- Develops and presents senior executive leadership level presentations and

- Establishes and implements project file plan and administers controls for the safeguarding and updating of all project related documents

Qualifications

- A bachelor's degree in construction management, engineering, or a related field is required. A master's degree or additional certifications in project management or a related discipline is a plus.

The PMO Manager plays a crucial role in the Association by overseeing the project management portfolio, ensuring that projects align with operational objectives. This position requires a strategic thinker with exceptional communication and leadership skills and experience motivating teams to achieve a high level of quality performance, delivering projects that provide exceptional value. They provide the overall direction and guidance across teams and functions to successfully deliver projects.
They facilitate communications between project teams and stakeholders, including regular updates and reports, while developing best practices and harmonized processes to execute projects, thereby ensuring consistency and maintaining standardized processes, templates, and tools in support of project management activities in compliance with Association policies, standards, and methodologies. They also allocate resources effectively across projects including personnel, budget, and tools; tracking and reporting project performance metrics including timelines, budgets, and quality outcomes, while implementing best practices and driving continuous improvements in project management methodologies.
The successful candidate will have strong project management experience and be able to communicate effectively with technical and executive audiences. They will have experience leading efforts with matrixed teams from diverse and/or technical functional areas. Their people and communication skills with peers and executives are strong and they have demonstrated their ability to manage multiple projects in a collaborative and fast-paced team environment.
Travel: 10 - 15%.

Qualifications:
- Bachelor's degree in relevant area, e.g., Business Administration, Management, or related field; Master's degree and/or PMP certification preferred; or, the equivalent combination of education and practical experience.
- Seven (7) years of hands-on experience as a Project Manager (PM) and/or exercising leadership in a PMO setting required, ten (10) or more preferred.
- Strong leadership, organizational, and communication skills.
- In-depth knowledge of project management methodologies, standards, and best practices.
- Proficiency in project management software and tools.
- Detail-oriented, strategic thinker able to work well under pressure and navigate a dynamic, and sometimes ambiguous, environment with multiple stakeholders.
- Strong analytical, planning, and organizational skills with an ability to manage competing demands and multiple tasks concurrently.
- Strong interpersonal, oral, and written communication skills - including mentoring, coaching, collaborating, and team building - for effective interaction with contacts, internal and external.
- Demonstrated ability to understand business processes quickly and to work well with partners at different levels within the Association.
- Ability to work independently and relate well to all levels of the Association required.
- Software: Microsoft Word, Outlook, Excel, and PowerPoint. Project Portfolio Management (PPM) tool(s) and Visio knowledge a plus. Jira issue and project tracking software a definite plus.
- Certified Agile Project Manager; Certified ScrumMaster; and/or, Certified Scrum Professional (CSP-SM) a definite plus.
- Certified Project Management Professional (PMP) a plus

Job Summary
The successful candidate will be responsible for program/project management leadership for a group of large and complex multidisciplinary projects including capital improvement projects. May include large maintenance, test, or multiple interfacing projects.
Job Duties:
- Apply standard engineering methods and techniques to evaluate opportunities for facility capability upgrades.
- Manage complex projects; track and control scope of work, resource utilization, schedules, and work accomplishments; initiate corrective actions as required; maintain contact with the client, resolve contractual conflicts, or elevate conflicts to branch level for resolution.
- Represent the company to current and prospective clients, customers, and users.
- Facilitates the collection of project requirements, objectives and customer expectations, and clearly communicates this information to project teams.
- Provide project updates to the Tunnel 9 Branch Manager, Mission Execution director and local Air Force Director as well as other managers as required.
- Responsible for delivering a successful portfolio of projects safely, with all quality attributes, on time and within budget.
- Perform cost and performance measurement analysis against planned and estimated scope.
- Ensures compliance with appropriate codes, standards, and regulations (including those for environmental work).
- Prepares and executes Project Plans using cost, schedule, and performance objectives, resourcing, verification and validation and risk management
- Support common work processes and procedures within assigned function.
- Utilization of Earned Value Management System (EVMS) knowledge.
- Assist other project managers, principles, or officers in the management of extremely large, multidiscipline projects.
- It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
- Perform other duties as required.
Basic Qualifications:
- Bachelor's degree in an engineering discipline or relevant technical field from an accredited university and at least 10 years of progressive and relevant experience in an engineering or related technical field or at least 14 years of progressive and relevant experience in lieu of degree. Additional relevant education can be substituted for overall experience.
- Must be able to obtain and maintain a security clearance and the AEDC local area network.
- Current U. S. Citizenship required.

- Active Secret clearance
- A Master's Degree in an engineering discipline, construction management degree or business administration field from an accredited university.
- Knowledge of construction, engineering, procurement, and other project-related activities, including their interfaces and interdependencies.
