CCA-Central Clin Ops Leadership
**Position Summary:**
Reporting to the Sr. Medical Director of Utilization Management (UM) and Policy, the Medical Policy Director, provides strategic and tactical leadership and oversight for the development, implementation, and evaluation of policies related to medical, behavioral health, and social determinants of health services specific to the population serviced by CCA. The Medical Policy Director is an independent contributor who works in partnership with medical leadership and cross-functionally in the organization. The Medical Policy Director ensures that the medical policies align with the organization's clinical and operational goals, meet regulatory, accreditation, and contractual requirements, and aligned with industry standards, evidence, and best practices.

**Essential Duties & Responsibilities:**
The Medical Policy Director's main responsibilities are as follows:
**Strategic Leadership: Lead the vision, strategy, and roadmap for medical policy development and implementation, ensuring alignment with enterprise-wide clinical and business objectives.**
+ Responsible for staying abreast of all state and federal mandates, contract, regulatory and policy changes, and workflows impacting Medical Policies and related outcomes
+ Responsible for understanding the population CCA serves
+ Responsible to understand medical policy decision impact on Member, Provider, Regulator, and Contractual documentation/ communications.
+ Research, analyze, and develop medical policies in compliance regulatory, accreditation, contractual requirements as well as industry standards and best practices
+ Monitor emerging healthcare technologies and products and develop recommendations for coverage
+ Manage the development of new and review of existing medical necessity guidelines by working closely with clinical staff by completing competitor, market and clinical research while aligning policy and practice with the needs of the populations.
+ Evaluate the effectiveness of the company's medical policies and prior authorization program in collaboration with other leads, including via reporting and via facilitating an annual evaluation
+ Make recommendations for the acquisition of tools and resources to support the research needs of the Medical Policy staff, as needed
+ Demonstrate knowledge and understanding of the laws, regulations, CCA's contracts and policies that pertain to CCA's business and conforms to these laws, regulations, and policies in carrying out the position duties and responsibilities.
+ Be a subject matter expert in medical policies including advising leaders and departments
+ Perform special projects as assigned by management
**Operational Policy Governance: Oversee the governance structure for medical policy review and approval, ensuring transparency, consistency, and compliance with federal and state regulations.**
+ Ensure end-to-end workflows are streamlined and maintained
+ Develop and maintain systems for tracking medical policy reviews and revisions.
+ Ensure at least annual review or as needed metrics are met
+ Ensure accurate, up-to-date versions are uploaded in the database and online
+ Documenting or maintaining status reports, meeting minutes, issue/risk logs, interview guides, and project plans related to MP work
+ Developing PowerPoint presentations, policy cases and policy summary briefs
**Cross-Functional Collaboration: Partner with executive leaders in Clinical Operations, Quality, Compliance, Legal, Pharmacy, Behavioral Health, and Population Health to ensure policies are evidence-based, equitable, and support value-based care.**
+ Seek input from appropriate experts and stakeholders
+ Provide education and training around medical policies as needed
+ Collaborate effectively with internal business areas such as payment policies and claims to ensure alignment between other CCA areas and medical policies
+ Communicate the changes of medical policies via notification and/or training and disseminate updated medical policies according to company policies, state, and federal guidelines internally and externally to CCA's provider community
+ Collaborate with other departments regarding provider manuals and internal training materials to ensure materials are consistent with policies and state and federal guidelines
+ Presenting updates, findings, and recommendations to clinical leadership, peers and associates at all levels as applicable for assigned projects

**Required Education (must have):**
+ Bachelor's degree from an accredited college or university or equivalent professional experience required
+ Lean Six Sigma Green Belt

Position Overview:

The Policy & Research Director leads Mississippi Votes policy, research, and legislative strategy work. They manage the Policy & Research Department and serve as a primary architect of the organizations statewide policy and research agendaensuring our advocacy is grounded in original research, participatory data collection, and youth-informed analysis. This role requires a blend of legislative savvy, strategic thinking, coalition building, and a commitment to youth leadership and community accountability.

The Policy & Research Director is responsible for developing departmental work plans and performance benchmarks in alignment with MS Votes annual strategic plan.

This position serves both Mississippi Votes (a 501(c)(3)) and Mississippi Votes Action Fund (a 501(c)(4)). The role includes responsibilities that fall within each entitys legal scope and requires careful coordination to maintain compliance and mission alignment across both organizations.

Key Responsibilities

Policy Leadership & Strategy

  • Develop, implement, and evaluate a comprehensive public policy agenda focused on voting rights, civic access, youth justice, and human dignity.
  • Lead the creation of policy briefs, research publications, white papers, and community data reports that inform and support MS Votes civic education, legislative engagement, and advocacy campaigns.
  • Lead MS Votes advocacy strategy, integrating grassroots organizing with legislative engagement.
  • Track and analyze federal, state, and local legislative activity; provide weekly briefings to staff and community partners.

Legislative Engagement & Government Relations

  • Serve as a registered lobbyist for the organization in a limited, values-aligned capacity.
  • Build and maintain strategic relationships with policymakers, staffers, and administrative agencies.
  • Develop and implement rapid response advocacy strategies when legislation impacts civic engagement.

Departmental Leadership

  • Supervise the Policy & Research team, including Advocacy & Outreach Coordinators, Voting Rights Coordinator, and policy interns or fellows.
  • Support team development through coaching, accountability systems, and goal setting.
  • Align departmental goals with organization-wide strategy and support interdepartmental collaboration.
  • Develop systems for managing research priorities, knowledge sharing, and cross-team data application in partnership with communications, organizing, and operations teams.
  • Provide monthly reports to the Executive Director outlining legislative developments, department updates, research progress, and coalition activities.

Coalition & Movement Building

  • Lead and sustain statewide coalitions such as the MS Voting Rights Coalition and Ballot Initiative Working Group.
  • Serve as the primary point of contact for national policy partners and litigation allies.
  • Represent MS Votes in movement coalitions, convenings, and collaborative efforts.

Civic Education & Youth Development

  • Oversees the One GIRL, One Vote and Robert Clark Advocacy and Leadership Fellowship and policy education curriculum.
  • Provide mentorship and guidance to youth leaders engaged in policy research and legislative advocacy.

Compliance & Operational Alignment

  • Coordinate closely with the Executive Director and Operations & Finance team to ensure c3/c4 compliance in all advocacy activities.

Qualifications

Technical accounting subject matter expert responsible for effectively communicating and ensuring the enterprise's proper understanding and appropriate implementation of accounting policies and practices in accordance with the extremely complex and dynamic accounting principles generally accepted in the United States (GAAP) and subject to effective internal controls in connection with the SOX and FDICIA programs. Provide expert advice on a broad range of complex accounting and financial reporting issues to the Finance organization and other senior leaders.

**Provide informed accounting advice and oversight**
1. Serve as an effective business partner and informed advisor in collaborating across the organization in achieving financial reporting that (i) complies with GAAP, (ii) is transparent, (iii) is representationally faithful to the business objective and economics of the underlying transaction or activity and (iv) is produced in a well-controlled, practical and operationally sustainable manner.
2. Research appropriate accounting treatment and provide well-informed advice for complex transactions or financial matters for Truist Financial Corporation and its subsidiaries to ensure compliance with GAAP, regulatory reporting and affiliate transaction requirements. Such complex issues include but are not limited to acquisitions, divestitures, credit losses, hedge accounting, transfers and variable interests.
3. Support the accounting and reporting for highly complex transactions. Responsibilities include accurate financial reporting and adequate internal controls, preventing or detecting financial reporting fraud and ensuring that Truist complies with applicable Accounting Policies and Standards.
**Monitor activities of standard setters and regulators**
4. Closely monitor the standard setting process of the Financial Accounting Standards Board ("FASB,") and United States Securities and Exchange Commission ("SEC,"), as well as the Federal Deposit Insurance Corporation ("FDIC") and the Federal Reserve Board ("FRB") as applicable to bank accounting and reporting, to ensure that all relevant proposed changes to GAAP and other reporting requirements are understood and the impacts communicated to senior leaders timely.
5. Oversee the implementation of new accounting or external reporting requirements, which includes development of accounting, regulatory reporting and affiliate transaction policies and standards, design of operational processes necessary to ensure full compliance with any new requirements, and the development of the related internal control framework related to these new processes.
**Prepare and maintain accounting policies and procedures**
6. Prepare and/or revise accounting policies and procedures to effectively manage the risk of GAAP non-compliance by reflecting new accounting pronouncements or guidance, improving clarity or responding to changing circumstances.
**Effectively communicate with leadership, auditors and regulators**
7. Proactively provide counsel to senior leaders and financial management on complex accounting and external reporting issues. Provide accounting guidance in response to inquiries from auditors, regulators and others regarding specific transactions, issues and other matters.
**Provide accounting policy implementation support and oversight**
8. Ensure the design and implementation of adequate processes and controls to comply with relevant GAAP such as to prevent deficiencies in internal control over financial reporting. Support the Risk Management Organization through the effective identification, measurement, communication and mitigation of GAAP risk in adherence with requirements.
**Support and oversee external financial reporting**
9. Prepare and review of relevant sections of the SEC Forms 10-K and 10-Q for compliance with GAAP, including disclosure checklists. Review drafts of the quarterly press release, Forms 10-K and 10-Q, and other regulatory reporting in compliance with GAAP and regulatory requirements.
**Participate in industry groups**
10. Participate in various banking organizations via periodic meetings and committees. Use industry contacts to assess accounting standard and regulatory reporting implementation efforts. Participate in peer-bank accounting policy forums and industry professional organizations to discuss and influence significant accounting policy issues for the banking industry. Draft comments on proposed new accounting standards and regulatory reporting rulemaking, as applicable.

The Position
The Senior Director works on complex issues that require an in-depth knowledge of the company and its long-term ambitions. Develops NNI's policy positions, in line with Enterprise Strategy.
