Noblis MSD scientists, engineers, technical staff, analysts, and program managers identify and deploy new shipboard technologies, integrate information technology across shipboard platforms and shipboard systems, and develop computing and networking strategies to support the Warfighter. Noblis MSD is seeking a **Project Analyst** familiar with NAVWAR and NIWC Pacific and optimally experience with the NIEF operations to assist with management of financials, development of solutions, execution monitoring, development of deliverables, and collaboration with the government for our work in San Diego.
Must be proficient in some or all aspects of management of projects, directing resources, expenditures, interfacing with sponsors and providing guidance for all awarded task orders on this IDIQ production and integration contract. Must demonstrate the ability to manage one or more projects, maintain schedules, articulate program status, develop detailed deliverables and participate and present at internal and external reviews.
**Responsibilities may include:**
+ Assist the Project Manager in the management of task(s) funding, resources, and delivery of solution requirements
+ Assist the Project Manager with task planning, resourcing, budget, and execution
+ Support multiple projects including ensuring on-time delivery of CDRLs in CMPRO and meeting all performance and quality requirements
+ Assist the Project Manager with the stand up new task orders/projects and associated resources and processes as new work is awarded
+ Assist the Project Manager with initiation of purchases in procurement system ensuring execution within budget
+ Assist the Project Manager with management of risks and issues
+ Escalate and resolve program issues
+ Manage and facilitate customer communications at various levels in the Project Manager's absence
+ In concert with the Project Manager, oversee coordination, tracking, and submission of program deliverables
+ Participate in weekly meetings with government management, government technical leadership, and other government contractors to ensure a clear understanding of customer needs and challenges
+ Support RFP responses, for resource planning
+ Assist the Project Manager with the management and reporting of the integrated master schedule
Required Qualifications
Bachelor's Degree **OR** High School + 6 years work experience

+ Outstanding verbal communication and interpersonal skills

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. Working as Full-time eCommerce Project Analyst, you will be responsible for the oversight for the EDI/punchout integration projects between Fastenal and our customer's procurement systems. This includes cross-departmental coordination (eCommerce Sales, National Accounts, Government, Information Technology and Regional Vice Presidents/District Managers/site personnel) as well as direct contacts with key stakeholders within our customers. This position may offer a flexible schedule after a period of onboarding, training, and meeting performance goals.
RESPONSIBILITIES:
The duties and responsibilities of this position include, but are not limited to:
o Overseeing EDI/punchout integration projects
o Executing project meeting expectations and defined timelines
o Assessing integration requests to vet systems capabilities
o Identifying solutions to enhance customer's Procure-to-Pay process
o Coordinating IT/Marketing resources for integration projects
o Facilitating communication between all parties to ensure timelines and goals are being met
o Providing ongoing optimization by identifying efficiencies and solutions for existing integrations
REQUIRED POSITION QUALIFICATIONS:
The following skills and qualifications are required for this position:
oPossess a degree in Computer Science, Marketing, Business Administration or other related field of study OR have at least 1 year of Fastenal work experience
oExcellent written and oral communication skills

FULL-TIME BENEFITS:

COMPENSATION:
The base pay range for this position is $42,000 - 55,000. In addition to base pay, this position is also eligible for a bonus and/or commission.

This opportunity entails being responsible for providing financial guidance to project teams, with a focus on budgets, profitability, earnings variances, cash flow, and contract compliance. The Project Analyst acts as the primary financial advisor throughout the project lifecycle, ensuring success in areas such as contracting, compensation and payment terms, workplan/project management system alignment, budgets, cost controls, revenue recognition, and cash and invoice management.
**What You'll Do:**
+ Engages and supports all financial aspects across the entire project lifecycle.
+ Models and analyzes gross margin scenarios from initial engagement through final negotiations, offering revenue and cash performance recommendations and enhancement strategies.
+ Ensures the accuracy of the PM system by overseeing changes to budget, commitments, forecasts, and expenditures, aligning work plans with client/contract requirements.
+ Reviews and ensures timely and accurate invoice approval and payment applications according to client terms and requirements, including subcontracting needs. Collaborates with the project manager and cash management team to proactively resolve billing and revenue discrepancies.
+ Generates and evaluates standard and ad hoc reports under guidance to identify and track potential cost issues and overruns. Investigates budget anomalies and escalates concerns to discuss actions.
+ Forecasts and monitors project estimate-at-completion (EAC) by recording potential and actual changes to cost accounts, including change orders, trends, and deviations.
+ Supports and may facilitate an efficient earnings review process with the project team, using GAAP and revenue recognition concepts to analyze project finance performance. Performs project revenue adjustments with general supervision.
+ Escalates project performance that impacts office results to the finance supervisor in a timely manner.
+ Develops client and subconsultant relationships, ensuring effective client service and efficient subconsultant management.
+ Works with and utilizes PFAs for routine transactional support.
+ Performs other duties as assigned.
**What You'll Need:**
+ Bachelor's degree, or
+ In lieu of education, 4 years of financial, project accounting/analysis, or related work experience.
**What You'll Bring:**
+ Ability to manage ownership of the project finance responsibilities for smaller, low-risk projects or assist in larger projects.
+ Ability to read and comprehend basic contract requirements.
+ Ability to effectively communicate (written and verbal) project financial progress and analysis to project managers and task leads
+ Emerging understanding of HNTB internal project finance/accounting processes.
+ Developing data analysis skills, able to accurately store, interpret, and present data using tools such as Excel, HNTB's enterprise reporting system, and HNTB's project management system.
+ Developing conceptual and analytical skills, interpreting and taking/driving action on data.
