Job Description Summary
The Policy Director will lead the development and implementation of Enterprise Community Development’s (ECD) policy agenda and government relations efforts in Maryland, the District of Columbia, Virginia, Pennsylvania, including state and local jurisdictions as defined. This role will report to the Mid-Atlantic Senior Director of Policy in close coordination with the President of ECD and work out of the Bethesda or Baltimore Enterprise office.
This role will be responsible for leading ECD’s policy work in collaboration with the Mid-Atlantic Senior Director, to support joint regional and national policy strategy and efforts. The director will work with key members of the ECD team to organize advocacy efforts to advance our agenda. The position will have access to and interact with Enterprise’s Federal Policy team and the network of State & Local Policy staff that includes other market- based staff focused on state and local policy efforts across the nation.
In coordination with the Federal Policy team, the position may be asked to help coordinate local participation in national policy activities on issues such as the housing tax credit and other programs, including adjacent sector legislation such as health care, human services, education and workforce development, and legislation that affect the stability of low-income families and individuals. Given the importance of the on-the-ground presence of this role, this position will likely include substantial in-person and virtual meetings with external partners, including governmental officials and non-governmental partners.

Job Responsibilities:
- Lead the development of ECD’s state, regional, and local policy agenda, identify key policy priorities, and ensure priorities are aligned internally with Enterprise’s national and Mid-Atlantic agenda, and externally with partners as appropriate.
- In role as trusted advisor, work with key government and elected officials to advise city, county, and state officials on the formulation and design of policy solutions that advance ECD priorities, projects, and initiatives, and to support broadly Enterprise’s Strategic goals.
- Lead state- and local-level policy work on appropriations, legislation, ordinances, project approvals, and regulations in state and local jurisdictions relevant to ECD’s efforts in MD, DC, VA, and PA.
- Identify key partners and cultivate relationships, in coalitions or campaigns, with advocacy organizations at the state and local level. Represent Enterprise and ECD in the (DC) Owners’ Consortium, Maryland Affordable Housing Coalition, Housing Association of Nonprofit Developers, and Virginia Housing Alliance and to cultivate other relationships and partnerships as needed.
- Manage contract with advocacy consultants: in consultation with the Mid-Atlantic Senior Director, strategize annual legislative housing advocacy agenda, track and monitor legislative activity, and craft policy positions.
- Prepare advocacy materials such as written and oral testimony, white papers, fact sheets, case studies, and legislative summaries.
- Refine and implement systems for soliciting comments and action from partners where appropriate, including adapting and circulating letters of support for state and/or national legislation with relevant partners. Attend associated briefings, meetings, and hearings, and report back to colleagues and staff on progress and developments.
- Support Enterprise’s federal policy priorities by advocating to state and local officials and the regional Congressional Delegations on national issues such as LIHTC, NMTC, federal subsidy programs, and other issue areas, as requested. Participate in annual Lobby Day in Washington, DC.
- Coordinate in partnership with Enterprise’s National Director for State & Local Policy and our market-based network of State & Local Policy Directors to share information, policy issues, and best practices. Participate in State & Local Policy retreat two times per year.
- Conduct research on policies, programs, incentives, and regulations that can promote and support affordable housing as part of a larger community development agenda.
- Utilize data, research, and best practices to inform policies that increase the supply of, and access to, affordable housing.
- Organize and staff policy-related conferences and workshops, including developing agendas, identifying panelists, and disseminating policy best practices.
- Organize and lead ECD’s monthly policy call with ECD leaders. Develop agendas, disseminate information, and bring awareness to applicable legislation from other States.
- Coordinate strategic internal and external communications, with support from national communications team.
- Attend legislative session meetings and activities or as needed or required to support partners, participate in Lobby Days, or advance critical legislation.
- Undergraduate degree required in public policy, economics, urban planning, real estate or related field; Masters degree or law degree highly preferred.
- Minimum of 6 years of relevant work experience in public policy, urban planning, real estate, or a related field.
- Preferred experience with affordable housing and/or housing policy at state and/or local level.
- Demonstrated experience in navigating legislative processes, working with government and elected officials, and advocating for specific policies at the state and local level.
- Demonstrated research experience.
- Strong leadership and organizational skills.
- Strong communication skills, including with media, reporters, and/or social platforms.
- Ability to analyze, synthesize, and translate complex information, orally and in writing, to influence the process and explain results to parties inside and outside the organization.
- Strong interpersonal skills and ability to work effectively as part of a team.
- A self-starter with the ability to work independently, managing multiple tasks simultaneously and working in a fast-paced environment, often under stringent deadlines.

The Policy Director leads the organization’s policy and legislative work federally and for California state across these three core issue areas. Advocacy priorities have included budget and tax policy, health care access, climate change, immigration reform, voting rights, criminal justice reform, gender equality, campaign finance reform, judicial nominations, environmental justice, and more. The Policy Director is an exempt position. Exempt employees are expected to work the appropriate and necessary time in order to complete key assignments and related tasks on schedule.
ESSENTIAL DUTIES AND RESPONSIBILITIES:- External Collaboration and Government Relations: Ensure that Policy Department maintains and expands relationships with lawmakers, government staff, and allied policy advocacy organizations, ensuring key partnerships specifically with those with deep policy expertise and organizations representing historically marginalized communities.
- Policy Direction: Lead Policy Department in monitoring and analyzing federal and CA state policies to identify key policy debates V4P should prioritize for advocacy. Act as the organizational lead on specific areas of federal policy, preferably climate policy.
- Advocacy Strategy: Collaborate with membership and programming staff to design and implement effective member advocacy plans, efforts to build member relationships with lawmakers, candidate education, and other programming.
- Advocacy Implementation: Oversee staff creation of all policy materials for advocacy, updates, and other programming to members, including issue briefs, talking points, webinar presentations, email updates, etc. Lead V4P members and staff in policy advocacy activities, including conducting issue trainings, leading lobbying meetings, and managing policy portions of fly-ins several times a year.
- Organizational Management: Collaborate with President and senior staff of other departments as part of the V4P management team. Lead Policy Department, including directly supervising two managers.
- Travel: Travel to Sacramento, CA required approximately once or twice a year.
· Bachelor’s degree or equivalent experience required.
- At least seven years’ relevant work experience.
- Minimum two years’ experience managing others.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Demonstrated experience in developing and implementing effective short and long-term policy advocacy agendas at the federal level. Experience working for a member of Congress strongly preferred. Understanding of California state policy process and grasstops advocacy are pluses.
- Prepared to serve in a decision-making role requiring careful consideration of the political, strategic, and policy implications of positions and strategies.

Primary Function
The Director, Regulatory Affairs is a shared regulatory resource across the Corporate Technology Center, North American Water Heating, Lochinvar, North American Water Treatment, and the Legal Department.
