THE DISTRICT
East Valley Water District was incorporated in 1954 under County Water District Laws. We provide water and sanitary sewer services to the City of Highland and the eastern portions of the City of San Bernardino, with a service population of approximately 108,000.
Recently online, the Sterling Natural Resource Center (SNRC) is a state-of-the-art facility in San Bernardino that provides a sustainable new water supply to the region. Capable of recycling up to 8 million gallons a day, the SNRC recharges the local Bunker Hill Groundwater Basin, produces renewable electricity, and creates new opportunities for the surrounding community.

CLASS CHARACTERISTICS
This is the entry-level class in the technical support series and must possess basic knowledge of and skills in server, PC and voice systems or data systems installation, trouble shooting and basic office productivity applications. Initially under close supervision, and in a training mode, incumbents learn current and new hardware and software for voice or data network applications. This classification is distinguished from the Network Administrator in that the latter is responsible for technical and functional supervision of assigned IT support staff, and performs the most complex duties assigned to the function, including analytical work.

Equivalent to an Associate's degree or technical school training. Technical experience in hardware, software and network installation and maintenance may be substituted for the education on a year for year basis.
Licenses and Certifications:
- Possession of a valid California class C driver's license and satisfactory driving record.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances.

CalPERS Retirement: The District contracts with CalPERS to provide the 2.7% @ 55 retirement formula with an employee contribution of 8% of annual salary for current members. Under the Public Employees' Pension Reform Act (PEPRA), new members will be provided the 2% @ 62 retirement formula with an employee contribution of 8% of annual salary. The District does not participate in the Social Security program.
Health Benefits: • The District provides a Percentage Based Employer Contribution Plan (PBECP) which includes the following:
- 90% of health benefit premiums for employees and their qualified dependents up to the cost of the benchmark plan (Blue Shield for 2024) for the benefit year. The employee is responsible for covering the remaining 10% of the health benefit premium costs, and any additional costs incurred by selecting a health plan above the benchmark plan.
- The District will cover 100% of the employee's selected dental and vision plan premium for employees and their qualified dependents.
Vacation Leave: Annual vacation leave will be earned at 104 hours per year and will increase after 3 years.
Sick Leave: 117 hours per year.
Employee Assistance Program (EAP): A comprehensive EAP is provided to help employees and their family members find direction in solving problems.
Deferred Compensation Plan- 457(b): A 457(b) plan administered by CalPERS is available with a District match of 125/month.
Flexible Spending Account: Employees may contribute to a medical reimbursement account and/or dependent care reimbursement account to pay for unreimbursed medical and/or dependent care expenses with pre-tax dollars.

Work Environment
As an IT, you are primarily stationed aboard ships at sea, while you'll serve aboard submarines as an ITS. You will also receive shore assignments. Your typical work environment will be a clean, climate-controlled indoor space used to house electronic equipment or computers.
Training & Advancement
Upon completion of initial training at Recruit Training Command Great Lakes (known as Boot Camp), both ITS and ITs report for specialized training, including:
Class "A" Technical School (24 weeks) in Pensacola, FL (for ITs) or Groton, CT (for ITSs) for training on Microsoft, Cisco and Oracle computer software and hardware fundamentals, automatic data processing, security, and system theory and operation.
After "A" School, Information Systems Technician Submarines (ITS) will also attend submarine training:
Basic Enlisted Submarine School (8 weeks) in Groton, CT, for training in basic submarine systems. Note that this training is only for Information Systems Technician Submarines (ITS).
After completing training, ITs and ITSs will receive their first assignments. ITs may be assigned to a ship, communication station or shore station, while ITSs may be assigned to a submarine, communication station or shore station. Promotion opportunities are regularly available but competitive and based on performance.
Advanced Training
Advanced training as an Information Systems Technician may be available during later stages of your career. For those with further leadership aspirations and a college degree, Officer roles may be available, providing opportunities to lead and train others.
Post-Service Opportunities
Specialized training received and work experience gained in the course of service can lead to valuable credentialing and occupational opportunities in related fields in the civilian world, such as IT and network support, computer programming, web development, and information security.
Education Opportunities
Beyond offering access to professional credentials and certifications, Navy technical and operational training as an Information Systems Technician can translate to credit hours toward a bachelor's or associate degree through the American Council on Education.
You may also continue your education through undergraduate degree opportunities like the Navy College Program and Tuition Assistance and the Post-9/11 GI Bill.
Qualifications & Requirements
A high-school diploma or equivalent is required to become an Enlisted Sailor and an Information Systems Technician.
Due to the sensitive nature of this role, you must be a U.S. citizen eligible for a "Top Secret" security clearance, which requires a background investigation. Immediate family members must also be U.S. citizens.
IT and ITS applicants should have good arithmetic, writing and speaking skills, and should be able to use and understand computers. You should also be able to perform detailed work, keep accurate records and work well with others as part of a team. Important physical attributes include good manual dexterity and physical strength.
ITS applicants must be willing to serve aboard submarines.
General qualifications may vary depending upon whether you're currently serving , whether you've served before or whether you've never served before .
Part-Time Opportunities
Serving part-time as a Navy Reserve Sailor, your duties will be carried out during your scheduled drilling and training periods. During monthly drilling, Information Systems Technicians in the Navy Reserve typically work at a location close to their homes.
For annual training, you may serve anywhere in the world, including locations in the U.S., at bases overseas, or in areas where humanitarian needs are great.
