This position is responsible for oversight and management of Business Development (BD) for the BGS Energy & Environment (E&E) Business Unit (BU). This position is accountable for all E&E BU business development and marketing activities, including establishing and maintaining an opportunity pipeline and roadmap, intelligence gathering on customers and competitors, and development of marketing collateral. This position is responsible for the entire business development lifecycle, including opportunity identification, supporting capture management, and technical solutions design, and other aspects of business development necessary to facilitate the growth and diversification of the business. The individual filling this position will have analytical and technical skills in marketing and development and management skills in supporting proposal teams to deliver high quality technical and cost proposals responsive to the specifications in federal Requests for Proposal (RFPs). The successful candidate will possess strong working relationships with other business leaders within the industry and bring the ability to propose teaming relationships favorable to BGS for capture of targeted procurements. This position will report directly to the BD Senior Vice President.
Responsibilities:
- Provide day-to-day management of the business development functions while supporting capture and proposal functions for the BU.
- Develop and manage an opportunity pipeline with roadmap for the company based on input from the BU Subject Matter Experts (SMEs) and industry forecasts to identify and screen opportunities that are within the BU's capabilities and support the strategic plan.
- Periodically review the pipeline with the Boston Government Services, LLC. (BGS) is seeking a highly motivated to ensure they align with the BU Senior Leadership Team to ensure capture plans are in progress for long lead items and other actions are taken to ensure the best opportunity for success.
- Develop annual and quarterly strategic BD Plans in support of the BU.
- Provide support for capture and account planning. Support the BGS business line leaders or capture managers in the development of detailed capture plans for targeted solicitations and account plans for key clients and partners.
- Support the proposal efforts for the BU. This activity requires the ability to plan, schedule, organize, and manage the proposal effort and obtain input from technical and pricing SMEs necessary to develop the technical and cost volumes.
- Manage the Pipeline Management system for the BU to capture opportunities being evaluated, opportunities in the pipeline, and key accounts and client relationships.
- Work with the BU managers and project managers as opportunities arise to establish and maintain strong relationships with clients and key strategic partners.
- Serve as a member of the BD Leadership Team and actively participate in BD/BU staff meetings, strategic planning initiatives, and other meetings as requested.
- A minimum of 7 to 10 years experience supporting the full life cycle of business development process in the federal contracting industry is required.
- Deep experience in developing Nuclear Solutions, Energy and Environment and Information Technology across the U.S. Department of Energy (DOE) and U.S. Department of Defense (DOD) market space.
- Deep in experience in development markets, roadmaps and pipelines for the DOE and DOD markets.
- Minimum BS/BA degree from an accredited college or university.
- Adaptable - able to change quickly to meet mission needs or opportunities.
- Strategic Thinking/Vision - Able to support strategy development and implementation.
- Strong work ethic - honesty and integrity, well organized, effective in delegation.
- Communication - excellent writer, good listener, and keeps management informed of issues, applying the appropriate level of filter.
- Highly experienced in writing technical and cost proposals.
- Organization - good time management and organizational skills to perform concurrent tasks and multiple high priority items successfully.
- Demonstrated experience in building business by developing winning proposals, building lasting teaming relationships, and leading high quality proposal teams.
- Highly proficient in MS Office applications, including Word, Excel, PowerPoint, and Project.
- This position can be a Hybrid Work Arrangement or Remote.
