Arkansas State University Mid-South (ASU Mid-South) is seeking an experienced payroll administrator to serve as the Payroll Services Manager. This position reports to the Associate Vice Chancellor of Human Resources and is responsible for the university payroll system. This position manages the compensation of all employees and is governed by state and federal laws, as well as institutional policy. Additionally, the Payroll Services Manager will collaborate with other payroll departments within the ASU System as needed, fostering a cooperative relationship across the system.
Essential Duties and Responsibilities
- Develops, implements, and maintains payroll policies and practices, ensuring accuracy and timeliness in payroll processing.
- Works closely with all employees to ensure the accuracy of their payroll information.
- Keeps updated with federal and state employment laws, creating policies and procedures to comply with legal guidelines.
- Works with the Finance Office, and other departments to ensure smooth payroll operations.
- Audits payroll records, makes necessary corrections, and ensures that the general ledger is balanced.
- Collaborates with IT to ensure proper payroll processing and reporting in accordance with timelines.
- Develops payroll procedures, offers technical assistance to management, and helps resolve payroll-related issues across departments.
- Reviews and submits payroll reports required by federal and state regulations, ensuring all filings are accurate and timely.
- Plans and develops systems for payroll operations, including updates and revisions.
- Provides direction to departmental timekeepers, communicates changes or updates in payroll procedures, and ensures they are implemented effectively.
- Completes specific tasks or projects as needed and performs other duties as assigned.
- Able to work autonomously while also possessing strong interpersonal skills to collaborate effectively with others.
- Capable of working under pressure, meeting deadlines, and maintaining professionalism.
- Demonstrates sound judgment, particularly in handling sensitive or confidential information.
- Strong verbal and written communication skills for clear interaction with colleagues and management.

Required Education and Experience
A formal education equivalent to an Associate's degree preferred, with at least one year of experience in payroll. Applicants with experience using the Banner (ERP) system to manage payroll processes will be given priority. However, other job-related education and/or experience may be considered in lieu of these basic requirements, subject to approval by the committee.
Salary
This is a full-time 12-month staff position with a starting salary of $37,000 and a complete employee benefits package, including insurance, tuition waivers, and a retirement plan.

The Payroll Specialist is primarily responsible for providing payroll support to a specific employee group. This includes providing customer service to employees, HR, and management. Job Responsibilities
- Responsible for timely and accurate processing of complex hourly and salaried job-cost payrolls for assigned divisions
- Analysis and posting of payroll job-cost, general ledger, and labor detail
- Complete variance analysis of key payroll figures and data to proactively identify and correct system/processing errors
- Perform employee set up and maintenance for hourly employees in payroll/human resource application

Payroll Services provides accurate financial information to UEI departments, federal and state agencies, banking institutions, and auditors. Employees receive timely and accurate payroll checks, direct deposits, and annual W-2s, and federal and state government offices receive information for payroll wage and tax reporting. Payroll Services also maintains and processes employer-provided benefits and payroll deductions.

The position reports directly to and receives direct supervision from the Assistant Payroll Manager.
The specific duties and responsibilities are as follows:
- Independently performs a variety of clerical functions; completes data processing assignments using Microsoft Word and Excel software; performs copying, scanning, filing, and record keeping assignments; and destroys reports by shredding when required. Sets up and modifies mail merge documents and spreadsheets; acts as the primary clerical support for the Payroll Manager.
- Answers phones and greets visitors providing general information on payroll policies and procedures, timesheets, check distribution, and related payroll functions or directs them to other staff as appropriate. Directs employees to the website for payroll-related forms; assists employees with appropriate time reports, calendars, and other payroll-related forms.
