9.11 Conducts and participates in seminars and workshops with staff and minority contractors relative to school construction bidding procedures, contracts, and cost estimating.
9.12 Estimates costs of damages to District property caused by fire, natural disaster, and major acts of vandalism.
9.13 Establishes budgets for school building projects.
9.14 Assists other branches with related functions.
9.15 Prepares preliminary and final independent cost estimates of projects for comparison with designer or contractor for PM/CM to establish negotiating position.
10. Minimum Requirements
Required Experience/Skills:
10.1 10 years full time paid professional experience in the preparation of complete cost estimates for type I, II, or III, and V building construction as defined by the State building code, including two years in a supervisory capacity.
10.2 Knowledge of current local construction labor and material costs.
10.3 Extensive experience in developing and estimating the scope of work for change orders.
10.4 Ability to compare the independent cost estimate with contractor proposal to quickly identify differences.
10.5 Ability to develop scope of work based on RFI/RFC answers and estimates the detailed costs of those scopes of work independent of the contractor proposal.
10.6 Good oral and written communications skills.

10.7 Graduation from a recognized college or university with a bachelors degree in architecture, engineering or construction management.

HDR is seeking qualified applicants for a Senior Project Manager and Technical Lead for Utility Infrastructure Planning work for projects in the Southern California Area. This position is in HDRs Southern California Region, with flexibility in office location: Irvine, Los Angeles or San Diego. Desired areas of expertise include water and sewer system master planning, facility hydraulic modeling, infiltration and inflow analysis, flow monitoring, engineering research, GIS analyses, risk assessments, alternative analyses, and facility cost estimating. The position involves all aspects of project management for small to large-sized planning projects in support of water and wastewater system facility improvements.
In the role of Planning Project Manager, we'll count on you to:
- Serve as the project manager for water supply planning projects, maintaining task/project budgets and schedules, and mentoring junior-level staff.
- Establish strong, productive, collaborative relationships.
- Work closely with client development leads, other project managers, other internal staff and client staff to define scopes of work, resources requirements, budgets, schedules and deliverables. Develop and maintain a backlog of planning project work
- Prepare and periodically review/update project execution plans. Communicate progress effectively with team members and senior management.
- Provide effective leadership of the project team. Supervise project engineers/scientists and subcontractors in the successful delivery of technical projects.
- Manage financial aspects of project contracts to protect HDRs interests and simultaneously maintain good relationships with the client. Ensure that all project work is completed on time and within budget, with a focus on meeting contract scope and terms and conditions. Monitor significant deviations/inconsistencies and project progress and take corrective action when required.
- Manage planning and preliminary design efforts for projects. Lead planning/pre-design efforts and coordinate with other project managers, client staff, and stakeholders, including written reports, meetings, and presentations
- Communicate efforts with client counterparts and ensure an ongoing positive relationship.
- Represent HDR in project meetings. Participate in or lead proposal preparation, presentations, contract negotiations, amendments, change notices, and contract claims. Understand and possess ability to communicate technical concepts to other staff and the client.
- Develop relationships with HDR clients to identify and develop new planning project opportunities Identify, develop, and lead pursuit of new planning work. Lead proposal and interview efforts to win new work
- Participate in regional and national conferences to promote HDR clients and projects
- Demonstrate strong written and verbal communication and negotiating skills.
- Consistently adhere to and enforce internal HDR processes and policies such as business and contracting rules.
- Work in a manner to ensure personal safety and that of fellow employees by following HDR and client health and safety guidelines and policies.
- Perform additional assignments as requested by senior management.
- Perform other duties as needed
Preferred Qualifications
- Masters degree in Civil/Environmental Engineering.
- Experience with water/wastewater planning projects preferred.
- This position may require out-of-office travel with occasional evening and overnight assignments;
- Proven ability to write technical information using appropriate grammar, punctuation and spelling for concise reader-friendliness and clarity.
- Maintaining professional competency may require attending education classes and seminars, reading professional publications, and attending professional society meetings.
- Bachelors degree in Civil/Environmental Engineering.
- 5 years of experience in project management, planning, engineering, and/or construction on capital improvement projects with a track record of successful delivery of projects on time and within budget.
- Excellent writing and communication skills are essential.
- Experience with CAD and GIS.
- PE licensure in the State of California or ability to obtain PE licensure within 6 months of hire. PE licensure in other states that the firm is actively practicing may also be considered.
- Candidates should be proficient using project control systems, problem solving, management and client relations.
- Strong written and interpersonal communication skills, including team leadership, presentations, proposals, and managing client interactions.
- Strong organizational skills, ability to prioritize assignments and build strong client relationships.
- Working knowledge of Microsoft Outlook, Word, Excel, and PowerPoint
- Working knowledge of hydraulic modeling (InfoWater, WaterGEMS, InfoSWMM, InfoWorks CS, SewerGEMS) for planning and design highly desired.

The Project/Program Manager will provide strategic leadership and technical oversight across multidisciplinary engineering teams and external vendors. This role is responsible for ensuring the successful execution of complex rail vehicle programs, from concept through delivery, with a focus on systems integration, supplier coordination, and customer satisfaction.
Responsibilities
+ Lead cross-functional teams to deliver complex rail vehicle programs on time and within budget.
+ Serve as the primary liaison between engineering, suppliers, and customers, representing the technical and programmatic interests of the organization.
+ Oversee the design, development, and integration of vehicle electrical systems, including embedded hardware/software, circuits, and mechanical interfaces.

+ Supervise the verification and validation (V&V) process, including RAMS engineering and compliance with industry standards.
+ Conduct performance testing and troubleshooting of LRV electrical and mechanical systems; evaluate and document results.

The Project/Program Manager will provide strategic leadership and technical oversight across multidisciplinary engineering teams and external vendors. This role is responsible for ensuring the successful execution of complex rail vehicle programs, from concept through delivery, with a focus on systems integration, supplier coordination, and customer satisfaction.
Responsibilities
+ Lead cross-functional teams to deliver complex rail vehicle programs on time and within budget.
+ Serve as the primary liaison between engineering, suppliers, and customers, representing the technical and programmatic interests of the organization.
+ Oversee the design, development, and integration of vehicle electrical systems, including embedded hardware/software, circuits, and mechanical interfaces.
+ Manage subsystem vendors, ensuring timely delivery of compliant products through proactive input and supervision.
+ Supervise the verification and validation (V&V) process, including RAMS engineering and compliance with industry standards.
+ Conduct performance testing and troubleshooting of LRV electrical and mechanical systems; evaluate and document results.
+ Drive requirement management and traceability across all subsystems and project phases.
+ Mentor junior engineers and contribute to talent development within the engineering team.

KBR is seeking a highly experienced Project Manager to join our Hemisphere team. Work location is El Segundo, CA supporting Space Systems Command (SSC). Successful candidates will have over 10 years of experience in contracting, acquisition lifecycle and associated processes to include legal practices, policy, and regulatory development, review, and compliance. In addition, applicants will have experience working in a highly classified environment, supporting protect and defend missions within the space control domain area.
Key Responsibilities:
+ Provide acquisition, engineering, and technical advisory support for space programs across all phases of the acquisition lifecycle. This role requires deep knowledge of DoD acquisition processes, strong analytical skills, and the ability to interface with both government and multi-disciplined engineering contractor teams.
+ Acquisition Lifecycle Support: Provide expert advice and assistance on space acquisition, engineering, operations, and integration activities, including advanced technology and future concept development. Support cost, schedule, and performance assessments across all program phases.
+ Documentation Development: Draft and revise Joint Capabilities Integration and Development System (JCIDS) and acquisition documentation such as Initial Capability Documents, Interface Control Documents, Acquisition Strategies, CONOPS, MOAs/MOUs, technical evaluations, and milestone documentation in accordance with current DoD standards (e.g., MIL-STD).
+ Program Reporting: Prepare SME-level technical and programmatic status reports for individual programs or portfolios, in coordination with government program managers.
+ Process Improvement & Risk Management: Identify areas for acquisition process improvement and provide actionable recommendations. Support the development and maintenance of a government risk program, including risk identification, mitigation planning, and process definition.
+ Financial Oversight: Support program financial management including commitments, obligations, expenditures, and earned value management. Provide Planning, Programming, Budgeting, and Execution (PPBE) support, including congressional reporting, fiscal year planning, continuing resolution management, and POM development.
+ Contractor Oversight: Review and analyze contractor deliverables such as Program Status Reports, Integrated Master Schedules, and Contract Funds Status Reports. Identify discrepancies, recommend corrective actions, and support DCMA surveillance reviews and evaluations of contractor performance.
+ Schedule & Acquisition Monitoring: Maintain awareness of program schedules, monitor acquisition implementation, report requirement shortfalls, and provide assessments based on risk and execution data.
+ Technical Engagements: Advise on and participate in technical meetings, design reviews, working groups, and program conferences. Maintain broad awareness of all programs and technology development efforts within the portfolio.
