Supports the implementation, of the Eversource Quality Control program as it relates to any of the following construction, maintenance, meter service, leak survey, corrosion, damage prevention, LNG and I&R activities at Eversource Gas. Ensures that work and activities are performed in accordance with all federal, state, and company construction standards and procedures and all safety rules and standards established by the Company and required by law. The QC Specialist has the authority to direct and stop, if necessary, work to ensure compliance with all requirements. This position is an authorized company representative when on job sites and has the authority to make decisions, within their area of responsibility, on behalf of the Company.
**Essential Functions:**
+ Ensures safe work practices are being employed in accordance with the Company's Health and Safety Handbook and Contractor Safety Manual.
+ Ensures all work activities are being performed in accordance with Gas Distribution construction standards and operating procedures. Verifies that the work is being performed by qualified personnel.
+ Verifies that work packages are in order with appropriate work procedures as required, mark out ticket, and mapping information.
+ Monitors resources associated with the Company's re-dig program.
+ Supports the on-boarding of contractor crews and verifies that all aspects of the Company's Operator Qualification Plan are being followed.
+ Identifies non-compliant conditions and situations, makes recommendations for corrective action.
+ Responsible for accurate documentation of inspection results.
+ Responsible for the Company's gas quality control programs.
+ Performs activities that will contribute to the annual gas inspection plan including random inspections and re-dig program activities.
+ Will be assigned an ERP role and will support Gas or Electric during any ERP or Work Continuation event as required.

Monitor/audit programs and processes in accordance with agency, funder, accrediting, licensing and/or regulatory requirements.
Assists administrative and program departments with funding and government regulations, contract requirements, agency policies and standards.
Coordinates and prepares programs for funder and accrediting body monitoring evaluation and audits. Participates in internal and external monitoring and quality audits.
Conducts routine internal audits and reviews to ensure ongoing and effective compliance.

Provide technical and administrative support for the Quality Assurance Department.
Conducts program audits and case file reviews of CRT's STEPs Case Management and CAPTAIN Energy Assistance systems to monitor data quality and accuracy.
Work with program managers and supervisors to implement corrective action plans supporting the data quality in the STEPs Case Management system and CAPTAIN Energy Assistance system.
Assists with orientation and in-service training to staff on the use of the STEPs Case Management system
Assists with monitoring and review of data collection processes to ensure quality data. Documents that data collection processes and data entry are being implemented according to agency standards. Prepares and develops reports and analysis of data.
Provide administrative support to program and administrative staff related to multiple agency data systems, including but not limited to case management system and Energy Assistance.
Coordinate annual agency risk assessment. Provide support to management in identifying and addressing risks identified.
Assists the Director with the formulation, implementation and monitoring of corrective actions to ensure program improvement including but not limited to policy/procedure development and review; systems development and review; and tracking the implementation of corrective actions providing follow-up as needed with program staff.
Assists in the development of "how-to" manuals including reviewing and revising program and agency policies and procedures. Create new policies and procedures, as needed.
Ability to work flexible hours including evening and weekends as necessary.

MINIMUM TRAINING AND EXPERIENCE
Education: Bachelor's degree in Human Services, Social Work, Public Policy or related field. A combination of education and experience may be considered.
Experience: Three (3) year of' experience in a public or non-profit social services or public health agency performing work in one or more of the following areas: regulatory compliance, quality assurance, case management, or health or social services information management.
Skills: Must be detailed oriented, able to work independently, and with others from various economic educational background and racial/ethnic, have excellent verbal and written skills, be an effective communicator. Must have Internet research skills and ability to learn funder specific software. Prioritize work and meet deadlines. Recognize and maintain the confidentiality of all materials in the work setting. Proficiency in Microsoft Office applications (i.e. MS Word, MS Access and MS Excel).

The Quality Assurance Assistant is responsible for assisting in the day-to-day functioning of the Mental Health Waiver program in support of the Community Support Clinicians and the managerial staff by completing the payroll and reports for the self-directed employees, processing provider claims and the resulting check runs, assisting in maintaining the integrity of the eligibility/authorization database, completing and compiling satisfaction surveys. This position will represent ABH and its services in a positive and professional manner and adhere to ABH's best practices, guidelines, policies and procedures as established, promoting ABH as a leader in behavioral healthcare in all interactions and work.
DUTIES AND RESPONSIBILITIES:
- Interacts in a professional and respectful manner with providers and office staff to answer routine inquiries related to the MHW eligibility, authorization and claims process;
- Completes the weekly payroll and associated reports for the Self-directed Recovery Assistants as needed;
- Adds new provider claims and uploads and downloads claims files as required;
- Coordinates with DSS, DHMAS, Gainwell Technologies, MFP and Sandata staff, and maintains a comprehensive knowledge of Mental Health Waiver services with regard to benefits, eligibility, network and referral options, and an understanding of all associated forms;
- Completes both the Client and the Provider satisfaction survey process by making calls, sending out mailings and tracking the results;
- Creates new client records by adding eligibility and disposition screens and client demographic information, adds authorizations, updates the various data bases as required.
- Performs the Project Notify/Connie process;
- Provides assistance to the CSCs in creating/updating recovery plans, and acts as a liaison between Waiver staff, Gainwell, Sandata and the Providers when there are authorization or payment issues;
- Provides assistance to the Provider Relations/Credentialing staff as necessary;
- Manages the toll free line, faxes, and requests for information by tracking calls and referrals and forwarding them to the correct responsible person;
- Assists with the monthly Eligibility verification, the Provider/Client Surveys and the Monthly notes process;
- Completes monthly mailings to Client and Providers;
- Observes policies and procedures related to confidentiality of medical records, release of information and retention of records;
- Monitors, identifies and reports problems of potential unethical conduct, fraud and/or abuse to QA Supervisor;
- Employs interpersonal expertise to provide good working relationships with members, providers, facilities and other ABH personnel;
- Maintains confidentiality of all client protected health information and adheres to all HIPAA related policies and procedures;
- Demonstrates ethical behavior and cultural sensitivity in all activities involving individuals of diverse backgrounds;
- Performs other tasks/responsibilities as required/assigned to support the business operations.
- Associate degree required or equivalent combination of education, experience and training that provides the required knowledge skills and abilities;
- 1-3 years of demonstrated work experience in a quality or financial related position.
- Payroll experience is preferred.
- Willingness to develop an in-depth knowledge of the WISE online system, other programs created by ABH and several State of CT online systems used to verify and coordinate services;
