As a senior Development Officer to be based in BLP's East Rutherford, NJ office or Atlanta, GA you will be responsible for multiple development markets across the East Region of BLP. These target markets include NJ, E.PA, Boston, BWI and ATL.
This senior role will lead land sourcing efforts and will be responsible for development projects from land acquisition to lease stabilization. The role will collaborate with the vertically integrated teams based in BLP's NJ and ATL offices. This team in each office is comprised of Investment Analysts, Acquisition Officers, Development Managers and Asset Managers.
Expectations Of The Role
- Build and maintain strong relationships, both directly and with brokers in the region; able to effectively source transactions.
- Provide leadership in the deal procurement, negotiation and due diligence process, including creation and review of financial and development assumptions in pro-formas.
- Assess and critically evaluate the potential attributes of a development site, including identification and understanding of a projects market positioning; gather market information through independent field work and direct contact with brokers, appraisers, and developers. Synthesize information and draw a conclusion on the business plan.
- Supervise and participate in the due diligence investigation of new investment opportunities, including coordination with third parties.
- Prepare a comprehensive investment submission; communicate conclusions and investment risk in a narrative presentation to senior management, including approval through presentation to the Investment Committee.
- Manage coordination of post-land acquisition activities alongside the regional development manager, including entitlements, design, construction financing, and construction execution.
- Manage coordination of leasing opportunities, alongside the regional asset manager.
- Communicate with clients, joint venture partners, lenders, consultants, brokers, legal and risk management professionals.
What You Should Bring
- 8+ years of development experience, preferably including significant experience sourcing and executing industrial or logistics development projects.
- Bachelors Degree preferably in real estate, finance, business, accounting, economics, or related area.
- Proven track record in creating and executing value-maximizing comprehensive development strategies including data-driven new site selection, purchase and development, and entitlement efforts across assigned geographies.
- Ability to oversee development from beginning to end, i.e., understanding entitlements through negotiating with tenants.
- Acute attention to detail, must possess a strong sense of urgency in achieving goals for the various projects.
- Experience leading a team and a natural ability to cultivate, build and maintain relationships.

The Senior Land Development Manager will be part of the Georgia, South Carolina, North Carolina regional team and report to the Director, Real Estate Operations assisting with Atlanta and surrounding market land development projects. The job includes Owner’s representative type duties overseeing sitework and amenity construction, working with professional consultants and land development contractors, as well as communicating daily with cross functional Freehold teams. Emphasis will be placed on quality control, safety and ensuring schedules are followed and jobs are staying within allotted budgets. This role requires technical expertise, project leadership, and the ability to manage multiple projects. This is a full time, exempt role working in a Freehold office in market and traveling to development project sites weekly and regional offices as needed.
Position Responsibilities:
• Oversee and manage all aspects of the field operations related to land development including erosion control, grading, wet utilities, dry utilities, paving, sidewalks, landscaping, hardscaping, amenities, monitor field testing activity, post construction as-builts, certifications and compliance letters.
• Lead and manage Atlanta, GA development projects, from concept to completion and other projects as Freehold expands in surrounding markets. Oversee projects from permit approvals through construction, including final bond release and community turnover.
• Responsible for the successful and timely delivery of new projects through use of construction schedules, contract documents, land development budgets, environmental studies, geotechnical reports, engineering and architectural construction plans and permit compliance reports.
• Establish relationships with public officials and governmental agencies, obtain entitlements and permits.
• Coordinate and provide oversight of engineers, architects, and other third-party consultants to ensure success.
• Coordinate the workflow and activities of project specific land development field operations (lot and amenity construction), including inspections.

• Coordinate and schedule power, gas, telephone, cable companies land development activities. Negotiate utility extension agreements.
• Prepare bid packages and solicit bids for infrastructure and amenity construction.
• Review project drawings for omissions/errors, functionality, efficiency, cost, and ensure accuracy of as-built drawings.
• Ensure all project sites are in compliance with regulatory agencies.
• Obtain project permits and final approvals from local jurisdictions. Resolve issues with agencies having jurisdiction over project and region.
• Assist in the timely reduction and/or termination of project infrastructure bonds and/or letters of credit.
• Manage SWPPP activities and compliance.
• Coordinate and execute the completion of project punch lists.
• Ensure all turnover checklist items are complete and lots are ready to be turned over to home builders.
• Update and maintain construction schedules using MS Project.
• HOA management including but not limited to quarterly meetings, budget analysis and improvements to the common open space.

Essential Skills & Experience:
• Bachelor’s degree preferably in civil engineering, building construction, construction management or equivalent experience.
• At least 7 years of experience in engineering, sitework construction, or homebuilder land development.
• Minimum of 4-5 years managing and completing land development projects for communities of 500-1200 units with amenities, preferred.
• Strong knowledge of site design, grading, drainage, stormwater, and utility design.
• Experience navigating permitting process with municipalities, counties, and agencies.
• Organized and detail oriented. Able to successfully multitask.
• Must have strong Excel skills and proficiency in MS Project, Word and Outlook.
• Ability to effectively draft presentations, articles, routine reports, proposals, and correspondence.
• Excellent project management, communication (written and verbal), and leadership skills.
• Demonstrated success in managing multiple tasks on time and meeting or exceeding quality standards, in fast-paced environments.
• Valid driver license and automobile required for site visits and attending meetings at various locations.
• Travel as necessary to events, meetings, partner and builder businesses, local and state government offices or to attend corporate or other meetings.

Qualifications

4+ years of relevant engineering design experience

Professional Engineering (P.E.) License (or ability to obtain within 12 months)

Candidates should have experience with site civil design, permitting, and applicable software applications including hydrology modeling program, storm drainage programs, AutoCAD, and Civil 3D

Experience with task management, concept design, and assisting project management tasks

Familiar with coordinating with clients, attending client meetings, and overseeing quality standards

Working knowledge of AutoCAD Civil 3D

Ability to build plan sets and other construction documents

Design experience that includes utilities, site layout, drainage, due diligence and permitting

Responsibilities
- Direct projects by managing and delegating tasks, forecasting and proactively addressing workload, financial performance, and staffing needs, while collaborating with clients and teammates across the organization
- Oversee and engage in the development of existing client relationships, including conducting periodic meetings, developing proposals and budgets, and gathering feedback with teammates
- Prepare agreements and manage the creation and approval of construction plans, bid documents, technical specifications, and construction cost estimates
- Analyze complex technical challenges and develop new or improved techniques, approaches, and alternative solutions
- Develop engineering plans and specifications in a team environment for a multitude of projects
Skills and Attributes
- Willingness to learn implementation of integrated services projects in a team with multidisciplinary skills
- Knowledge of land development construction including codes and development regulations
- Exhibits strong leadership skills and growth potential
- Has interest in growing business development skills
Qualifications
- BS in Civil Engineering
- 11-15+ years of increasing engineering experience on complex projects
- PE licensure in NJ
- Proficient in site layout, grading, utility design and stormwater management
- Experience in developing and compiling/producing site plans, construction documents, specification, and engineering reports
- Understanding of New Jersey market
- Experience with GIS Systems is a plus - GIS is one of the tools we use to create better projects
- Proficient in the following: AutoCAD Civil 3D, Microsoft Project, MS Office

The Land Development Project Manager is responsible for directing the construction of multiple single-family subdivisions to achieve lot delivery goals (cost, quality and schedule).

- managing all aspects of residential land development including budgeting, scheduling, construction, platting, and closeout.
- installing erosion control, grading, sewer, storm, water, pavement, and landscaping
- working with municipalities & reviewing agencies
- overseeing public and private utility contractors, site contractors & landscape contractors.
- supporting the creation of the site development budget and required internal reporting and documentation for all land development projects.
Job Requirements for Land Development Project Manager
- College Degree with focus on Civil Engineering, Construction Management or knowledge gained through work experience.
- Five years of experience in land development in the residential home-building industry.
- Must possess a valid drivers license and be willing to drive between work sites.
- Experience with site development and engineering.
- Demonstrated experience reading engineering plans.
- Strong verbal and written communication skills and the ability to leverage relationships.
