Job Summary:

Directs the management of Public Safety Department for Swedish Hospital and NorthShore Hospitals (Evanston, Skokie, Glenbrook, Highland Park) for Endeavor Health. Includes management of the Public Safety staff to ensure a safe and secure environment for employees, patients, and visitors throughout the buildings, campuses, and surrounding properties of Endeavor Health. Works to integrate safety and security with the strategic objectives of the health system as well as the mission vision and values.

This position is based at Swedish Hospital (5140 N. California Ave, Chicago, IL 60625) with regular (potentially multiple sites per day) visits to the NorthShore Hospital locations.

What you will do:

  • Develops strategies for ensuring and enhancing the safety of patients, visitors, employees, physicians and volunteers throughout the system.

  • Analyzes and evaluates systems, processes, and policies for their effectiveness in maintaining a safe environment at all locations.

  • Works with other leaders to identify, address and resolve issues related to the safety of individuals and the protection of property throughout the system.

  • Ensures that Public Safety are trained effectively and maintain competencies to fulfill the duties of their role.

  • Develops, coaches, and evaluates skills and abilities of managers and supervisors.

  • Forms and manages relationships with local law enforcement and other local first responders.

  • Directs security review to determine opportunities for improvement and implements recommendations.

  • Works with Community Relations to maintain a high level of responsiveness to community needs.

  • Manages budgets and develops cost effective methods for utilizing staff, equipment and assets related to Public Safety.

  • Ensures corporate policies, procedures, and standards are applied to Public Safety.

  • Establishes collaborative relationships and coordinates resources with the other directors in the organization.

  • Interviews, hires, orients, trains, evaluates the performances of and, when necessary, disciplines and/or discharges department personnel. Provides direction, as necessary, to staff regarding sensitive and/or complex work, related problems, resolve complaints and responds to inquiries regarding department operations.

  • Other duties as assigned.

What you will need:

Education : Associate's degree in criminal justice, or a related field, required.

Preferred : Bachelor's degree in criminal justice, Occupational Safety or a related field.

License/Certifications :

* Certified member of the IAHSS (International Association of Healthcare Security and Safety) or equivalent professional security association
* Valid Illinois Driver's License

Experience :

* 5 years Healthcare Security, Public Safety or related experience, required.

* Experience in emergency and disaster plan development including risk analysis, CEMP, Emergency Operations, hazard mitigation and recovery is highly desired.

* 10 years Healthcare Security, Public Safety or related experience, preferred.

Unique or Preferred Skills :

* Knowledge of relevant standards, equipment, policies, procedures and strategies including knowledge of Federal and State emergency management planning requirements, knowledge of the functions of FEMA, IEMA, IDPH, county and local EOC operations as they impact emergency preparedness.
* Must be able to interact effectively with all levels of staff, as well as community and government agencies.
* Must be able to write and speak effectively and possess effective negotiation skills to bring divergent views together and reconcile differences.

+ Analysis and resolution of difficult situations and conversations in a nonconfrontational manner

Public Safety Officer **Department of Public Safety, Stanford, California, United States** Security Post Date Jan 25, 2024 Requisition # 102084 **Job Purpose** Perform non-sworn, un-armed security and parking enforcement duties to provide a safe environment for faculty, staff, students and visitors to the Stanford campus. **Position Description** Public Safety Officers (PSO) support the overall public safety mission of the Stanford Department of Public Safety (DPS) by performing a variety of functions. PSOs work under the general supervision of a civilian supervisor, sergeant, or other designated officer in charge. Specific duties may include: patrolling designated areas of the University by foot, bicycle, motor vehicle or other DOT approved method of transportation for suspicious and/or illegal behavior, safety hazards, unlocked doors, opportunities to assist the public, etc.; enforcing violations of the University's Parking Code; providing traffic control services and/or logistical support during emergencies and special events; providing first aid or CPR; standing a security post in a potentially dangerous location; and staffing the Operations Desk monitoring the daily security and event operations of DPS' field personnel. PSOs wear a uniform and a duty belt with limited gear; the position can require moderate to strenuous activity. The ideal candidate must be physically fit and able to adapt physically and psychologically to frequently changing needs and priorities. Strong customer service and interpersonal skills, the ability to problem solve, a high level of energy, enthusiasm and flexibility are key characteristics of the successful incumbent. As such, all benefits-eligible DPS personnel are expected to respond to campus during a major emergency. **Core Duties** Duties may include the following: **Safety and Security** + Patrol designated areas of the campus looking for suspicious and/or illegal behavior, safety hazards, unlocked doors, opportunities to assist the public, etc., document concerns and notify the appropriate university departments of issues that should be addressed. + Respond to door alarms in the student housing and academic areas of campus. + Open and/or close the Field Sites and Matadero Creek Trail access. + Provide information, directions and assistance to community members. + Coordinate the campus Bike Abatement program including abandoned bike tagging and pickup, and abandoned bike sales/donations. **Parking Enforcement** + Patrol designated areas of the University to enforce University parking regulations. Issue parking citations using license plate recognition system, electronic ticket writer or other tools provided. + Conduct periodic parking utilization surveys at the request of Transportation Services (TS). + Provide directed enforcement in areas of concern on campus. **Event Support** + Prepare and/or post parking space reservation signs and other event/parking/traffic control signs for special events and details on campus. Remove signs after the event has concluded. + Deploy barricades, cones and other traffic control equipment per directions as part of event setup. Remove barricades and other safety equipment after the event. + Drive various size trucks/vehicles including forklift to transport equipment, including towing barricade trailers. + Provide safety, security, traffic control, logistics support and other services during campus details. Will require mandatory overtime, sometimes with little notice. + Problem-solve to provide the best experience for attendees of events while also ensuring public safety. **Operations Desk Support** + Staff assigned shifts at the DPS Operations Desk, a central point of information coordination for ongoing campus activities. + Monitor radio traffic and incoming phone calls, responding accordingly. + Issue equipment to incoming special events patrol/outside security reporting to the Ops Desk window for security/event assignments. + Track activities of on-duty field personnel, record information on daily Ops Desk log. + Remain alert to incidents which would require the issuance of a mass notification message during assigned shift. ESSENTIAL JOB FUNCTIONS
+ Patrol campus property in department vehicles, including motorcycles, or on foot during the day or at night and in all kinds of weather conditions. + Gather information in criminal investigations by interviewing and obtaining the statements of victims, witnesses, suspects and confidential informants. Prepare investigative and other reports, including sketches, using appropriate grammar, symbols and mathematical computations. Communicate effectively with others verbally to provide information, answer questions, give directions and issue commands.
+ Communicate effectively over law enforcement radio channels while initiating and responding to radio communications, often under adverse conditions such as siren usage and high-speed vehicle operations. Read and comprehend rules, regulations, policies, procedures and applicable laws for purposes of ensuring appropriate officer behavior and response and performing enforcement activities involving the public; issue violations.
+ Load, unload, aim and fire handguns, shotguns and other department firearms from a variety of body positions to department standards. Independently determine when situations justify the use of deadly force; maintain emotional control and accuracy with firearms under extreme stress; manage interpersonal conflicts to maintain order. Perform tasks which require lifting, carrying and/or dragging people or heavy objects while performing arrest, rescue or general patrol activities. Perform Lifesaving First Aid procedures such as Rescue Breathing, Closed Chest Compressions and Airway Clearing Chest Compressions.

ADDITIONAL COMMENTS
This classification patrols the University campus in vehicles or on foot to prevent and stop criminal activity and protect life and property. The essential job functions listed above are required of all incumbents upon commissioning. The University reserves the right to hire uncommissioned individuals into this classification and send them to police academy. In all cases, incumbents must be able to be commissioned upon completion of academy requirements or they will be terminated. The purpose of the Public Safety Section of the Department of Justice is to provide a full range of legal services to the North Carolina Department of Public Safety ("DPS") and the North Carolina Department of Adult Correction ("DAC"). These services include defending DPS, DAC, and/or its personnel in civil rights actions, employment actions, and other litigation; providing contract, policy, and document review; and responding to requests for legal advice.

The primary purpose of this Paralegal II position is to provide paraprofessional litigation support services to the attorneys assigned to the Public Safety Section-DAC. Responsibilities and Duties:
1. Discovery, Trial, and Hearing Preparation
  • Drafts discovery requests and responses in accordance with applicable rules of procedure, relevant law, and agency rules and procedures. Requests documents to respond to requests in the discovery process, including responses to interrogatories, requests for production of documents, and requests for admission.
  • Prepares for trials and hearings by gathering information and exhibits, summarizing medical records and other reports, and updating all trial preparation reports and case summaries.
  • May attend depositions, hearings, and trials to assist assigned counsel with document handling and exhibits.
  • Contacts witnesses and attorneys to schedule depositions.
  • Ascertains information on the status of cases pending and motions filed with the various courts, maintains a master calendar regarding the status of each case, and monitors court calendars and deadline dates for filing documents in pending lawsuits to which the employee is assigned.
2. Drafting
  • Drafts pleadings, motions, orders, and correspondence in accordance with applicable law, agency rules and procedures, and the relevant rules of court. Composes, edits, and coordinates independently the preparation of legal memoranda and other case support administrative correspondence to communicate information to client agency, court personnel, and opposing counsel.
3. Research and Investigation
  • Performs legal research manually and electronically from various sources, including Lexis-Nexis, Department of Justice law libraries, and assorted web based sites. Researches simple to complex legal issues under the supervision of assigned counsel. Verifies and corrects citations and other legal authorities for research, memoranda, and briefs by assigned counsel.
4. File Management

May assist in locating witnesses, parties, and persons with information relevant to a case, including those who may have left no forwarding information.

Knowledge, Skills and Abilities / Competencies

1. Knowledge of rules of procedure in both federal and state trial, administrative and appellate courts.
2. Familiarity with proper formats of legal documents.
3. Ability to communicate clearly, logically, and effectively in written and oral form.
4. High proficiency with Microsoft Office suites and case management database technology.
5. Command of an experience in applying collaborative methods in an active litigation and operational environment.

Minimum Education and Experience Requirements

Graduation from an appropriately accredited institution for paralegal training and two years of experience as a paralegal;
or Bachelor s degree from an appropriately accredited institution and two years of substantive paralegal experience;
or High school or General Education Development (GED) diploma and six years of paralegal experience performing delegated, substantive legal work;
or an equivalent combination of education and experience.

Management preferences : Litigation experience in NC state, federal, and administrative courts.
