New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 professionals with diverse backgrounds, including individuals from other City agencies.

The Logistics Bureau includes units such as Urban Search & Rescue, Humanitarian Logistics, Ground Support Logistics, Logistics Planning and Coordination, and Mutual Aid and Resource Processing. In normal times, the Bureau enhances the Citys emergency response capabilities through logistics planning; during emergencies, it manages resources and coordinates mutual aid requests.

Urban Search & Rescue (US&R) locates, extricates, and provides medical aid to victims trapped in structural collapses and catastrophes. The National US&R System comprises 28 task forces nationwide, with NYCEM sponsoring one: New York Task Force One.

NYCEM seeks a qualified individual with experience in warehouse/equipment management, logistics, emergency management, transportation, or related fields to support NY-TF1.

The US&R Response System organizes federal, state, and local teams for disaster response. NY-TF1 includes members from FDNY, NYPD, EMS, and NYC Emergency Management. Under supervision, the Logistics Specialist will coordinate logistics goals and objectives for the team.

The candidate will:

  • Have a valid Class A commercial drivers license or permit with specific endorsements; obtaining a Class A license within 1 year is required.
  • Manage procurement, servicing, and delivery of equipment and supplies.
  • Track documentation related to logistics activities.
  • Oversee fleet maintenance, including vehicle reports and preventive maintenance.
  • Operate large vehicles, including tractor/trailers (CDL-A preferred).
  • Maintain equipment inventory databases and inventories, including uniforms.
  • Monitor building access and perform basic equipment maintenance.
  • Be physically capable of strenuous labor and problem-solving in high-pressure situations.

In blue skies, the Logistics Bureau works to increase the City's emergency response and recovery capabilities by providing logistics planning support for agency and Citywide response programs. In grey skies, the Bureau provides active resource management for response programs, staffs operational task forces, and coordinates mutual aid requests. Urban Search & Rescue (US&R) is the process of locating, extricating, and providing medical treatment to victims trapped because of structural collapses and other natural or man-made catastrophes. The National US&R System consists of 28 task forces located throughout the country. NYCEM sponsors one of these 28 teams: New York Task Force One. New York City Emergency Management is looking for a well-qualified person with a background in warehouse/equipment management, warehouse/fleet operations, emergency management, the transportation industry, and/or other sectors of the logistics industry that would be able to support New York Task Force One (NY-TF1). Under the supervision of the Director of US&R and the Cache Manager, the Logistics Specialist will coordinate the fulfillment of the task force's logistics goals and objectives. The selected candidate will:

  • Have a valid class A commercial driver's license or commercial driver's permit with a combination endorsement and air brake endorsement.
  • Obtaining a valid class A commercial driver's license is required within 1 year of appointment.
  • Manage the purchasing, servicing, and delivery of NY-TF1 equipment, supplies and services.
  • Manage, upload and track the documentation associated with the purchasing, servicing, and delivery of NY-TF1 equipment, supplies and services.
  • Manage NY-TF1's Fleet Maintenance Program including maintaining Vehicle Fleet Reports, tracking all preventive maintenance, and driving vehicles to and from vendors for service.
  • Operate NY-TF1 owned vehicles, including tractor/trailers and other large/medium sized vehicles (CDL-A License preferred).
  • Assist with the management of NY-TF1's equipment inventory database which tracks maintenance status, location, funding source, etc. of all equipment.
  • Maintain inventories including of NY-TF1's uniform cache.
  • Provide building access monitoring.
  • Perform basic maintenance on equipment: tools, generators, small engine repair, etc.
  • Have the ability and willingness to perform strenuous physical labor when required.
  • Use creative problem-solving as related to logistics challenges, often in high-pressure emergency situations.
  • Support the task force with various logistical and administrative projects.
  • Support NY-TF1 during training, exercises, Alert, Activation and Demobilization Orders.
  • Deploy with NY-TF1 in a clerical support role at the Direction of the Deputy Commissioner of Logistics.

Please note the following: This position is not eligible for remote work and is in-person at the NYCEM Emergency Support Center (ESC). The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between. Candidates must be authorized to work in the United States without employer support to be eligible for selection. For this position, the "Special Note" below in the Minimum Qualification Requirements does not apply. Location Notice: The position requires the employee to visit project sites up and down the NC coast with varying project assignments. The Ferry Division is open to a flexible work location at other NCDOT locations outside of Currituck County but within Highway Divisions 1 and 2.

This position performs a variety of project management tasks in support of the Ferry Division Marine Maintenance and Facility Maintenance Units. The primary role of this position will be to facilitate improvement and replacement projects through gathering the data needed to advocate project funding, working with Planning & Development to obtain funding, and serving as the principal project manager from initial design through construction on complex projects. The types of projects managed by this position will be mainly informal and formal projects that require special funding, the involvement of an external engineering firm(s), coordination with the Facilities Management Unit out of Raleigh, and review/inspection by the State Construction Office. The individual selected for this position must have the ability to collaborate effectively with multiple individuals and entities and possess excellent organizational and time management skills. Some familiarity with NC state government policies and procedures is preferred but not required.

The type of infrastructure involved in different projects will vary significantly so a work and/or educational history demonstrating exposure to a diversity of disciplines and types of projects is advantageous. Infrastructure involved in a facility project could involve, but is not limited to, structures and all associated components, MEP/FP, water & wastewater systems, and exterior elements such as surfacing, shoreside electrical, and lighting. Infrastructure involved in a marine project could involve, but is not limited to, ramp and gantry systems, docks/tie-up slips, pile clusters, bulkheads & seawalls, armored or living shorelines, and ship lift and transfer systems. Some projects could include both facility and marine aspects. The Ferry Division has one functioning Shipyard and thirteen terminals with public-facing facilities.

In the event of a natural disaster this position will also be tasked with assisting in performing inspections at all ferry terminals and maintenance facilities, generating cost estimates and managing all major repair and recovery construction projects for the Division. The entities involved with normal informal and formal projects will still be involved, but these projects will also require extensive, special documentation so that requests for reimbursement are approved in a timely manner by the applicable agency (FHWA, FEMA, NC DOI). The position will be supported by in-house Marine Maintenance Unit staff as well as external engineering firms as needed. This position may also be required to prepare SITREP updates of projects or operation status during a severe weather event and may also be responsible for updating the Severe Weather Response document. The position will be required to learn, in detail, FEMA funding eligibility requirements and document process.

To learn more about Mission Technologies, click here for a short video: Technologies is currently seeking a Urban Search and Rescue (US&R) Field Service Representative (FSR) to work out of our Abingdon, MD office in support of the United States Army Reserve Command (USARC) Command and Control CBRN Response Enterprise (C2CRE-A) mission. *This is a temporary position through August 2025.

What You Will Do:
The following statements of duties and responsibilities are intended to describe the general nature and level of work being performed by individuals assigned to this position. + Conducting Preventative and Corrective Maintenance and Functional Testing.
+ Conducting Inventories.
+ Providing On-Site Support (at Unit locations)
+ Documenting (Creating After Action Reviews, check lists, etc.)
+ Creating and Tracking Work Orders within the Logistics Information System (Maxmio 7.6)
+ Creating & updating equipment maintenance schedules.
+ Trouble troubleshooting equipment issues (on-site & off-site).
+ Travel ~30% of the year.
+ Providing instructional guidance on equipment.
+ Develop and update classes.
+ Maintain Contingency Equipment Sets.
What We're Looking For:
+ 0 years experience with Bachelors in related field or a High School Diploma or equivalent and 4 years relevant experience.
+ Firefighting experience.
Preferred Requirements
+ Military background
+ Familiarization with the C2CRE-Army Mission.
+ Familiarization with emergency management principles.
+ Familiarization with OSHA and NFPA regulations
+ Proficient in Microsoft Office Suite.
+ Familiarization with using Logistic Information System(s).
Physical Requirements
+ Able to work in warehouse and field locations / environments.
+ Able to lift 50 lbs.

Responsibilities And Scope
+ Performs outreach duties for the sports medicine program to assigned schools.
+ Provides immediate first aid and intervention, prevention of injuries, and reporting of all athletic injuries.
+ Works under the supervision of a licensed athletic trainer employed by UNC HealthPardee.
Qualifications
Hired candidates are expected to complete the Athletic First Responder program taught by Pardee UNC Health Sports Medicine team.
Required
+ Basic Life Support (BLS) certification. Must be certified in both CPR and the use of an AED. Certifications must be from NCOEMS, AHA, or American Red Cross.
Preferred
+ EMT, Paramedic, or First Aid certification preferred
