3. Background :
The Kansas Corporation Commission (KCC) is seeking a certified Project Manager with experience in large-scale projects. The selected Project Manager will play a pivotal role in steering the project through effective planning, execution, and verification processes.
The KCC has initiated a project to replace the existing Docket Management System. This system is a core business component in which daily KCC business processes are integrated into and extend out from. The KCC anticipates selecting and contracting with a new docket system vendor in the second quarter of 2024, with a go- live date anticipated in the first half of the 2026 calendar year. This project will also be engaging a third-party IV&V.
The KCC has a small dedicated IT staff in which many fulfill multiple traditional IT roles. One of whom is a Project Manager/Application Development Supervisor position, who has lead the project management effort up to this point but is also the subject matter expert and support person for the legacy applications. Multi-role assignments in this size of a project is not advisable and hence, it is the KCC's intention to onboard a dedicated Project Manager for this project.
4. Scope:
The Project Manager will be responsible for project planning and execution, preparing reports as required by the KCC executive team, stakeholder collaboration, documentation management, risk management, quality assurance and working with the IV&V contractor. Additionally, the Project Manager will oversee specific project
expectations, including the Project Steering Committee, Configuration Management, Internal Quality Assurance, Risk Management, Organizational Change Management and various project plans and reports.
5. Vendor requirements:
- Shall be in good standing with the State of Kansas and have no significant problems in prior work for the state.
- Certified Project Management Professional (PMP) certification is mandatory.
- Proven experience in large-scale project management is mandatory.
- Strong leadership and communication skills.
- Experience with large projects in Kansas is preferred.
- Perform project preparations, providing guidance, advice, and experience-based information.
- Develop and maintain a comprehensive project plan, outlining timelines, milestones, and resource allocations in adherence to the Kansas Project Management Methodology (PMM) and ITEC policies.
- Submit required project related documents to the Independent Verification and Validation (IV&V) vendor.
- Facilitate stakeholder collaboration, ensuring alignment with project objectives.
- Establish and maintain project documentation, including plans, schedules, status reports, and IV&V findings.
- Identify and assess project risks, developing mitigation strategies.
- Implement quality assurance processes to ensure the integrity and accuracy of project deliverables.
- Oversee testing and validation activities to meet quality standards.
- Serve as the primary point of contact for project-related matters.
- Regularly communicate project status, issues, and updates to Project Sponsor and Executive Team.
The Project Manager will report to and work on-site, at the KCC main office located at 1500 SW Arrowhead Road, Topeka, Kansas. There will be little to no travel outside of Topeka, Kansas required for the duties. After an orientation period, and depending on the needs of the agency, there will be a potential for a hybrid weekly work schedule.

- A full listing of deliverables provided
- All services that will be provided
- Pricing and pricing structure in accordance with the State of Kansas EVT0006086 contract
- Key Staff and resumes, to include subcontractors used in the performance of services.
- References from previous clients or projects demonstrating successful project management of a large- scale IT project.
- Vendor is also encouraged to make suggestions that better adhere to industry best practices, or result in an overall improved process.
- This request does not commit the Agency to services.
- The terms of the applicable State of Kansas EVT0006086 contract prevail.
- The State reserves the right to terminate this task order at any time for any reason.

**Job Description**
The Product Management team plays an essential role in guaranteeing the success of our product portfolio and has rapidly expanded over the last two years to support our growth objectives.The team works cross-functionally and collaborates closely with Sales, Marketing, R&D, Finance, Technology, Data Science and Data Operations. In addition, team members play important roles on several transformational projects focused on driving the next wave of growth at Evaluate.
**Scope of the Role**
We are looking for a Director, Product Management with strong understanding of equity research, financial markets, investment workflows and advanced analytics. Responsible for leading and coaching a large team of PMs to deliver strong results. Lead the definition of a compelling product strategy for their area and align and inspire the team (and the rest of the organization) to execute that strategy and drive significant market impact for the organization.
**Responsibilities**
+ Product Strategy:Define and lead the vision and roadmap for Evaluate products serving pharma and financial services clients.
+ Market Research: Conduct market intelligence and customer discovery to validate concepts, identify gaps in the data ecosystem and prioritize product development accordingly.
+ Data Product Development: Manage end-to-end lifecycle of data assets-from acquisition and structuring to packaging and commercialization.
+ Segment Expertise: Translate pharma and financial services client needs into specific data offerings and product enhancements.
+ Compliance & Risk: Ensure all products meet HIPAA, GDPR, CCPA, GLBA, and other applicable privacy, security, and data governance regulations.
+ Cross-Functional Leadership: Partner with engineering, data science, data operations, UX, legal, and sales teams to build scalable, compliant, and impactful data solutions.
+ Go-to-Market Enablement: Support the creation of sales tools, product collateral, and client-facing presentations tailored to segment-specific use cases.
+ Innovation: Champion forward-looking approaches to data monetization, AI/ML integration, and patient-level data analytics.
+ Performance Management: Define and monitor KPIs around product adoption, customer satisfaction, and commercial impact.
+ Thought leadership: Represent Norstella at high-level industry events, and in critical meetings with key customers, communicating Evaluate's position and strategy.
+ All other duties, as assigned.
**How you'll succeed**
You will:
+ Develop a deep understanding of market challenges and articulate related value propositions of portfolio offerings, in line with Evaluate's offering strategy.
+ Develop strong customer relationships to identify new growth opportunities, and collect product feedback.
+ Establish new or leverage existing repeatable mechanisms with customers and customer-facing employees to understand market needs, customer-driven enhancement requests, and customer product satisfaction.
+ Support the SVP, Product Management in the operationalization of the Offering strategy e.g. sales & marketing and training, development of sales collateral, pricing/bundling etc.
+ Proactively monitor competitive landscape to understand opportunities and threats for components of Evaluate's portfolio, both to inform strategy, as well as to drive tactical responses, e.g. through sales team.
+ Develop a 1-2 year product roadmap aligned with the business and overall long-term product strategy.
+ Communicate the needs of the market to the wider business delivering requirements, user scenarios and buyer/user personas.
+ Support business strategy as needed, including business case developments, product and content profitability analysis, win/loss analysis of specific offerings, due diligence of acquisition and partner targets and positioning of specific content types and offerings.
+ Develop and implement go-to-market plans for new products/iterations as needed.
**Requirements**
+ Graduate/Postgraduate with commensurate industry experience in Life science /Healthcare/Pharma & Financial services is mandatory.
+ At least 15 years of product management experience from Life science/Pharma & Financial Services background with 5 years of managing a team.
+ Knowledge and understanding of the principles, concepts, methods, and standards of statistical research.
+ Ability to provide technical guidance and leadership to professional personnel in area of expertise.
+ Ability to work with Leadership, Product team and influence roadmap/strategy to align with current and future customer needs.

_The expected base salary for this position ranges from $130,000 to $170,000. It is not typical for offers to be made at or near the top of the range. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, licensure or certifications obtained. Market and organizational factors are also considered. In addition to base salary and a competitive benefits package, successful candidates are eligible to receive a discretionary bonus._

**Project Management Consultant**
**About the Role:**
As a CBRE Project Management Consultant, you will be responsible for providing consulting services to an assigned market or client account to help achieve the company's strategic business objectives.
This job is part of the Project Management function. They are responsible for the management of projects from initiation through completion.
**What You'll Do:**
+ Manage all areas of project management for singular real estate projects. This includes planning, design, construction, occupancy, and closeout.
+ Work directly with clients to prepare all elements of the project. This includes the scope of work, project delivery resource requirements, cost estimates & budget, work plan schedule & milestones, quality control, and risk identification.
+ Define the project delivery resources from pre-qualified lists or through the project qualification process. Conduct a standard request for proposals, complete bid evaluations, and recommend resources to clients.

**About the role**
As a CBRE Transaction Management Director will provide strategic, hands-on transaction management leadership to a team of transaction management professionals who negotiate new leases, renewals, dispositions of surplus space and more. This position will provide ongoing management of real estate transaction activities, including the preparation and implementation of the portfolio-wide strategy.
**What you'll do**
+ Implement real estate plans with an understanding of the client's strategic real estate goals. Assist with project initiation and scope definition, prioritization of assignments, and adherence to client priorities and commitments.
+ Concurrently act as landlord/seller agent and tenant/buyer agent and successfully mediate the business terms and conditions for a variety of products, including land, office, retail and industrial.
+ Coordinate field broker selection and required resources. Facilitate client review and approval of proposed team resources for the completion of transactions.
+ Prepare analyses and all relevant documents, including: project initiation, requests for proposals, proposal comparison packages, letters of intent, and broker's opinions of value.
+ Coordinate the negotiation of sales through a field broker. Negotiate leases and lease amendments. Monitor lease expirations. Negotiate lease renewals within prescribed timeline. Locate and acquire new properties to meet client's requirements and timeline. Dispose of surplus properties within prescribed timeline.
+ Review, analyze and interpret financial analysis templates including book and cash flow projections, net present value, and/or internal rate of return financial analyses to enable the client to make more informed decisions.
+ Work closely with Lease Administration, Project Management, Facility Management, and Finance/Accounting teams to ensure integration between the service lines.
+ Track all transaction activity using project tracking system to ensure timely transaction completion. Prepare commission forecasts and vouchers, and account for all savings results achieved on behalf of clients. Create reports and deliver presentations to relevant parties.
+ Adhere to all state real estate agency requirements. Ensure compliance with CBRE's corporate policies, identifying and mitigating risks.
+ Resolve landlord and tenant disputes.
+ Other duties may be assigned.
**What you'll need**
+ Bachelor's degree. Minimum 8-10 years of related experience and/or training.
+ Real Estate Salesperson license.
+ Business acumen with the ability to comprehend, analyze, and interpret sophisticated documents.
+ Excellent communication and presentation capabilities. Experienced speaking to a variety of audiences including public groups.
+ Ability to empower and motivate key employees, senior leaders, and clients to take desired action.
+ Financial expertise including in-depth knowledge of financial terms and principles. Validated experience developing and implementing financial policies and procedures, reviewing financials and reports, analyzing data and developing innovative solutions. Previous experience approving and leading all aspects of department budget.
+ Outstanding interpersonal and organizational skills with the capacity to lead multiple projects simultaneously.
