Description
Provides unskilled and semi-skilled laborer work for a variety of departments in connection with a variety of public service projects. Maintains parks and athletic fields; provides unskilled manual labor repairing or installing water and gas pipelines; provides courier service; and removes debris after storm events. Sets up for special events and snow removal and may include providing direction to community service workers.

When Assigned to Public Works:
  • Loads and unloads gravel, asphalt, dirt, timber, chemicals and other materials, tools and equipment;
  • Cuts grass and trees, rakes leaves;

  • Performs various custodial duties; Picks up paper, leaves and debris on public property and streets; Collects leaves, brush, debris and other materials;

ADDITIONAL DUTIES

Education and Experience

WORK ENVIRONMENT
The work is typically performed outdoors, where there is daily exposure to respiratory hazards, frequent exposure to noise and vibration. There is occasional exposure to mechanical, chemical, and physical hazards. There is seasonal exposure to extreme temperature and wetness/humidity.

Accident Insurance
The City provides optional off the job accident insurance through Allstate. Annual Leave
Employees accrue annual leave hours based on the length of time they work for the City and their duty cycle. Hours are accrued on a semi monthly pay cycle. Employees are not eligible to use annual leave hours during their first six months of employment.

Critical Illness
The City provides optional critical illness insurance through Allstate. This insurance provides a lump sum benefit payment if an employee is diagnosed with a covered illness. Cancer Benefit

The City provides optional cancer insurance through Allstate. This insurance provides a benefit payment if an employee is diagnosed with cancer and provides a benefit during cancer treatments. Premiums are paid entirely by the employee through payroll deduction.
Deferred Compensation

The City of Danville offers a 457 plan to employees, which provides an opportunity to set aside a portion of your salary for retirement. Income taxes are not paid on the money your defer until you retire and start using it or leave the City. Enrollment in this plan is optional.

Dental Insurance
Employees have the opportunity to enroll in dental insurance through Delta Dental.There is an option of a Low PPO plan or a High PPO plan, and coverage is available for immediate family members. Employees pay the entire premium for this insurance through payroll deduction.

Direct Deposit

Flexible Spending Account
Employees have the option of participating in the flexible spending account (FSA). This money is deducted before taxes are calculated. Money put into the FSA is accessible to the employee through a debit card or through reimbursement.

Health Insurance
The City of Danville is self-insured and offers medical and prescription drug coverage through Gateway Health. This coverage is offered to employees and their dependents. The City pays a portion of the health insurance premiums and the employee pays a portion. Employees have the choice between a traditional PPO plan and two high deductible plans (HDHP). HDHP have an option to enroll in a Health Savings Account (HSA).

Job Description

An employee in this class operates medium equipment and a variety of specialized power equipment including dry saw, wet saw, jack hammer for job completion of street maintenance and sidewalks. Work involves forming and finishing concrete such as curb and sidewalk, installing pipe for storm sewer systems, and other general street maintenance such as spraying and cleaning storm drains.   • Operation of a variety of power tools, including mowers, blowers, chainsaws, chippers, trimmers, etc.

  • Perform ice and snow control activities, including shoveling and salting

KNOWLEDGE, SKILLS, & ABILITIES

  • Ability to work outdoors in extreme temperatures
  • Ability to tolerate exposure to dust, dirt, grease, fuel, chemicals and lubricants

  • Snow removal from and ice control of streets, park trails, parking lots, sidewalks, and rinks.
  • General repair and maintenance of tools and equipment.
  • Record keeping related to hours of work performed, location, and equipment used.
  • Assist in creating and maintaining inventories of all the divisions' facilities.
Operate with a high degree of proficiency the following hand power tools and engine powered equipment in association with park maintenance and snow removal operations:
  • Hand power tools, small engine powered equipment, hand pruners, hand saws, string trimmers and brush cutters.
  • Utility tractors and attachments.
  • Light duty trucks, 3/4 and one-ton trucks, with and without dump bodies.
  • Snowplows including large blowers mounted on trucks or tractors.
  • Single axle dump trucks used in maintenance projects, snow removal and ice control operations.
  • Skid-steer loaders and small front-end loaders.
  • Utility trucksters with or without attachments.
May occasionally operate the following heavy equipment:
  • Tracked excavators.
  • Front-end loader with 2.5 yard or greater bucket capacity.
  • Hydrostatic rollers.

Summary

Perform all park maintenance functions necessary to ensure clean, safe, high quality recreational facilities available for public use. Ability to perform and direct all work in a safe and efficient manner. Will be required to perform manual, semi-skilled and skilled labor in all the Divisions' areas of responsibility and will direct seasonal staff. The Park and Forestry Division mission critical high impact areas of responsibilities include but are not limited to: horticulture, turf, trails, forestry, athletic fields, ice rinks, courts, play equipment, parking lots, native areas, general park maintenance activities, and park building maintenance. The position would also be involved in providing assistance to other divisions and departments as needed such as ice and snow control. This position will be required to work alternative schedules including evenings, early mornings, and weekends, as required for the city's maintenance operations.

Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provide leadership and contribute specialized skills and knowledge to the different Mission Critical areas of parks operations. For example, demonstrate skilled labor and knowledge in any or all areas of horticulture, turf, trails, forestry, athletic fields, ice rinks, courts, play equipment, parking lots, native areas, park buildings, and general park maintenance. This position will participate to a high degree in planning and administrative tasks to better manage the city's mission critical areas.
Employees will plan, complete, and record maintenance using traditional methods work with suppliers to purchase operation supplies, conduct field inspections, and provide other expertise as required in the maintenance and inspection of mission critical areas.
Will direct seasonals in all areas of parks operations in order to complete tasks in mission critical/high impact areas of parks operations.
Perform all work in a safe and effective manner.
Daily work will be in the field and will include but is not limited to Mission Critical High Impact (MCHI) areas of work.
Ability to coordinate contractual services in mission critical areas of Park maintenance.
Ensure both work spaces and equipment are maintained at a high level of cleanliness.
Assist in all Mission Critical areas within the Parks Division.
Perform all duties for snow and ice control within the Parks Division.
Assist other divisions as needed, particularly during snow and ice control events.
Work with both full-time and seasonal employees in a professional manner.
Train, give work direction to, and evaluate seasonal staff.
