Core Responsibilities
- Performs office and field engineering work involved in the planning, scoping, designing, permitting, and rehabilitating or constructing roads, intersections, streetscapes, site/civil improvements, water supply systems, sanitary sewer collection and conveyance, stormwater management, parks and recreation facilities, public buildings, and grounds improvements.
- Familiar with New Jersey Administrative Codes, Local Public Contracts Law, and Municipal Land Use codes and regulations.
- Experience with client and stakeholder engagement, and providing customer service in a professional, technical, and timely manner.
- Familiar with Planning and Zoning regulations, requirements and protocols and procedures
- Able to perform calculations, prepare graphs, tables, and curves, and prepare letters, memoranda, and reports.
- Review and compile information from technical engineering manuals and reports to develop solutions.
- Prepare conceptual, preliminary, and detailed design drawings on routine projects from surveys, specific instructions, notes, sketches, and other reference material.
- Review developer applications from land use boards, site plans, subdivision plans, stormwater calculations, and grading plans for compliance with Municipal codes and standards, county, state, and federal regulations (as applicable), and conducts business in accordance with best engineering practice.
- Prepare development bond estimates, determine inspection fees, schedule inspection staff, monitor status of bonds, review bond reductions / releases, and perform administrative duties related to land development projects.
- Oversee preparation and maintenance of municipal maps, record drawings, and other official records.
- Assist with preparation of resolutions, ordinances, ordinance amendments, assessments, memoranda, reports, presentations, and public correspondence.
- Familiar with pavement and other infrastructure evaluations and preparation of management reports, cost estimates and schedules.
- Familiar with NJDEP (and other state regulatory agencies as applicable) rules and regulations inclusive of Tier A MS4 stormwater permits and annual compliance requirements.
- Responsible for the coordination and management of multiple tasks and projects simultaneously.
- Ability to evaluate and review challenging engineering matters in office or field and to develop appropriate solutions and remedies using innovative ideas and creative thinking.
- Ability to prepare clear, technically sound, and informative reports, statements, findings, and recommendations.
- Ability to establish and maintain effective working relationships with public officials, clients, employees, regulatory agencies, consultants and partners, utility companies and the public.

Required Qualifications
- Bachelor of Science Degree in Civil or Environmental Engineering, or a related field, from an ABET accredited four-year college or university.
- 7 plus years of related Civil Engineering work experience serving municipal, county or state governments, and other public agencies.
- Licensed Professional Engineer (NJ, NY and/or PA) or ability to acquire PE through reciprocity.

Compensation
