The Role:
* In conjunction with a Director of Development and supporting stakeholders, collaborates with project ownership or sponsor to recommend the concept of the project (i.e. size, quality, character, profit potential, etc.) and a project positioning strategy for development (i.e. target market, design budget, and pricing, merchandising scheduling, etc.)
* Leads, directs, motivates, manages and monitors most members of the development team to bring the project from an idea to a successful outcome.
* Preparing a market and financially feasible development plan with client and operations alignment on scope, product pricing, pre-finance (seed capital) requirements and project positioning.
* In conjunction with design management, prepare design space program, and project team proposal requests.
* In conjunction with finance management establish capital cost budgets revising them throughout the development process.
* Obtaining necessary government approvals either directly or through compliance, attorneys and consultants.
* Selecting the architect and interior designer in conjunction with the client and Design Manager.
* Directing and monitoring the project architect throughout the development process in conjunction with Design Manager.
* Establishing the master project schedule and refining it through the development process.
* Acting as the owner's representative to project team members.
* Establishing occupancy development and marketing budget in conjunction with community and regional marketing staff.
* Monitoring and directing advertising and public relations firms in accordance with the marketing strategy in conjunction with community and regional occupancy development staff.
* Monitoring sales and cancelation pace, price adjustments to manage to the budgeted entry fee pool or rent rates and assisting the occupancy development process where possible including presenting to potential residents.
* Directing and assisting the finance team or investment banking team members with respect to borrowing (i.e., seed capital loan, construction and permanent financing).
* Establishing criteria for and implementing resident selections for potential modifications to independent living residences during construction.
* Ensuring though review and negotiation of change order and time extension requests during construction in conjunction with the project architect and potential supporting Project Manager (PM) supporting staff.
* Educating the Operations team regarding the development process.
* Establishing the quality expectations and punch list and final acceptance process in conjunction with the potential supporting PM, and project architect.
* Working with Marketing, Operations, and potential PM to facilitate an orderly move-in process including sending proper notice to buyers.
* Representing the project and Life Care Services to a majority of outside parties including local officials, the general public and the news media
* Ensuring proper project closeout including all final lien waivers, owner training, and final certificate of occupancy are obtained.
* Establishing a warranty period direct communication channel to the contractor, venders, and appropriate sub contractors including a planned eleven month site visit to identify any open issues are documented to be resolved before warranties expire.
Qualifications:
* 5 plus years' experience working within the senior living industry, with deep knowledge of how to develop a project for the market segment and location selected.
* Bachelor's degree in engineering, Business or related field.
* Proficient with MS Excel, Power Point, and ability to navigate scheduling software MS Project or Smart Sheets is preferred
* Knowledge of the design process and the ability to coordinate the architectural design activities to ensure optimum functionality while maintaining an aesthetically pleasing building design which is residential in character.

We are seeking a Project Development Manager to lead the full lifecycle of project development activities for Infinium eFuels. This is a hands-on role ideal for an experienced professional who enjoys managing all facets of project development — from opportunity identification through permitting, contracting, and execution readiness.
The ideal candidate combines strategic thinking with a strong bias toward action, and has experience working across technical, commercial, and regulatory dimensions of complex infrastructure projects.
LOCATION: Infinium headquarters in Sacramento, California
KEY RESPONSIBILITIES: · Identify and evaluate project opportunities, including site evaluation, feedstock evaluation, and technical feasibility.· Manage all aspects of project development, including site diligence, permitting, interconnection, land acquisition, environmental diligence, and commercial structuring.· Lead all permitting and entitlement processes at the federal, state, and local levels.· Manage interconnection applications and engagement with utilities or transmission operators.· Negotiate commercial agreements including feedstock contracting, land leases, interconnection documents, and basic offtake or supply terms.· Collaborate with internal teams across engineering, finance, operations, and legal to progress projects through key development milestones.· Coordinate directly with third-party consultants (e.g., engineering, legal, environmental, regulatory) as needed.· Maintain accurate project schedules, budgets, and risk assessments, and provide regular reporting to internal and external stakeholders.· Prepare internal investment materials, permitting filings, and presentation materials for reviews and approvals.· Serve as the primary point of contact for assigned projects through development completion.
KEY QUALIFICATIONS:
- Bachelor’s degree in engineering, environmental science, business, or a related field.
- 5–10 years of direct experience in project development within renewable energy, low-carbon fuels, chemicals, or related industrial or infrastructure sectors.
- Proven ability to independently manage development activities across technical, commercial, and regulatory workstreams.
- Familiarity with U.S. permitting and regulatory processes (e.g., CEQA/NEPA, state energy offices, local zoning).
- Strong working knowledge of interconnection, land acquisition, and infrastructure contracting.
- Excellent organizational and communication skills.
- Comfortable working with minimal supervision and able to move projects forward proactively.
- Willingness to travel as needed to support project development (typically ~10%).

ResponsibilitiesPre-Award Functions

Job Description
As the Project Development Manager, you will be responsible for overseeing the planning, development, and execution of solar energy projects from greenfield selection to completion. You will help lead a programmatic development process including land acquisition, permitting, utility interconnection, regulatory compliance, environmental studies and all other tasks necessary for the successful development of solar projects. You will work alongside the organization's principals and be responsible for contributing through the full development process.
Responsibilities
- Coordinate project specific tasks including, interconnection applications, permitting and approvals, project communications, engineering and design, procurement, and construction review processes as well as providing an effective transitional basis into construction.
- Identify and mitigate project risks through proactive planning and risk assessment to maintain project momentum.
- Review technical specifications and drawings to ensure compliance with industry standards and project requirements alongside the Engineering team and consultants.
- Develop, clarify, and manage project scopes and project execution plans, track and manage contract deliverables, HS&E requirements, insurance needs and QA/QC plans.
- Work alongside our Land Use Counsel to help manage the local permitting process, including obtaining necessary approvals and licenses from regulatory authorities and providing local representation.
- Contribute to the utility interconnection process including coordination of engineering activities in pursuit of interconnection feedback and approval.
- Manage contracts and coordinate consultants for needed professional services including outside environmental, engineering, and legal.
- Manage project budgets and resources effectively to minimize costs and maximize efficiency.
- Manage project level progress, risks, opportunities, and economics while providing thoughtful analysis and risk evaluation.
- Input and update data in the project management software to facilitate companywide visibility of projects and reports to be generated.
- Monitor project performance metrics and take corrective actions as needed to achieve project goals.
- Bachelor's degree in Engineering, Planning, Business Administration, Environmental Science, or related field.
- 3-5 years of C&I or Utility Scale solar development and/or project management experience with distributed generation interconnection processes (PJM experience considered an asset).
- Experience dealing with Federal, State, and local regulators, Agencies, and regulatory processes.
- Experience with hands-on project management and efficiency in providing project development support on multiple concurrent projects.
- Successful experience with all aspects of project development, permitting, stakeholder consultation, and management of external consultants and internal teams.
- A record of academic and professional achievement, well developed communication skills, the ability to collaborate well in a small team, proven organizational acumen working on multiple projects requiring attention to detail, and a high level of motivation are vital in this role.
- Extensive knowledge of solar and other renewable technologies.
- Existing network of contacts and partners in the US solar market considered a plus.
- If not located in Pennsylvania, ability to travel upwards of 50% of the time.
