directly for the Program Manager and is part of the Program Manager Office staff. The Joint Force Liaison Officer, SME will contribute their expertise within planning, coordinating, and supporting joint live air training activities and miscellaneous doctrine, exercise, and mission rehearsal training activities within the Pacific area of operations. The primary operating location is Guam, but travel to other Pacific locations is to be expected.
This is contingent upon contract award.
Essential Job Responsibilities
+ Responsible for coordinating with USINDOPACOM and PACAF staffs for operations and activities associated with training activities and exercise commitments to locations within the Pacific Area of Responsibility (AOR) for the second island chain support program.
+ Provide Joint SME expertise based on an understanding of joint and service doctrine and exercise and training requirements as they relate to PACAF and INDOPACOM policies and doctrine for all phases of training events and ensuring such events are represented appropriately.
+ Participate within the exercise life cycle to include planning conferences and mission rehearsals to comprehend requirements, disseminate critical information, and provide awareness of scheduling and associated conflicts.
+ Prepare after action reports (AARs) and lessons learned with exercise and mission rehearsal objectives versus current service and joint doctrine.
+ Provide recommendations for exercise design and improvement based on current military doctrine.
+ Assist in providing support to other DOD agencies as appropriate or as needed to support mission events and coordination efforts.
Minimum Qualifications
+ 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
+ Customer requirements: 6 years relevant progressive experience (military doctrine and policy) with Bachelors in related field; 4 years relevant progressive experience (military doctrine and policy) with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience (exercise, training, mission rehearsals).
+ In some cases, educational requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
+ Proven ability to facilitate effective communication among multiple stakeholders and disseminate critical information regarding events, scheduling and potential conflicts.
+ Proven experience in identifying, comprehending, and addressing training requirements through active involvement in mission planning and rehearsal events.

Key Responsibilities

  • Comply with and stay current with changes in safety regulations such as EM 385-1-1, OSHA, and Cal-OSHA.
  • Create and implement site specific Accident Prevention Plan for construction per EM 381 1-1.
  • Create and review Activity Hazard Analysis (AHA) and Work plans based on project schedule and definable features of work.

As an SSHO, youll ensure that all on-site work practices meet local, state, and federal safety requirements. Youll perform inspections, observe construction operations, and participate in the preconstruction planning process to provide input about the safety program. Youll be part of the projects key personnel team on-site. Key Responsibilities

  • Comply with and stay current with changes in safety regulations such as EM 385-1-1, OSHA, and Cal-OSHA.
  • Create and implement site specific Accident Prevention Plan for construction per EM 381 1-1.
  • Create and review Activity Hazard Analysis (AHA) and Work plans based on project schedule and definable features of work.
  • Ensure all required safety submittals are created, submitted, and approved by the GDA (Government Development Association) well in advance of scheduled preparatory meetings.
  • Interact with Superintendent, subcontractors, owners representatives, and other contractors on behalf of the company to resolve safety challenges.
  • Assist the construction team in incident notification procedures.
  • Conduct or assist with incident investigations to determine root cause and identify corrective actions.
  • Develop and deliver safety training as needed for the projects.
  • Develop and enforce the site-specific Accident Prevention Plan (APP).
  • Lead morning tailgate safety meetings and morning stretches.
  • Conduct and document daily safety and health inspections through the entirety of the shifts.
  • Maintain site safety records, such as inspection logs, near-miss reports, safety and health deficiency tracker, and daily production reports.
  • Serve as Environmental Officer when required.
  • Oversee disposal of substances according to environmental guidelines.
  • Ensure statutes, regulations, and codes are clearly understood and met.
  • Maintain appliable site safety reference material on the job site.
  • Attend project meetings.
  • Conduct weekly safety meetings.
  • Other duties as assigned.


Qualifications & Experience

  • High School Diploma
  • Minimum five years experience in construction safety
  • Average eight hours of safety training every year
  • Ability to pass a background check to gain access to work on military bases
