NIKA is hiring for multiple Senior Project Lead's who will provide support services to the Defense Health Agency (DHA) based out of our San Antonio, TX location!

Position Requirements

  • Bachelor's degree in construction management, Engineering or Architecture is preferred, and practical knowledge of medical healthcare facility design, construction and management is required.
  • A professional engineering registration is NOT required.
  • A minimum of ten (10) years of documented and qualifying practical experience in Project Management is required. Possessing the expertise specific in the field of healthcare facilities is preferred.
  • Practical experience is defined as having the sole direct responsibility of and being directly instrumental in efficient and effective Project Management operations in support of medical healthcare campus. The candidate must have recent project management experience within the last 6 months supporting medical healthcare campuses. This experience must span continuously over the past 10 years, with at least 72 months of experience in the last 10 years.
  • Working in a health care facility is different from working in any other environment. For the Defense Healthy Agency to develop leaders in facility management and construction who understand the complexity of health care facilities. A Project/Construction/ Healthcare Construction/Facility management certification and or fellowship is required and or must be achieved within 9 months of on boarding . Such certification or fellowship shall be from an accredited or nationally recognized educational program. Additionally, the certification and or fellowship status shall be active and maintained in active status through the period of performance. Examples of such programs include but are not limited to: Project Management Institute (PMI), National Council of Examiners for Engineering (NCEES), American Institution of Constructors (AIC), Certified Construction Management Association of America, Health Facilities institute, and or American Society for Health Care Engineering (ASHE).
Responsibilities
  • Provides "cradle to grave" management of construction projects, building envelop repair and modernization projects, including crafting measurable performance work statements (PWS), development of accurate current working estimates, collaboration and participation as a technical advisor in source selection boards, chairing project execution and kick- off meetings, attending weekly, transition and closeout meetings, serving as the Technical Representative, overseeing key factors and metrics (project scope, schedule, budget, cost, safety, resources, quality, risk management), performing Quality Assurance and Safety compliance visits, performing design and submittal reviews, inspecting for compliance and design compliance in the installation of infrastructure systems.
  • Represents the Government and Defense Health Agency - Facility Enterprise (DHA/FE) as liaison to the Medical Treatment Facility (MTF) and Subject Matter Expert/Technical Advisor for facility transformation and clinical integration.
  • Serves as a DHA/FE expert for the planning and execution of Integrated Design and Initial Outfitting and Transition (iDBIO) projects and programs.
  • Aids in developing Master/Facility Plans for MTF long range forecast and assist in providing information for others to secure funding for planned construction and major renovation projects.
  • Prepares and maintain a set of documents and metrics to accomplish MILCON and Sustainment, Restoration and Modernization management process goals and objectives.
  • Coordinates with the PDT and stakeholders including, but not limited to, Base Civil Engineering, Fire Department, Environmental, Security Forces, Base Communications, etc.
  • Assists in Phasing Plan Development/Review, which includes executing plans through a comprehensive coordination and communication plan to ensure necessary project documents such as development and production schedules, engineering change proposals, design studies, etc. are implemented.
  • Assists with review of existing or contractor provided Environmental documents (asbestos, lead-based paint, mold) and provide recommendations as necessary.
  • Assists DHA-FE Project Officers and agents with demolition contract testing, survey and demolition contract needs, requirements and proper contract verbiage.
  • Assists with performing and coordinating validation with project stakeholders to ensure that designs are in compliance with project objectives for Environmental remediation efforts.
  • Assists with performing and coordinating validation to ensure that designs are meeting Sustainable goals in accordance with the LEED rating system and the certification process.
  • Assists with performing and coordinating validation to ensure that designs are in compliance with project objectives, codes, criteria and standards within established timeframes.
  • Gather data and information to assist DHA/FE with change order/modification development and closely coordinate with the PDT, the MTF POC(s) and DHA/FE leadership to ensure customer issues are addressed.
  • Assist the PDT in identifying unforeseen construction conditions/problems and ensure that they are addressed by the appropriate personnel and track the issue until it is resolved.
  • Review and be fluent in comprehension of the construction contract documents.
  • Assists with project status and coordination efforts, including overseeing key project milestones.
  • Observe and report to the PDT and DHA/FE leadership construction contractor compliance with field test procedures for specialized mechanical, electrical, medical gas and electronic systems.
  • Assist and coordinate required communications from Subject Matter Experts (SMEs) representing DHA, Agents, AFCEC, Base Civil Engineering, and MTF.
  • Review/evaluate all requests from the construction contractor which may impact; schedule, scope, budget, and/or performance.
  • Assist the PDT with ensuring accuracy and completeness of project documents.
  • Presents project related briefings and information to MTF, DHA/FE or other applicable agencies in a professional manner which demonstrates an in-depth knowledge of the specific project(s) and/or program(s).
  • Assist in Initial Outfitting and Transition planning and execution cradle to grave.
  • Assist and coordinates transition of MTF personnel to/from newly constructed or renovated facilities in conjunction with the IO&T Coordinator.
  • Assists in ensuring all necessary coordination and management needed to transition to a new/renovated facility are completed in a timely manner.
  • Reviews and provide input on project submittals for DHA/FE, provide technical input of contractor submittals, and submit findings to the USACE (or other applicable agent) comments in the government database; USACE currently utilizes ProjNet.
  • Coordinate with SMEs in understanding the project scope and translating that to the Project Requirements Document.

We are seeking a dynamic and results-driven Project Manager to lead the onboarding and ongoing management of strategic partnership programs. This individual will act as the primary liaison for partners, ensuring seamless execution and sustained impact of each initiative.
As a dedicated **Project Manager Lead,** you will facilitate and lead the execution and delivery of moderately to highly complex, specific, incremental work efforts intended to accomplish business goals and objectives within prescribed timeframes, scopes, and budgets. Demonstrates an expert understanding of how activities contribute to the achievement of strategic business goals, operational objectives, and program-level requirements. + Bachelor's degree or 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
+ 8 years of relevant experience in project or program management, including planning, tracking and delivery.
+ Expert knowledge of project management tools and methodologies.
+ Experience on project and program management and execution experience delivering complex work efforts working with recognized program and/or project methodologies (e.g., Waterfall and Agile).
+ Collaboration skills in a matrixed environment including providing consultative guidance to help solve enterprise level issues.
+ Extensive experience leading complex projects with significant number of deliverables including information technology and dependencies across organization; working within defined scope and budgets with aggressive timelines.

**What we offer:**
**Compensation:** The salary range for this position is: $103,450-$197,730.

+ Facilitates or leads an efficient earnings review process with the project team, using GAAP and revenue recognition concepts to analyze project finance performance. Performs project revenue adjustments with general supervision.
+ Escalates project performance that impacts office results to the office finance manager in a timely manner.
+ Develops client and subconsultant relationships, ensuring effective client service and efficient subconsultant management.
+ May provide training and onboarding for project management staff on HNTB project management processes and procedures as needed.
+ May offer guidance and mentorship to Project Finance Associates and earlier career Project Analysts, including oversight of day-to-day work. Utilizes PFAs for routine transactional support.
+ Provides input on staff recruitment, development, and retention, including performance, compensation reviews, and succession planning. Coordinates schedules and approves timecards. Assists in setting employee objectives, provides client feedback, and coaches/mentors their team.
+ Performs other duties as assigned.
**What You'll Need:**
+ Bachelor's degree and 5 years of financial, project accounting/analysis, or related experience, or
