Contra Costa County extends from the San Francisco Bay to the San Joaquin Delta. Along this waterfront, Contra Costa County is home to seven of the ten largest industrial facilities in the San Francisco Bay Area: four refineries, as well as power plants and other large industrial facilities. Many of the communities identified as "low income disadvantaged communities" by the State of California are adjacent to these facilities. Our new General Plan and recently updated Climate Action and Adaptation Plan (CAAP) incorporate environmental justice and economic development policies and actions to address the historic injustices our Impacted Communities have endured. The Fellow will join the County's Sustainability Team, housed in the Department of Conservation and Development. This Team of five leads implementation of the CAAP across all County departments, building partnerships with others in County government and in the many communities in the unincorporated areas of our County. Position Overview & Description The Contra Costa County Sustainability Team focuses on implementing the County's CAAP and Climate Emergency Resolution. Our vision is that Contra Costa County is a leader on climate and sustainability issues, centering equity while ensuring healthy, resilient communities for County residents and workers. In 2025, we will be focused on implementing grants to support development of a resilient shoreline, help homes in our Impacted Communities operate on clean energy, develop an urban forest management plan, and manage a large community change grant in North Richmond. We are launching implementation of our new CAAP. We also have ongoing initiatives. In fact, two of the five people on our Sustainability Team started as Fellows! We are committed to providing our Fellow with training, mentorship, and opportunities to grow their professional skills. Fellows historically have participated in meetings with senior managers and elected officials, and are provided an opportunity to understand the policy-making and program implementation process. Our staff members regularly give informational interviews. Contra Costa County is working on some of the key issues of our day: converting homes and offices to clean energy, building out an active transportation network, addressing historic racism and environmental justice, and more. Our department of 165 sponsors a range of services, from building permitting and inspection to code enforcement to economic development and more. The Sustainability Team is part of this. We also work frequently with staff in other County departments, particularly Public Works, Health, and Emergency Services. Successful fellows will be self-starters, able to take instruction, ask questions as needed, and keep projects moving. Our team works a hybrid schedule: 3 days in the office, 2 days remote. Everyone is in the office on Monday and Tuesday. We will work with our Fellow to help them understand the County context, how we approach our work, and how to be successful in one's career. The Fellow will be part of all team meetings, as well as other meetings that occur as part of the Fellow's assignments. Our group hosts hiking meetings every couple of months, to which we invite colleagues from other groups and departments. We host regular meetings with sustainability champions in other County departments, and with staff from cities and special districts in Contra Costa County. The full salary range for the Sustainability Officer is $90,400 - $69,000 annually. However, the expected pay scale for this position is up to 125,000 annually. The Sustainability Officer manages a portfolio of initiatives and projects in support of the University of California, Riverside Office of Sustainability which includes close coordination with the Academic Sustainability Faculty Lead. The Sustainability Officer reports to the Campus Architect/Associate Vice Chancellor for Planning, Design, & Construction (PD&C) and is responsible for assisting in positioning UC Riversides as a national and global higher education leader in sustainability. The Sustainability Officer is responsible for supporting the development of a collaborative organizational model that assists the Office of Sustainability to creatively address campus sustainability priorities local, state, national, and international challenges through campus efforts. The Sustainability Officer is a strategist that is knowledgeable in the following areas, but not limited to, academic and research infrastructure, environmental protection, economic stability, social equity, energy, climate change, water, waste, transportation, procurement, food systems, and green buildings. The incumbent provides recommendations that drive formulation and execution of organization sustainability strategy campus-wide through initiatives. The position assists to oversee sustainability management, policy, innovation, brand reputation, and program development & assessment. The Sustainability Officer will work to foster partnerships across the academic and operational areas of the university to continue to develop UC Riverside as a living laboratory for sustainability. Primarily the position will establish an effective communication strategy and manage data collection for sustainability planning and reporting. Manages data collection for AASHE STARS, Sierra Club Green Schools, Princeton Review Green College Guide and other organizations, along with managing all submittals to these organization and to the University of California, Office of the President for system reporting. This role is pivotal to advancing the sustainability strategy for Genentech's South San Francisco (SSF) campus as part of the Campus Vision Plan (CVP)-a long-term strategy grounded in integrated principles of infrastructure, sustainability, and development. Orchestrating alignment between strategy, capital delivery, and operations, this leader will navigate complexity and guide transformation through ambiguity.
Reporting to the Sr. Director, Head of Site Services Sustainability, this leader will collaborate across Design & Construction, Real Estate & Work Effectiveness, Site Services Operations, and external partners to embed sustainability into large-scale capital projects-including a new, state-of-the-art research and early development facility.

Key Responsibilities
Sustainability Strategy Development & Activation
- Lead the development of a cohesive, long-term sustainability framework that supports the Campus Vision Plan and aligns with Roche's broader environmental goals. This includes building upon existing site strategies, coordinating with global Roche frameworks, and delivering an end-to-end plan that begins with building demolition and extends through design, construction, and operations.
- Activate and embed the strategy across infrastructure planning, architectural design, capital delivery, and site operations.
- Work closely with subject matter experts in engineering, operations, and sustainability to align roadmaps and integrate sustainability into large-scale design and delivery.
- Leverage the CVP sustainability framework to position Roche and Genentech as industry leaders in sustainability and redefine sustainable development in the life sciences sector.
Infrastructure Integration & Technical Leadership
- Translate strategic sustainability goals into actionable infrastructure and engineering criteria for major capital projects.
- Guide the application of sustainability principles across the project lifecycle-from early planning through procurement, construction, and handover.
- Collaborate on sustainability inputs for initiatives such as campus-wide recycled water systems, sustainable mobility, and future-ready infrastructure.
- Provide subject matter expertise in utilities master planning, including thermal energy storage, heat recovery, geothermal, and sustainable water systems.
- Apply systems thinking to pilot innovative solutions, scale successful approaches, and drive market transformation.
- Demonstrate expertise in heat pump technologies, low-impact refrigerants, and decarbonization strategies tailored to lab-intensive, large-scale campuses.
- Stay current on emerging technologies (e.g., AI, IoT, demand management) and assess their potential to enhance energy efficiency, performance, and reduce operating costs.
- Partner with Site Operations and Automation to apply digital twins and smart building systems to optimize infrastructure performance.
- Apply deep knowledge of distributed energy systems-including solar, battery storage, and campus-scale microgrids-to enhance resilience and enable carbon-free emergency generation.
- Navigate ambiguity and lead through complexity to deliver long-term, high-impact sustainability outcomes across integrated infrastructure systems.
Policy & Partnerships
- Represent Genentech Site Services in sustainability discussions with contractors, consultants, and internal/external stakeholders.
- Cultivate partnerships with utilities, local government, and industry groups to support shared goals and advocate for enabling policies.
- Collaborate with Legal, Regulatory, and Government Affairs to align internal strategies with external regulations, incentive programs, and policy development efforts.
- Build strong relationships across Site Operations, Design & Construction, SHE, Legal, and Finance to ensure alignment and integrated decision-making.
Qualifications
Experience & Education
- Bachelor's degree in engineering, architecture, environmental science, or a related field; Master's degree or MBA preferred.
- 12+ years of experience delivering sustainability outcomes in design, construction, infrastructure planning, or operations-ideally within life sciences, healthcare, or tech.
- Experience influencing complex, multi-billion-dollar capital programs with long timelines and multiple stakeholders in complex, campus-like environments
- Proven ability to lead sustainability integration across the full capital project lifecycle.
- Experience representing organizations with regulators, public agencies, and community stakeholders.
- Familiarity with California building codes, local permitting, and sustainability standards
