Responsibilities- Work with various stakeholders to develop data strategies and provide the data necessary to meet AOEA requirements.
- Collaborate across a diverse team utilizes industry standard technology, communication and visualization tools to enable line of business missions.
- Use data mining for structured and unstructured information to satisfy deployer requests.
- Apply advanced spatial analytics capabilities to derive insights from a combination of unstructured, semi-structured, and structured data.
- Maintain, move, and manipulate data between applications and across NGA Domains, using appropriate software as technology evolves. Strength in collaboration and teamwork within, between, and across organizational boundaries.
- Maintain databases for issues regarding the full life cycle of data from design to production, conversion, migration, translation, and data quality assurance
- Transfer, load, and share data using current government provided capabilities in accordance with administrative policies and procedures.
- Project long range requirements for database administration in conjunction with other managers in the information systems function as well as business function managers.
- Responsible for all activities related to the administration of computerized databases.
- Identify emerging technologies/software and represent the office at technology meetings.
- Data mining and conditioning (search for and condition data sets that would help perform the mission).
- Be familiar with digital imagery and digital imagery processes.
- Prepare briefings, presentations, and demonstrations. Specific products contractor may support: Monthly Reports, Trip Reports if travel is performed, Issues memoranda, briefings, papers and documents, Senior Management Review evaluations and recommendations, Input for weekly activity reports and weekly staff meetings, Project/Concept Plans, Meeting minutes.
Requirements
- Active Top Secret/SCI
- Possess strength in collaboration and teamwork within, between, and across organizational boundaries.
- Possess a certificate and/or bachelor’s degree or higher in math or a science-related field OR possess at least 4 years of relevant experience in lieu of a certificate or bachelor’s degree.
- Expert-level skills with MS Office, data mining, ability to develop, manipulate, and maintain databases.
- Experience with spatial software, such as the ArcGIS suite and Tableau. Of particular importance is software packages used for spatial statistical analysis of intelligence data and tools for data visualization.
- Understanding of Geospatial Policies and data handling restrictions, including cross-domain data movement, and data sharing strategies with IC mission partners and customers.
- Working knowledge of statistical software, such as R or similar software.

Job Description
+ This is a senior level geographic information systems (GIS) technical position
+ Consults with stakeholders to review GIS data requirements
+ Propose technical approach to generate maps and other graphic designs.
+ Create maps/reports and related deliverables based on customer request including posting maps and related geospatial data to an internal GIS portal.
+ Performs analysis, development, implementation of processing approach and quality checks for electronic files and technical support via applying knowledge of GIS concepts and mapping software products.
+ Participate in teleconferences with co-counsel, client agencies and opposing counsel upon attorney request.
+ Performs mapping project evaluations, present findings, recommendations, specifications in formal reports and oral presentation.
+ Ability to obtain, extract, modify, convert, process, upload, export and perform quality assurance of complex demographic data.
+ Prepares, processes geocodes and analyzes large address database.
+ Determines optimum mapping routing schemas as necessary using appropriate GIS software.
+ Works independently on multiple phases of complex GIS tasks.
+ May review work of peers.
+ Prepare system/technical documentation.
+ Perform and supervises technical aspects of the task.
+ Organizes and conducts user training sessions on GIS software/products.
+ Design and implement a whole system solution responsive to attorney's needs.
Required and Preferred Qualifications:
+ Must be able to obtain and maintain a US government security clearance.
+ Must be able to obtain and maintain MRPT facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.
+ Undergraduate degree required; preferably in the computer science or information management/technology disciplines.
+ Must demonstrate substantial, hands-on, successful experience in doing the work on the geographic information systems (GIS), platform: Environmental Systems Research Institute (ESRI) ArcGIS Suite.
+ Must have knowledge of GIS concepts and a variety of mapping software/products: ESR's ARCGIS Pro, Network Analyst, ARCGIS Portal and ARCGIS Online.
+ Must have knowledge of computer graphics and demographic data products: US Census Bureau Tiger data, Census PL94-171 data and American Community Survey/ACS data.
+ At least five years of experience.
+ Requires broad knowledge of the Government's IT environments, including office automation networks, PC and server-based databases and applications.
+ Excellent oral and written communication skills are required.
+ Ability to lead a technical team, and to give it direction, will be very important
+ Demonstrated ability to analyze attorney needs.
Preferred:
+ Supervisory experience very strongly preferred.
+ Experience in a litigation support environment extremely helpful.
Compensation & Benefits
HIRING SALARY RANGE: $77K-107K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
