Position Summary

The Retirement Benefits Specialist performs technical and administrative duties associated with the processing and verification of participants' retirement benefit inquiries and applications in accordance with Company policies, regulatory requirements, and plan guidelines.

Key Duties and Responsibilities

  • Processes retirement benefit applications; verifies the accuracy of information, researches or investigates past service, related credits, and insurance deductions.
  • Responds to inquiries from participants, beneficiaries, and union representatives regarding retirement benefits.
  • Determines benefit eligibility and requests necessary documentation from unions, employers, and the Social Security Administration to expedite processing.
  • Initiates and prepares correspondence to participants, beneficiaries, employers and others regarding general account information, retirement benefit history, and monthly retirement benefits.
  • Performs data entry and corrections to update members' information.
  • Updates retirement data in appropriate information systems.
  • Assists with special projects as requested by management.
  • Performs other duties as assigned.

Minimum Qualifications

  • High school diploma or GED.
  • Six months experience working in a professional environment.
  • Highly developed sense of integrity and commitment to customer satisfaction.
  • Ability to read, analyze, and interpret general business materials, technical procedures, benefit plans and regulations.
  • Ability to communicate clearly and professionally, both verbally and in writing.
  • Strong understanding of discretion and the appropriate handling of sensitive information.
  • Solid organization skills with an attention to detail.
  • Ability to calculate figures and amounts such as discounts, interest, proportions, and percentages.
  • Computer proficiency including MS Office tools and applications.

The Retirement Benefits Specialist Level I/II is responsible for a variety of duties related to the mathematical calculation of retirement benefits and retirement service purchases. SALARY STEP INCREASES:
The beginning salary and the top of the salary range are usually shown on the job announcement. Upon satisfactory service, salary increases of approximately 5% are given annually until the top of the salary range has been attained.
PAY:
All employees are paid bi-weekly via direct deposit into the employee's bank account. The pay period covers fourteen (14) calendar days, starting on a Sunday and ending on the second Saturday thereafter. Salaries are generally paid on the Friday following the end of the pay period. Employees can set up their direct deposit and access their pay information via Employee Self Service in MySacCounty.
VACATION:
Generally, vacation with pay begins at 10 days annually. With increase over a period of years, the maximum annual vacation with pay is 25 days.
HOLIDAYS:
14.5 holidays per year as recognized.
SICK LEAVE:
Equivalent to 15 days annually, unlimited accumulation. Upon retirement, unused sick leave is converted to retirement service credit.
PARENTAL LEAVE:
Entitles a regular County employee, with at least one year of continuous employment, to schedule a paid parental leave of up to 160 hours upon the birth or during the process of an adoption of a minor child. Parental leave shall be approved by the employee's appointing authority, except where the granting of the parental leave request would unduly interfere with or cause severe hardship upon department operations.
TUITION REIMBURSEMENT:
Dependent upon union agreements, regular County employees may be eligible to receive Tuition Reimbursement. The costs for course tuition/registration fees and required books/supplies are eligible for reimbursement. Tuition reimbursement amounts may vary depending upon union agreement.
RETIREMENT:
Social Security and Sacramento County Employees' Retirement System coverage.
HEALTH INSURANCE:
The County offers a variety of health plan design options to fit individual needs.
DENTAL INSURANCE:
The County provides a comprehensive dental benefit program for regular full-time and part-time employees and their eligible dependents. This plan pays on a set fee schedule that varies by procedure. Any amount over the fee schedule is the employee's responsibility. The yearly maximum is 2,000 per person, not including orthodontia. The orthodontic benefit is 50% of covered charges with a lifetime maximum of 1,000 per person.
LIFE INSURANCE:
The County of Sacramento provides a basic life insurance benefit of 15,000 to all eligible employees at no cost. Additional coverage may be purchased through payroll deduction.
DEFERRED COMPENSATION:
The County offers a Deferred Compensation Program which enables employees to save in a systematic way without paying income tax on either the payroll deduction or the earned interest, prior to withdrawal.
EMPLOYEE ASSISTANCE PROGRAM:
The County of Sacramento provides an Employee Assistance Program (EAP) for employees and their eligible dependents. The EAP offers confidential, professional counseling services in areas such as:

SELECTION AND PLACEMENT

VETERAN'S PREFERENCE:
Military veterans who have served during wartime shall be given preference in initial appointment to County service. The Role at a Glance

We are seeking a strategic and detailed-oriented professional to join our Total Rewards team to lead critical components of our executive benefits and international benefit programs. This role will manage the daily administration of non-qualified deferred compensation plans for senior leaders, along with company owned life insurance policies (COLIs). It also leads our financial wellness education strategy and supports global benefit offerings, including UK pension and Bermuda-based Total Rewards. The ideal candidate will blend technical expertise with strong communication skills to partner effectively with executives, HR, Finance and external vendors.

What you'll be doing

Deferred Compensation

• Oversee the day-to-day administration and reconciliation of multiple (employee, director, and agent) non-qualified deferred compensation plans, including enrollments, deferrals, distributions, taxation and participant communications – in partnership with external administration vendor.

• Ensure compliance with applicable regulations such as IRC 409A and coordinate with legal, tax advisors and third-party administrator as needed.

• Serve as a member of the fiduciary investment committee that monitors the investment funds used to track deferred compensation liabilities, providing insights and recommendations.

• Working with the finance team, coordinate with the hedging programs for the deferred compensation liability; monitor cash flow to ensure hedging adequacy.

• Support the annual proxy filing with data and details on the deferred compensation for top executives.

• Collaborate with senior leadership to develop and refine strategy and plan design for agents; aligning with business objectives.

Company Owned Life Insurance

• Manage administration of company-owned life insurance (COLI) policies, both hedging COLI and investment COLI.

• Prepare annual imputed income for split dollar policies.

• Coordinate with insurance carriers and internal finance teams for policy maintenance, premium payments and reporting.

• Coordinate with internal and external partners on policy administration and tracking.

Financial Wellness

• Develop and implement strategic communication plans to improve employee financial literacy and overall financial well-being.

• Collaborate with communication team and vendors to deliver engaging, data-informed programs and campaigns.

• Facilitate educational sessions and workshops.

Global Benefits

• Support the administration and governance of the frozen UK pension plan

• Lead the design, implementation and administration of Bermuda-specific employee benefit programs in alignment with business and compliance needs.

• Serve as the key liaison with benefits vendors and brokers in Bermuda, overseeing renewals, claims and service delivery.

• Ensure benefits programs meet statutory requirements while remaining competitive and cost effective.

The pay range for this position is $69,000 - $124,600 with anticipated pay for new hires between the minimum and midpoint of the range and could vary above and below the listed range as permitted by applicable law. The Role at a Glance

We are seeking a strategic and detailed-oriented professional to join our Total Rewards team to lead critical components of our executive benefits and international benefit programs. This role will manage the daily administration of non-qualified deferred compensation plans for senior leaders, along with company owned life insurance policies (COLIs). It also leads our financial wellness education strategy and supports global benefit offerings, including UK pension and Bermuda-based Total Rewards. The ideal candidate will blend technical expertise with strong communication skills to partner effectively with executives, HR, Finance and external vendors.

What you'll be doing

Deferred Compensation

• Oversee the day-to-day administration and reconciliation of multiple (employee, director, and agent) non-qualified deferred compensation plans, including enrollments, deferrals, distributions, taxation and participant communications – in partnership with external administration vendor.

• Ensure compliance with applicable regulations such as IRC 409A and coordinate with legal, tax advisors and third-party administrator as needed.

• Serve as a member of the fiduciary investment committee that monitors the investment funds used to track deferred compensation liabilities, providing insights and recommendations.

• Working with the finance team, coordinate with the hedging programs for the deferred compensation liability; monitor cash flow to ensure hedging adequacy.

• Support the annual proxy filing with data and details on the deferred compensation for top executives.

• Collaborate with senior leadership to develop and refine strategy and plan design for agents; aligning with business objectives.

Company Owned Life Insurance

• Manage administration of company-owned life insurance (COLI) policies, both hedging COLI and investment COLI.

• Prepare annual imputed income for split dollar policies.

• Coordinate with insurance carriers and internal finance teams for policy maintenance, premium payments and reporting.

• Coordinate with internal and external partners on policy administration and tracking.

Financial Wellness

• Develop and implement strategic communication plans to improve employee financial literacy and overall financial well-being.

• Collaborate with communication team and vendors to deliver engaging, data-informed programs and campaigns.

• Facilitate educational sessions and workshops.

Global Benefits

• Support the administration and governance of the frozen UK pension plan

• Lead the design, implementation and administration of Bermuda-specific employee benefit programs in alignment with business and compliance needs.

• Serve as the key liaison with benefits vendors and brokers in Bermuda, overseeing renewals, claims and service delivery.

• Ensure benefits programs meet statutory requirements while remaining competitive and cost effective.

• Conduct periodic benchmarking of Bermuda Total Rewards offerings and recommend strategic adjustments to support retention and attraction.

Other

• Partner with external vendors and internal stakeholders to maintain a high standard of service and governance for all programs.

• Support audits, compliance reviews, regulatory filings and other duties as needed.

What we’re looking for

• Bachelor’s degree in Human Resources, Finance, Business, or a related field.

• 5+ years of experience in deferred compensation plan administration or executive benefits.

• Thorough understanding of 409A regulations and familiarity with COLI, ERISA, and relevant global benefit regulations.

• Experience working with or participating in investment or fiduciary committees is preferred.

• Strong analytical, project management, and communication skills.

• Ability to collaborate across departments and with international teams.
