Responsibilities:- The Quality Control Manager plays a vital role in supporting the project team throughout the entire project lifecycle, from preconstruction planning to project completion.
- Reviews drawings and submittals with the project team for conformance with project requirements.
- Communicates regularly with Project Managers to provide quality control updates and advise of issues or problems that may affect progress.
- Develop site-specific quality procedures and review with Project Engineer as necessary to support the project requirements.
- Assist jobsite leadership with resolution of client complaints that are quality related.
- Order and receive needed project materials and equipment as advised.
- Coordinate and administer weekly quality meetings and/or identification of safety meeting elements relevant to quality.
- Monitor quality practices daily, along with ongoing inspections to minimize the need for corrections and punch-list items.
- Implement the delegated authority to stop work in the event of quality issues.
- Provide direction to the Project Engineer on quality related items and maintain priority on critical path items necessary to keep the project schedule.
- Monitor subcontractor and vendor performance with respect to timeliness, efficiency, and quality.
- Prepare and submit comprehensive quality control reports detailing inventory, calibration status, document control logs, ongoing and completed work items, weather conditions, and any emerging quality issues.
- Provide weekly updates for as-built conditions and continual maintenance of safety logs.
- Enforce and champion the requirements of the site quality program (including the processing of any required revisions) and other project quality and technical requirements.
- Coordinate with Project Manager to ensure all project close-out documents are complete and submitted.
- Act as a Lead Auditor to plan, perform, report quality audits of a variety of construction activities.
- Perform physical inspection of a variety of discipline activities which may include but not limited to; piping, civil, concrete, fixed and rotating equipment, electrical, control systems, coatings, insulation, and non-destructive testing.
- Performs additional assignments per Division Manager’s request.
- Proficiency with Microsoft Office Suite (Word, Excel, Project, PowerPoint, and Outlook) and other necessary software.
- Knowledge of OSHA and MSHA regulations and reporting processes for civil and mining projects.
- Ability to represent the Company professionally with external organizations and internal stakeholders.
- Strong leadership skills to manage effectively at all organizational levels.

This project is for the Design-Build, Multi-Purpose Dynamic Training Range (P-306), Fort Barfoot, Virginia. The work will take place out in the range training areas of Fort Barfoot. The work includes the design and construction of several types of both individual and unit range stations that offer individual military training sessions as well as long lateral group (4-6 person) runs. Facilities include the design and construction of an operations/storage building (pre-engineered metal building, 800 SF), a compressor building (pre-engineered metal building, 625 SF), and other training structures. Design and construction includes: facilities, static and dynamic live fire training stations, shock-absorbing concrete walls, and pneumatic and non-powered targetry systems. The scope of work also contains low impact development, clearing and grubbing of trees, site preparations and site improvements, standby generator, landscaping, drainage, parking, and anti-terrorism/force protection (AT/FP) features. Electricity, water, and sewer utilities are not available. The project does not have any telecommunications, fire protection or fire detection and alarm requirements.
Job Description/Qualifications:
- Ability to work through challenging issues with client team to develop mutually acceptable solutions.
- Experience working with general construction including but not limited to site work, architectural, piping-plumbing, mechanical-HVAC, electrical, I&C, and security is preferred.
- Experience working on USACE Rapid Response contracts is preferred.
- Experience with USACE and EM-385-1-1
- Construction Quality Management (CQM) certification (USACE or Navy)
- Proficient and experienced with the USACE Resident Management System (RMS) Contractor's Module.
- Proficient and experienced working with Commissioning Specialists to meet USACE "Total Building Commissioning" specification requirements.
- Familiar with the USACE 3-phase inspection program (preparatory, initial and follow-up)
- Experience reading drawings, specifications, and basis of design to verify that the construction is being completed as detailed in the design.
- Experience completing Daily QC Reports and maintaining Deficiency Logs
- Experience documenting, managing, and closing construction deficiencies and variations.
- Strong verbal and written communication
- Must be highly organized.
- Proficient with Microsoft Office suite
- Demonstrated ability to carry out some work independently.
- Effective communication and management of subcontractors to verify performance, staffing, schedule and budget status.
- Secret Security clearance is a plus, but not required.

We are seeking a dedicated and detail-oriented Quality Control Manager to oversee and ensure the quality and safety of our federal projects. The role involves managing subcontractors and coordinating with government customers to uphold standards in quality control and safety.
Responsibilities
+ Manage subcontractors and collaborate daily with government customers, focusing on quality control and safety.
+ Plan, assign, and direct work in accordance with the project's scope.
+ Inspect ongoing work to ensure it meets quality standards and applicable codes.
+ Manage scheduling and oversee the successful commissioning of newly installed systems.
+ Review project specifications and oversee the hiring and, if necessary, termination of subcontractors.
+ Develop and implement Quality Control and Health & Safety procedures for federal projects.
Essential Skills
+ Minimum of 5+ years experience working directly with government agencies such as USACE, NAVFAC, Smithsonian, or GSA.
+ Proficiency in computer skills, including MS Word, Excel, and Outlook.
+ USACE QCM Certification is required.
Additional Skills & Qualifications
+ OSHA 30 HR certification is highly preferred.
+ Experience in construction and quality control management.
+ Knowledge of federal construction standards and procedures.
Work Environment
The role is based on-site at Lahey Hall at the Naval Academy in Annapolis. You will work alongside a Site Safety & Health Officer, Superintendent, and a Project Manager. The team is part of a small, tight-knit crew striving to establish a strong presence in the federal arena. This position offers ample opportunities for growth in a fast-paced, supportive environment.

Pay and Benefits
The pay range for this position is $45.00 - $62.50/hr.

**Primary Responsibilities**
- Serves as the primary quality control authority for problem identification, resolution, loss reporting and continuous improvement.
- Manages quality control personnel on a day-to-day basis.
- Previous experience managing Quality Engineers
- Plan quality control staffing needs based on product manufacturing requirements, and delegate activities to Quality Engineer, Technician, and Inspector staff.
- Establishes and implements metrics (process capability, control charts, measurement quality) for monitoring Quality Control system effectiveness.
- Leads root-cause analysis and other problem-solving activities to identify effective corrective actions and process improvements.
- Establishes collection and analysis systems of statistical data to predict trends that will affect improvement of product quality.
- Develops quality planning methods for all product lines within the plant.
- Interacts with customers to identify opportunities to improve quality and establish feedback with manufacturing and development personnel.
- Initiates and implements quality improvement activities as appropriate (e.g., Kaizen, Six Sigma) to raise the performance of the plant's product lines.
- Reports to Sr. Quality Management on quality issues, trends, and losses.
- Participates in internal and external quality audits.
- Collaborates with DCMA and other government and/or customer quality assurance organizations
- Interfaces with supplier and customer quality representatives concerning problems with quality control and assure that effective corrective action is implemented.
- All other reasonable duties, as assigned.
**Basic Qualifications**
- Candidate must havea Bachelors degree with 5+ years of prior relevant work experience of a Masters degree with 3+ years of prior relevant work experience. In lieu of a degree, a HS diploma/GED with 10 years of experience in a QA/QC systems implementation or management in a manufacturing/production based environment will be considered
- Strong problem-solving skills
- Management of Quality Engineers
- Experience in a QMS compliant with AS9100/ISO9001.
- Candidate must be able to obtain/maintain a final secret clearance
- Candidates must be a resident of or willing to relocate to the Huntsville,
**Preferred Qualifications**
- ASQC is preferred
- Experience in leading skilled professionals in a matrix environment
- Familiarity with Deltek Costpoint accounting software a plus
- Direct experience with Manufacturing Execution System (MES) Quality Module implementation and a plus

+ Must have demonstrated knowledge of commercial quality control plans and possess knowledge of, or experience with part-time roleplaying services
+ Must be readily available if needed by the KO/COR during inspections
+ Must be able to pass a background examination for suitability to support Law Enforcement training.
