The Boeing Government Vehicle Health Management system (GVHMS) has an exciting opportunity for a Chief Engineer ( Navy) join our team in Hazelwood, MO. 

The Chief Engineer role is responsible for guiding the team technically in alignment with organizational strategy. This role will require the technical expertise to support all GVHMS navy programs including F/A-18, MQ-25 and future Navy platforms. This role is responsible for ensuring the products and capabilities have exceptional safety, quality, and integrity. This role is crucial in ensuring technical conduct, progress, performance, and results are executed in compliance with established requirements, plans, organizational charter and RAA, and that the required technical leadership is in place at lower levels for technical excellence and integrity of product design, development, production, support, supportability, and mission success. 

Position Responsibilities:
•    Leads Health Management Design Practices and their implementation across the organization
•    Advises and supports engineers in their pursuit of Boeing Designated Expert (BDE) and/or the Technical Fellowship
•    Establishes a culture of proactive technical oversight, risk management and rapid issue resolution, providing alternative paths for issue resolution and an open dialogue on technical issues
•    Regularly assesses the baseline technical execution plan against technology, complexity, and risk adjusted benchmarks of similar engineering efforts
•    Prevents traveled technical risk and ensure that technical risks and issues are driven rapidly to closure
•    Establishes a culture of technical expertise, service, and availability within the organization
•    Advocate for Mission Assurance, Technical Independent Reviews (TIRs), and Non Advocate Reviews as required
•    Implement a comprehensive Boeing Problem Solving Model (BPSM) to address all significant technical issues in the organization
•    Implements and enforces engineering functional excellence in processes, tools, and practices; and share best practices and lessons learned
•    Monitors Enterprise technology strategy activities and provide inputs to Enterprise Technology Strategy to ensure technology insertion and application is relevant to the organization
•    To support cost and schedule baselines, design to cost targets and cost reduction initiatives, while ensuring the safety, quality, and technical excellence and integrity of the product. NOTE: Key processes include gated reviews, executability reviews

Basic Qualifications (Required Skills/Experience): 

•    Bachelor of Science degree from an accredited course of study in engineering, engineering technology (includes manufacturing engineering technology), chemistry, physics, mathematics, data science, or computer science
•    10+ years of experience in leading engineers performing activities within two or more engineering disciplines
•    10+ years of experience of technical leadership experience in a combination of designing, developing or integrating aircraft systems and/or aircraft sub-systems
•    10+ years of experience communicating with technical experts and explaining difficult technical concepts to non-technical business
•    Experience in all stages of development including generating technical documentation, system design and development, integration of systems development, structured analysis and design methodologies, integration and test/verification

Preferred Qualifications (Desired Skills/Experience):

•    10+ years of experience with decomposing customer, strategy, system/subsystem requirements into software requirements

A job offer will vary based on applicant's education, experience, skills, abilities, geographic location, internal equity and alignment with market data The Chief Engineer will oversee the maintenance and continuous operation of all building systems including fire/life safety, mechanical (HVAC, plumbing, controls) electrical (lighting, UPS, PDU, generators, primary switch gear), lighting and temperature controls systems, critical environments, and light construction. Summary of Responsibilities: Oversee the maintenance and continuous operation of all building systems. Emphasize the need for hands-on maintenance work. Develop a documented maintenance plan that includes preventive, predictive, and reactive procedures. Identify and address safety hazards to ensure a safe working environment. Maintain infrastructure and compliance documentation. Keep records of building rounds, engineering logs, and data sheets. Efficiently plan and schedule work, utilizing the CMMS system and following procedures. Ensure site safety, including Personal Protective Equipment (PPE) compliance and safety training programs. Administer the JLL Client Assurance Program (JCAP) with the facility manager and team. Manage major projects according to industry best practices. Collaborate with the facility manager to meet financial targets and handle budgets. Expect occasional overtime, on-call duty, and travel between multiple buildings/sites. Perform additional duties as required. Essential Functions: Demonstrate technical expertise in HVAC maintenance & troubleshooting and be multi-skilled in other areas (pipe fitting/plumbing, electrical) in order to successfully complete work assignments. Regular/predictable attendance and timeliness in order to support the needs of the team and the client Work independently and as a team and serve as a role model for supporting team members Make justifiable business decisions taking into consideration the facts and circumstances of each individual situation. Ensure that the SOPs for the facilities are well-understood amongst the maintenance team who perform work on the building's critical infrastructure. Subject to be on-call 24 hours per day and required to work in all weather conditions. Expectation is that the Chief Engineer will be on-site within ~45 minutes for any emergencies. Supervisory Responsibilities: Strong people management skills and team leading skills are required. Supervise maintenance staff to include training, mentoring, and assisting with personal development. Supervisory responsibilities are shared with the assigned Facility Manager. The Chief Engineer will coordinates radio station(s) activities relating to acquisition, installation, maintenance, or modification of studio broadcasting equipment and transmitter site infrastructure in accordance with FCC compliance.

ESSENTIAL RESPONSIBILITIES:
  • Evaluates studio needs for broadcasting equipment and makes recommendations for improvements in technical performance of station equipment.
  • Establishes procedures for operation and maintenance of studio, remote control, and all transmission equipment.
  • Directs and performs testing and maintenance of studio, remote, and broadcasting equipment to ensure operational performance meets industry standards and rules and regulations of Federal Communications Commission.
  • Develops modification plans for existing broadcasting equipment to improve technical performance and overall quality air sound of stations.
  • Directs modification and testing of equipment t ensure operational performance meets specified standards.
  • Prepares repair and maintenance schedules for studio, remote, and transmitter site broadcasting equipment to improve the reliability of broadcasts.
  • Provides computer hardware/network support.
  • Recommends annual budget for station(s) engineering department and controls expenditures within budget limitations.
  • Directly supervises employees in the Engineering Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Other duties may be assigned. Inspects, repairs, and maintains all broadcasting and radio station equipment including transmitters, satellite uplinks/downlinks, computers, antennas, studio equipment, remote equipment, generators, telephones, and related equipment
KNOWLEDGE/SKILLS/ABILITIES:
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Complies with Network and Urban One's mandatory on-time and adheres to related course deadlines
  • Excellent mix of computer knowledge both digital and analog electronics. Knowledge of UHF and VHF transmitters and receivers, antennas and other broadcast equipment.
  • Ability to multi-task and work long hours.
  • Ability to respond in a timely "on-call" capacity.
  • The employee frequently is required to reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee is occasionally required to stand, walk, and sit.
  • The employee must frequently lift and/or move up to 50 pounds.
