Job Description
The Senior Vice President, Public Policy & Advocacy, in partnership with the President & Chief Executive Officer (CEO), develops and manages Thresholds' federal, state, and local public policy priorities, advocacy strategies, and government relations activities to improve access to mental health and substance use care, affordable housing, and other essential public services. This position reports directly to the President & CEO; and is part of the agency's C-Suite team.
Essential Duties & Responsibilities
- Develops concrete public policy initiatives in partnership with clinical and program leadership across the agency to advance access to care and affordable housing, address disparities in access to treatment and housing, and to achieve the goals of the agency's strategic plan.
- Develops public policy expertise in mental health and substance use care, Medicaid, affordable housing, homeless outreach services, and budget policy.
- Develops and implements Thresholds' government relations activities at the state, local and federal levels including public policy analysis, grassroots mobilization, lobbying, budget and funding analysis and advocacy, and public education/communications.
- Serves as Thresholds' principal staff on state policy, legislative and budget issues. Directly responsible for all communications with state legislators, and agency officials and staff, including the Governor's office.
- Represents Thresholds at various meetings and forums, and acts as an agency representative with our numerous trade associations and other partners.
- Leads coalition efforts across the state to support Thresholds-led advocacy initiatives, as well as those of our partner organizations.
- Supports the President & CEO interactions with various state agencies; including Illinois Departments of Healthcare and Family Services, Corrections, Human Services, Office of the Governor, and others on mental health-related public policy development and funding.
- Produces public policy-related external communications, including public policy briefs, fact sheets and other materials to support public policy priorities.
- In partnership with the Chief Communications Officer, along with other Thresholds staff, develops and implements grassroots and grasstops engagement and mobilization strategies to improve access to mental health and substance use care, affordable housing, and human services.
- Cultivates strong working relationships with partner organizations, and works to nurture other advocates, including people with lived expertise, across the state.
- Manages outside relationships with lobbyists and consultants.
- Assists with agency-wide activities as needed, including rallies, benefits, campaigns, etc.
- Assists with other related agency activities as directed.
- Performs other related duties as assigned.
Duties & Responsibilities Related
- Overall, travel is required 25% of the time.
- Typically required to travel to Springfield IL during legislative sessions (January-May); or based on specific need.
- Estimated number of trips to Springfield, IL annually is ~10.
- Periodic travel to Washington, DC is also required on an as needed basis.
- Typically, also required to present or share in presenting at local, state and national conferences.
- Occasionally provides agency-based training as needed.
Education
- Bachelor's degree in policy or political science preferred.
Experience
- Five+ (5+) years of experience in a related public policy or government affairs position(s) preferred.
- Demonstrated knowledge of mental health, civil rights and healthcare policy preferred.
- Public policy familiarity and expertise in mental health and substance use care, affordable housing, homeless outreach services, and budget policy preferred.
- Demonstrated experience with lobbying, grassroots organizing, and statewide government preferred.
- Strong computer skills, including comprehensive knowledge of Microsoft Office products. May also be required to have knowledge or learn other pertinent software products.

Responsibilities
The Director of Policy and Advocacy will lead TSNE’s efforts to elevate the voice, influence, and impact of the nonprofit sector within state, regional, and national policy ecosystems. - Mentor and support staff and partners in policy education and strategy development.
- Build and sustain relationships with strategic partners, including government agencies, philanthropic allies, advocacy groups, and nonprofit leaders.
- Represent TSNE in public forums, media engagements, and external events as a spokesperson and policy expert.
- Develop training curricula and toolkits for nonprofit organizations on advocacy, public policy, and civic engagement.
- Provide individualized coaching and technical assistance to TSNE partners, clients, or fiscally sponsored organizations (FSOs) on advocacy strategy and compliance, in partnership with the Legal department.
- Co-create advocacy messages and communications strategies in collaboration with TSNE’s Communications team.

About the Role :
We are seeking a highly experienced and strategic leader to serve as theHead of Public Affairs for our organization. This senior role will oversee and drive impactful policy/advocacy efforts across key global initiatives spearheaded by Bill Gates.
The position will build and manage a small (i.e., less than six members), high-performing team responsible for advancing our work in energy innovation to tackle climate change ,cure Alzheimer’s disease ,improve the US healthcare systems , and advanceArtificial Intelligence/technology . This role will engage with global policymakers, heads of state, and thought leaders to shape markets, influence public policy and drive global change.
In this capacity, you will act as a senior strategic advisor and partner to Bill Gates and senior leadership, shaping strategies that align with the organization’s mission and objectives, while fostering relationships with key stakeholders across the globe.
Key Responsibilities:
- Strategic Policy & Advocacy Leadership :
- Lead the development and execution of policy recommendations and strategies across key initiatives in energy innovation, Alzheimer’s disease, healthcare reform, and AI/technology, ensuring they align with the broader organizational goals and vision.
- Drive impactful, data-driven policy and advocacy strategies that raise awareness, influence public opinion, and advance policy change on critical issues.
- Oversee advocacy/policy efforts, ensuring consistent messaging and positioning across diverse channels and external platforms. Lead proactive and reactive engagement with key elected officials and policy makers around the world.
- Global Policy & Advocacy Engagement :
- Lead the organization’s global engagement with policymakers, international institutions, and other stakeholders, advancing our mission to drive systemic change on global issues such as climate change, healthcare reform, and the responsible development of technology.
- Act as the primary point of contact for policymakers and influential stakeholders, providing expert counsel and guidance on public affairs strategies.
- Represent the organization at high-level public events, conferences, and policy discussions.
- Partner closely with communications team to ensure the organization responds effectively and strategically to emerging issues and challenges related to policy and government relations.
- Foster a culture of high performance, innovation, and collaboration across our global network, including the Gates Foundation, Breakthrough Energy and Breakthrough Energy Ventures, Microsoft, TerraPower, Alzheimer’s Data and Diagnostics Initiative, and other affiliated organizations and partners.
- Mentor and develop the next generation of advocacy/policy/government relations leaders, ensuring the team’s capabilities evolve with changing global trends and organizational priorities.
- Oversee recruitment, talent development, and performance management within the public affairs teams.
- Cross-Functional Collaboration :
- Partner with other senior leaders across disciplines, program teams, policy experts, and advocacy partners to ensure integrated approaches across the organization.
- Leverage insights and data to refine advocacy/policy strategies and drive measurable outcomes.
Qualifications:
- Experience :
- At least 15+ years of experience in government relations/public affairs roles, with a proven track record of leading global strategies and high-profile advocacy efforts.
- Significant experience in policy advocacy and public affairs, in one or more of the sectors of energy and climate change, healthcare systems, technology, and social impact.
- Experience leading policy and advocacy for a major global organization.
- A demonstrated ability to lead teams through complex, high-stakes challenges and drive long-term strategic goals.
- Skills :
- Strong executive leadership, with experience advising senior leadership and stakeholders on strategic policy and advocacy matters .
- Expertise ingovernment relations , with a deep network and a proven ability to negotiate and position complex issues.
- Skilled incrisis management , with experience handling high-pressure situations and maintaining strategic oversight.
- Exceptional written and verbal communication skills, with the ability to craft clear, persuasive plans, messages and compelling narratives for diverse audiences.

- Education :
- Graduate degree in political science, international relations, or related field.
- Deep understanding of global policy and advocacy landscapes, particularly related to the organization’s focus areas.

Responsibilities
The Director of Policy and Advocacy will lead TSNE’s efforts to elevate the voice, influence, and impact of the nonprofit sector within state, regional, and national policy ecosystems. Reporting to the Chief Strategy Officer (CSO), the director will design and implement advocacy strategies, lead coalitions, track policy developments, and guide TSNE’s positioning on issues related to nonprofit infrastructure, equity and racial equity, and civic engagement.
The Director of Policy and Advocacy will have strong experience in advocacy, and significant knowledge of the nonprofit and social service sectors. In partnership with the CSO and the President and Chief Executive Officer (CEO), the director will develop and execute TSNE’s advocacy and policy strategy, advocate with policymakers and elected officials, and assist with forming and leading a regional/statewide and national coalition of nonprofit intermediaries and capacity building organizations working on a similar advocacy agenda. In addition, this position will monitor and provide analyses of local, state, and national polices related to nonprofits and the social sector, develop policy briefs and testimony, facilitate and convene strategic policy partnerships, build and maintain relationships with nonprofits, policymakers, and legislators, and work with the communications team to draft editorials, thought pieces, and other informational materials on policies relevant to the sector.
The individual in this role will shape TSNE’s policy agenda in our commitment to centering equity, racial equity, building cross-sector coalitions, and supporting structural change in the social sector. This role will manage interns and contractors as needed with the potential to supervisor full-time policy staff as the department grows.
Essential Functions
Policy and Advocacy
- Lead the design, execution, and evaluation of TSNE’s policy and advocacy agenda of enhancing the impact of the nonprofit sector within state, regional, and national policy ecosystems, ensuring alignment with organizational mission, equity values, and strategic goals.
- Monitor and analyze local, state, and national policy developments relevant to nonprofit organizations, fiscal sponsorship, funding access, and social sector accountability.
- Develop policy briefs, testimony, public comments, and issue reports to influence decision-makers and elevate community-informed solutions.
- Track legislative activity and regulatory changes that impact TSNE’s partners and clients.
- Identify emerging trends and opportunities that impact TSNE’s policy work and broader sectoral influence.
- Working closely with the Chief Strategy Officer and the President and CEO, coordinate TSNE’s leadership role in a statewide nonprofit policy coalition and national network of capacity-building organizations.
- Facilitate strategy sessions, convenings, and collaborative campaigns to advance shared policy priorities.
- In partnership with TSNE Legal Counsel, ensure advocacy activities are in compliance with applicable 501(c)(3) lobbying laws and reporting requirements.
- Collaborate across all TSNE teams and departments to ensure policy and advocacy efforts and learning are integrated into programs, services and external communications.
- Mentor and support staff and partners in policy education and strategy development.
Outreach, Partnerships and Communications
- Build and sustain relationships with strategic partners, including government agencies, philanthropic allies, advocacy groups, and nonprofit leaders.
- Represent TSNE in public forums, media engagements, and external events as a spokesperson and policy expert.
- Develop training curricula and toolkits for nonprofit organizations on advocacy, public policy, and civic engagement.
- Provide individualized coaching and technical assistance to TSNE partners, clients, or fiscally sponsored organizations (FSOs) on advocacy strategy and compliance.
- Co-create advocacy messages and communications strategies in collaboration with TSNE’s Communications team.
- Write and review policy-related content for public release, including blogs, op-eds, testimony, and social media content.
Administrative and Other Responsibilities
- Partner with TSNE’s consulting and learning programs to design and deliver advocacy capacity-building trainings for nonprofit leaders.
- Track impact metrics, maintain records of policy activities, and prepare reports for internal leadership and external funders.

The Team
Guidance, Solutions, Integrity describes the Legal division’s approach to providing responsive legal guidance supporting pursuit of the foundation’s mission and implementation of the foundation's programmatic and operational strategies. The Legal team delivers comprehensive legal services by providing efficient and reliable legal guidance, managing legal risk, and supporting the development of solutions to achieve the mission of the foundation and its affiliated entities.
The Legal team partners with our colleagues across the foundation and its affiliated entities to enable mission-driven work by maintaining an efficient, well-run global organization where employees can thrive and make their best contributions. Doing this well requires effective collaboration, strong alignment, and thoughtful planning across both operational and programmatic teams – as well as shared accountability for mitigating risk and optimizing the foundation’s operational resources.
This is position is designated as a limited term agreement – 3 years.

Your Role
We seek an individual for a three-year long-term engagement who will be responsible for providing legal support primarily for our Communications and Global Policy & Advocacy divisions and may include other teams across the foundation and its affiliated entities. The role will support Legal colleagues and division teams globally. Much of the day-to-day work for this support position will be dedicated to reviewing grant proposals and contracts from, and advising program staff based in, the foundation’s non-U.S. offices in Africa and Asia.
The ideal candidate would provide sophisticated and creative legal advice to the foundation and to the foundation’s affiliated entities, as well as develop and implement legal compliance strategies in a fast-paced and evolving environment. This role will require a candidate who can identify, mitigate, and/or resolve areas of legal risk while providing guidance regarding applicable laws and foundation policies and processes.
What You’ll Do
- Advise on legal issues related to the foundation's charitable and tax-exempt activities, including grantmaking and other investments, particularly as they apply to government relations and communications.
- Draft, review, and negotiate a broad spectrum of contracts, including vendor agreements, consulting agreements, licensing agreements, collaboration agreements and technology and other transactions.
- Understand the goals of internal clients and develop creative solutions to address a full range of legal matters within the foundation’s risk tolerance framework.
- Contribute to legal process improvements that enhance efficiency and risk management.
- Support broader legal team projects and cross-functional initiatives as needed.
- Collaborate with outside counsel, as needed.
- Support training and education of foundation staff on legal issues.
- Regular international travel to regions where the foundation has offices or a presence will be necessary for this position.
- A Juris Doctor degree and current bar membership in good standing are required.
- Minimum of 5-7 years’ experience in the practice of law; law firm experience preferred.
- Extensive experience in structuring, drafting and negotiating a wide array of agreements.
- Excellent writing and negotiation abilities.
- Skilled in effectively serving a demanding client base in a complex and fast-paced work environment.
- Ability to communicate difficult legal concepts clearly and non-legalistically to business clients orally and in writing.

The Team Guidance, Solutions, Integrity describes the Legal division’s approach to providing responsive legal guidance supporting pursuit of the foundation’s mission and implementation of the foundation's programmatic and operational strategies. The Legal team delivers comprehensive legal services by providing efficient and reliable legal guidance, managing legal risk, and supporting the development of solutions to achieve the mission of the foundation and its affiliated entities. The Legal team partners with our colleagues across the foundation and its affiliated entities to enable mission-driven work by maintaining an efficient, well-run global organization where employees can thrive and make their best contributions. Doing this well requires effective collaboration, strong alignment, and thoughtful planning across both operational and programmatic teams – as well as shared accountability for mitigating risk and optimizing the foundation’s operational resources. Your Role We seek an individual for a three-year long-term engagement who will be responsible for providing legal support primarily for our Communications and Global Policy & Advocacy divisions and may include other teams across the foundation and its affiliated entities. The role will support Legal colleagues and division teams globally. Much of the day-to-day work for this support position will be dedicated to reviewing grant proposals and contracts from, and advising program staff based in, the foundation’s non-U.S. offices in Africa and Asia. The ideal candidate would provide sophisticated and creative legal advice to the foundation and to the foundation’s affiliated entities, as well as develop and implement legal compliance strategies in a fast-paced and evolving environment. This role will require a candidate who can identify, mitigate, and/or resolve areas of legal risk while providing guidance regarding applicable laws and foundation policies and processes. What You’ll Do
- Advise on legal issues related to the foundation's charitable and tax-exempt activities, including grantmaking and other investments, particularly as they apply to government relations and communications.
- Draft, review, and negotiate a broad spectrum of contracts, including vendor agreements, consulting agreements, licensing agreements, collaboration agreements and technology and other transactions.
- Understand the goals of internal clients and develop creative solutions to address a full range of legal matters within the foundation’s risk tolerance framework.
- Contribute to legal process improvements that enhance efficiency and risk management.
- Support broader legal team projects and cross-functional initiatives as needed.
- Collaborate with outside counsel, as needed.
- Support training and education of foundation staff on legal issues.
- Regular international travel to regions where the foundation has offices or a presence will be necessary for this position.
- A Juris Doctor degree and current bar membership in good standing are required.
- Minimum of 5-7 years’ experience in the practice of law; law firm experience preferred.
- Extensive experience in structuring, drafting and negotiating a wide array of agreements.
- Excellent writing and negotiation abilities.
- Skilled in effectively serving a demanding client base in a complex and fast-paced work environment.
- Ability to communicate difficult legal concepts clearly and non-legalistically to business clients orally and in writing.
- Demonstrated ability to learn and apply new areas of law applicable to new and evolving technologies, business models, regulatory systems, and investment models.
- Strong business sense and client focus.

The Job
The VP, Policy and Advocacy will provide leadership and strategic direction to advance World Vision's work with the USG and other public institutions. The VP will l ead the Public Policy and Advocacy team that supports government relations in Washington DC and Advocacy Mobilization across the U.S. The focus of this role will be to strengthen World Vision’s reputation, technical brand and policy influence, develop key relationships aimed at growing our public portfolio in alignment with WV’s global strategy priorities, and mobilize constituents/build Congressional champions around policies that improve the lives of children and families both internationally and domestically. Oversee development of policy documents and ensure thought leadership for WVUS and that informs World Vision International policy discussions. Engage as a member of the International Programs Group Leadership Team. Ensure leadership that carries out WV’s Christian mission, vision, and deed.
Responsibilities Will Include

Act as external point on advocating with government leaders and building strong relationships with Members of Congress and Senate and staff members and USG Administration officials.

Work collaboratively with WVUS communicators and WVI advocacy leaders to ensure alignment with WVUS strategic directions.

Lead the Government Relations team that develops and coordinates policy and advocacy positions on international and domestic programming issues that reflect World Vision's perspective and provides thought leadership around issues that impact children around the world and domestically when relevant.

Support WVUS senior leaders as they engage with USGLC, InterAction and other coalitions, ensuring strategic use of WV’s voice and influence.

Lead the Advocacy Mobilization team that mobilizes World Vision donors, churches and other ministry partners to action on key public policy and legislative issues affecting the poor and oppressed and engages in district-level meetings with members of Congress across the country.

Provide leadership and strategic direction for the grass-roots campaign team and draw new constituents into the work of World Vision through advocacy campaign efforts.

Represent WVUS policy and advocacy interests through the Partnership's Policy and Advocacy working group and ensure that WV offices speak with one voice on select global justice issues.

Integrate advocacy strategies with regional and sectoral teams of the International Programs Group to positively impact programs and support the acquisition of additional resources from public-sector donors; such as food aid, global health, funding from multilaterals and increases to foreign aid budgets.

Develop metrics for measuring and tracking advocacy success.

Hire, fire, counsel, evaluate, terminate, and recommend salary increases and promotions for those under direct supervision.

Maintain awareness of corporate goals, objectives, organizational announcements, and activities. Reference and follow organizational policies and procedures, seeking clarity as needed.

Typical hiring range is $141,000-$186, 00
The full salary range for this role is 137,800.0- 234,300
This range applies to locations with a market similar to our Federal Way and Washington D.C. offices. A different range may apply based on your work location.
